UN R140 Supplement 5 (00 series) · UNECE Regulation No. 140 (ECE R140) — Uniform provisions concerning the approval of passenger cars with regard to Electronic Stability Control (ESC) Systems.
UN R140 — Supplement 5 to the 00 series of amendments
Supplement 4 → 5
- What changed
- New paragraph 8.2.2.3. adds the ASTM F2493-20 standard reference test tyre as a method to measure the PBC of the road test surface.
- With the F2493-20 tyre, a PBC of 1.017 is equivalent to the PBC of 0.9 of paragraph 8.2.2.
- Paragraph 8.2.2.1. now refers to ASTM E1136-19 and ASTM Method E1337-19, instead of E1136 and E1337-90.
- Why
- The proposal aims at the continuity of ASTM Method E1337 for the determination of the PBC in UN Regulation No. 140.
- ETRTO reported that the production of SRTT E1136 would stop during 2020 and that its sales would end by the end of 2021.
Q1What changed4 changes
New ASTM F2493-20 reference tyre method (para. 8.2.2.3.) and list wording (paras. 8.2.2. and 8.2.2.2.)
New paragraph 8.2.2.3. adds the ASTM F2493-20 standard reference test tyre as a method to measure the PBC of the road test surface. This method uses ASTM Method E1337-19 at a speed of 40 mph. In this case, a PBC of 1.017 is equivalent to the PBC of 0.9 of paragraph 8.2.2. Paragraph 8.2.2. now says “one of following methods” instead of “either”. The k-test method in paragraph 8.2.2.2. now ends with “; or” instead of a full stop. The nominal PBC of 0.9, unless otherwise specified, does not change.
Updated ASTM references for the E1136 reference tyre (para. 8.2.2.1.)
Paragraph 8.2.2.1. now refers to the ASTM E1136-19 standard reference test tyre and to ASTM Method E1337-19. Before this supplement, it referred to “E1136” and to ASTM Method E1337-90. The speed of 40 mph does not change. The paragraph now ends with “;” instead of “; or”.

Reasons
The proposal aims at the continuity of ASTM Method E1337 for the determination of the PBC in UN Regulation No. 140. For this, it adds a reference to the new ASTM standard reference test tyre (SRTT) F2493.

“The objective of this proposal is to ensure the continuity of the ASTM Method E1337 for the determination of the PBC in UN Regulation No. 140, by introducing a reference to the new ASTM Standard Reference Test Tyre (SRTT) F2493.”
In 2019, ASTM standard E1337 was updated to add the new SRTT F2493, in addition to the older SRTT E1136. This version of ASTM standard E1337 also gives correlation equations to convert results between SRTT F2493 and SRTT E1136, in both directions.

“In 2019, ASTM standard E1337 for the measurement of the PBC was updated to introduce the new SRTT F2493, in addition to the older SRTT E1136.”
“this recent version of ASTM standard E1337 provides correlation equations for converting results obtained with SRTT F2493 into SRTT E1136 and vice-versa.”
At the 71st GRBP session in January 2020, ETRTO reported that the production of SRTT E1136 would stop during 2020. ETRTO also reported that the sales of SRTT E1136 would end by the end of 2021. According to the proposal, the impossibility to buy new SRTT E1136 may hinder the use of ASTM Method E1337 in UN Regulation No. 140.

“At the seventy-first session of the Working Party on Noise and Tyres (GRBP) in January 2020, the European Tyre And Rim Technical Organization (ETRTO) reported that the production of SRTT E1136 would stop in the course of 2020”
“its sales would be discontinued by the end of 2021”
“The impossibility to purchase new SRTT E1136 may hinder the use of ASTM Method E1337 in UN Regulation No. 140.”
According to the proposal, an additional reference to the new SRTT F2493 and to the conversion equation of ASTM standard E1337 is necessary. According to the proposal, this keeps the existing PBC provisions unchanged.
