UN R102 Supplement 1 (00 series) · UNECE Regulation No. 102 (ECE R102) — Uniform provisions concerning the approval of: I. A close-coupling device (CCD) II. Vehicles with regard to the fitting of an approved type of CCD.
UN R102 — Supplement 1 to the 00 series of amendments
Base text → Supplement 1
- What changed
- New paragraphs 0. and 0.1. to 0.1.2. add an Introduction on vehicles of categories X and Y and on vehicles with an ADS.
- If the vehicle has an ADS, a logic signal must now tell the ADS about any power or control system failure. While an ADS feature is active, logic signals must report correct locking engagement and a hydraulic or pneumatic CCD about to reach its maximum extension.
- In Annex 4, the overtaking test speed is now limited by the maximum design speed, and the steering test has an ADS option.
- Why
- Supplement 1 is introduced to take into account vehicles of categories X and Y, and ADS vehicles with a manual mode operating above 6 km/h.
- The amendment intends to extend the application of the UN Regulation to vehicles without a driver and without manual driving controls inside the vehicle.
Q1What changed19 changes
New Introduction: the purpose of Supplement 1 (paras 0. and 0.1.)
New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 1 to the original version is introduced to take into account vehicles of categories X and Y. It is also introduced to take into account vehicles with an Automated Driving System (ADS) and a manual mode operating at speeds above 6 km/h. Before this supplement, the Regulation had no paragraph 0.
Vehicles without a driver and manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.2.)
Paragraph 0.1.1. says that the UN Regulation was originally drafted for vehicles with a driver and manual driving controls. The amendment intends to keep the spirit of the UN Regulation. It also intends to extend its application to vehicles without a driver and without manual driving controls inside the vehicle. In a vehicle without “driver/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.2. says that, for vehicles with an ADS, no special provisions or exemptions apply in a manual driving mode. In a mode where an ADS feature is active, the relevant ADS requirements apply.
Logic signals to the ADS (paras 5.1.5.2., 5.1.11. and 5.1.13.)
In paragraph 5.1.5.2., if the vehicle has an ADS, a logic signal must now go to the ADS for any power or control system failure. The acoustic and optical signals to the driver stay as before. While an ADS feature is active, a logic signal must tell the ADS about correct engagement of the positive locking system (para. 5.1.11.). Paragraph 5.1.13. covers hydraulic or pneumatic CCDs. While an ADS feature is active, it now requires a logic signal to tell the ADS that the CCD is about to reach maximum extension. In paragraph 5.1.11., a remote indication must now be installed in the “cabin”, not in the “driver's cabin”.
Control unit outside the cabin, and warning signals “if applicable” (paras 5.1.7.2., 13.3.1. and 13.3.2.)
The control unit must now be fitted outside the “cabin”, not outside the “driver's cabin” (para. 5.1.7.2.). Paragraphs 13.3.1. and 13.3.2. now end with “(if applicable)”. They cover the acoustic device in the driver's cabin and the red optical signal on the instrument panel. The other words of these paragraphs stay the same.
Overtaking and steering tests in Annex 4 (paras 2.3.1. and 2.3.2.)
The simulated overtaking manoeuvre is now conducted at a speed up to 80 km/h, or the maximum design speed, whichever is lower. Before, the speed went up to 80 km/h. The manoeuvre must not cause any difficulty in controlling the combination, and the words “the driver” are deleted. The steering test at 20 km/h has a new option while an ADS feature is active. In that case, the steering equipment is actuated at the maximum performance allowed by the ADS. No contact between the vehicles or damage to the CCD must occur.
Driver words and units in the other Annex 4 tests (paras 2.2.1. to 2.2.3. and 3.1.)
In paragraphs 2.2.1., 2.2.3. and 3.1., the words “by the driver” or “the driver” are deleted. For example, paragraph 2.2.1. now ends with “without unusual steering correction”. Units now have a space, and some are written in words, for example “3.5 metres” and “10 per cent”. The test speeds, decelerations, accelerations and lane width stay the same.
Wording of paragraph 1.1. and a new footnote to R.E.3.
Paragraph 1.1. now says “This UN Regulation applies to vehicles of categories N2, N3, O3 and O4”. Before, it said “This Regulation” and “Categories”, and the vehicle categories stay the same. A new footnote refers to the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8. In the text that GRSG sent to WP.29, the footnote said “Rev.8, para. 2”. AC.1 adopted ECE/TRANS/WP.29/2026/116 as amended by Annex VI of ECE/TRANS/WP.29/1192, which gives the footnote without “para. 2”.

Q3Who is affected
Vehicle manufacturer
- On vehicles with an ADS, send the ADS a logic signal on any power or control system failure (para. 5.1.5.2.).
- Send the ADS a logic signal on correct locking engagement while an ADS feature is active (para. 5.1.11.).
- With an ADS feature active, tell the ADS a hydraulic or pneumatic CCD is about to reach its maximum extension.
- For a vehicle without “driver/manual driving controls”, list the provisions related to them. Then find which of them this amendment already covers (para. 0.1.1.).
Component supplier
- Ask the vehicle manufacturer how the logic signals to the ADS in paragraphs 5.1.5.2., 5.1.11. and 5.1.13. are produced.
Technical service / Approval authority
- Check the logic signals to the ADS under the conditions of paragraphs 5.1.5.2., 5.1.11. and 5.1.13.
- Run the overtaking test up to 80 km/h or the maximum design speed, whichever is lower (Annex 4, para. 2.3.1.).
- With an ADS feature active, be ready for steering at the maximum performance the ADS allows (Annex 4, para. 2.3.2.).
- For a vehicle without “driver/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
