UN R121 Supplement 6 (01 series) · UNECE Regulation No. 121 (ECE R121) — Uniform provisions concerning the approval of vehicles with regard to the location and identification of hand controls, tell-tales and indicators.
UN R121 — Supplement 6 to the 01 series of amendments
Supplement 5 → 6
- What changed
- Under paragraph 5.3.3., the indicators, their identifications and the identifications of controls now also need not be illuminated when daytime running lamps are switched on.
- The words “the headlamps are being flashed” now read “the headlamps are being used to give intermittent luminous warnings at short intervals”.
- Why
- The proposal aims to clarify that illumination is not needed “when it is bright enough outside of the vehicle, such as when daytime running lamps are operated”.
- The proposal says that daytime running lamps became mandatory in 2011, so it became necessary to amend UN Regulation No. 121 to improve clarity.
Q1What changed4 changes
When indicators and identifications need not be illuminated (para. 5.3.3.)
Under paragraph 5.3.3., the indicators, their identifications and the identifications of controls now need not be illuminated when at least one condition applies. Condition (a) is that the headlamps are being used to give intermittent luminous warnings at short intervals. Condition (b) is that the headlamps are operated as daytime running lamps. Condition (c) is that daytime running lamps are switched on. Before, they need not be illuminated when the headlamps are being flashed or operated as daytime running lamps.

“It proposes to clarify that the indicators, their identifications and the identifications of controls need not be illuminated, when it is bright enough outside of the vehicle, such as when daytime running lamps are operated.”
“to clarify that the indicators, the identification of indicators and the identification of controls need not be illuminated, when it is bright enough outside of the vehicle, such as when daytime running lamps are operated”
The proposal says that daytime running lamps became mandatory in 2011 (introduced by UN Regulation No. 48, 04 series of amendments). It says that this made it necessary to amend UN Regulation No. 121 to improve clarity.

“since daytime running lamps became mandatory in 2011 (introduced by UN Regulation No. 48, 04 series of amendments), it became necessary to amend the UN Regulation No. 121 to improve clarity.”
Referring to daytime running lamps, the proposal says the earlier text only allowed excluding illumination if the headlamps are used as daytime running lamps. The proposal aims at excluding illumination when daytime running lamps are being operated.

“Referring to daytime running lamps, the current text of the UN Regulation only allows to exclude illumination on the condition that the headlamps are used as daytime running lamps.”
“However, the proposal aims at excluding illumination when daytime running lamps are being operated.”
Proposer's reason (informal document GRSG-124-19)
OICA believes that the case when the headlamps are used as daytime running lamps should not be omitted. This case becomes case (b), and the former case (b) of the Korean proposal becomes case (c).
Submitted by Expert from OICA. Working party adoption: ECE/TRANS/WP.29/GRSG/103, para. 27.

“OICA however believes that the case when the headlamps are used as daytime running lamps should not be omitted.”
“This later case becomes case (b) in the proposal above, and the former case (b) of the Korean proposal becomes case (c).”
Proposer's reason (informal document GRSG-124-19)
OICA also proposes to align the wording with existing other regulations, for example UN R48 (installation of lamps). “Flashed” becomes “give intermittent luminous warnings at short intervals” and “being operated” becomes “switched on”.
Submitted by Expert from OICA. Working party adoption: ECE/TRANS/WP.29/GRSG/103, para. 27.
Sources (3)
“OICA in addition proposes to align the wording of the proposal on that existing other regulations, e.g. in UN R48 (installation of lamps):”
““flashed” is turned to “give intermittent luminous warnings at short intervals””
““being operated” is turned to “switched on””
