Why
  • The new series adds particle number requirements and limits for Level 1B.
  • The particulate measurement procedures follow UN GTR No. 15, Amendment 6.

Particle number limit for Level 1B and new series provisions (paras. 6.3.10., 6.7.2., 11. and 12.)

Table 1B now has a particle number (PN) limit, L6, for Level 1B. The scope for Level 1B now includes particle number. The text no longer says “if PN measurement is required” for PN sampling and measurement. Table 3b gives new assigned deterioration factors with a PN column, and an equation for other limit values. Unless the transitional provisions give an exemption, Contracting Parties must accept previous-version approvals for eight months after the 02 series enters into force.

PN measurement equipment and calibration (Annex B5, paras. 4.3. and 5.7.)

Calibration of the PNC must now follow ISO 27891:2015. The calibration factor must be between 0.9 and 1.1. New paragraph 4.3.1.3.3.1. gives an equation for the solid particle penetration. The instrument manufacturer must prove this penetration for each PN-system model. The text deletes the requirement for a coincidence correction function of up to 10 per cent. The evaporation tube can now be catalytically active, with a wall temperature of 350 °C (±10 °C).

Calibration shall be undertaken according to ISO 27891:2015 and shall be traceable to a national or international standard calibration method by comparing the response of the PNC under calibration with that of:
For the requirements of paragraphs 5.7.1.3.(a) and 5.7.1.3.(b), the selected points shall include a nominal zero concentration point produced by attaching HEPA filters of at least Class H13 of EN 1822:2008, or equivalent performance, to the inlet of each instrument. With no calibration factor applied to the PNC under calibration, measured concentrations shall be within ±10 per cent of the standard concentration for each concentration, with the exception of the zero point, otherwise the PNC under calibration shall be rejected. The gradient from a linear least squares regression of the two data sets shall be calculated and recorded. A calibration factor equal to the reciprocal of the gradient shall be applied to the PNC under calibration. Linearity of response is calculated as the square of the Pearson product moment correlation coefficient (r) of the two data sets and shall be equal to or greater than 0.97. In calculating both the gradient and r2, the linear regression shall be forced through the origin (zero concentration on both instruments). The calibration factor shall be between 0.9 and 1.1. Each concentration measured with the PNC under calibration, shall be within ±5 per cent of the measured reference concentration multiplied with the gradient, with the exception of the zero point.

Definitions, families and other requirements (paras. 3. to 7.)

New paragraph 3.2.37. defines “reference mass”. The “coasting” definition in paragraph 3.2.36. now says that no propulsion energy, recuperation energy or friction braking applies. Paragraph 5.11. now applies to Level 1A only, and paragraph 5.11.1. adds category N2. New paragraph 6.1.10. requires good engineering judgement when the data input to a formula justifiably leads to division by zero. Paragraph 6.3.11. no longer applies to Level 1A only, and the road load family no longer uses n/v ratios. Table 4B for Level 1B no longer includes category N2.

"Reference mass" means the vehicle’s mass in running order less the uniform mass of the driver of 75 kg and increased by a uniform mass of 100 kg.

Conformity of production and the OBFCM device (para. 8. and Appendices 1 to 4 and 6)

Paragraph 8.2.3.1. now adds the OBFCM device accuracy to the verifications that follow Appendix 1. Appendix 2 evaluates the OBFCM devices with paragraph 3.3.1. and a factor A value of 1.0526. If a fail decision for OBFCM accuracy comes from tests with commercial fuel, the tests must be done again with reference fuel. For the Type 4 CoP test, paragraph 8.3. now allows the Type 4 test of Annex C3 or the tests of Appendix 4. Appendix 2 has new recursive formulae for the test statistic. On manufacturer request and authority approval, the run-in factor for pollutant emissions, fuel efficiency and fuel consumption can apply to other CoP families.

Where applicable, in accordance with Table 8/1, the verification of the criteria emissions, CO2 emissions, fuel efficiency and electric efficiency, electric energy consumption and OBFCM device accuracy, shall be carried out in accordance with the specific requirements and procedures in Appendix 1. Where applicable and if required, the manufacturer shall determine and report the OBFCM device accuracy in accordance with Appendix 5.
The conformity of production of the OBFCM devices shall be evaluated according to the requirements of paragraph 3.3.1., but applying a factor A value of 1.0526.

Test procedures in Annexes B1 to B7 and C3 to C5

At the request of the manufacturer, a NOVC-HEV can use the Annex B1 downscaling with the maximum rated engine power. This needs approval of the responsible authority, and the electric machine must not affect the maximum vehicle power. Annex B4 now models the aerodynamic drag coefficient as a five-term polynomial, not a four-term polynomial. Annex B6 adds the measurement of the alternator or DC/DC converter current and the recording of OBFCM data. In Annex B7, vehicles with a manual transmission can exclude upward gear shifts, for a maximum of 2 seconds, from the drive trace indices calculation. Annex C5 now tests OVC-HEVs under charge-sustaining conditions, deletes a reference to ISO 14229:2013 and adds SAE J 1979-2.

The aerodynamic drag coefficient CD(Y) shall be modelled as a four-term five-term polynomial as a function of yaw angle Y as in the equation below:
However, at the request of the manufacturer and with approval of the responsible authority, the downscaling procedure described in paragraph 8.2. of this annex may be applied for a NOVC-HEV using the maximum rated engine power as the maximum vehicle power rating on the applicable WLTP test cycle where the electric machine does not impact the maximum vehicle power.

Calculations for electrified vehicles (Annex B8 and its appendices)

For OVC-HEVs and NOVC-HEVs, particle number is now analysed for each test phase. For phases where no combustion engine operates, the emission results can be set to zero. Paragraph 3.1.1.6. keeps the analysis of particulate matter for each applicable test cycle and now allows zero results for cycles without combustion engine operation. For OVC-FCHVs, the considered phase j is the applicable WLTP test cycle only. The EAER equation now uses the arithmetic average charge-sustaining CO2 emission from Table A8/5, step No. 6. Appendix 8 now determines reference values of electric energy consumption for CoP, for PEVs and for OVC-HEVs.

For OVC-HEVs and NOVC-HEVs, gaseous emission compounds and particle number, shall be analysed for each individual test phase. It For phases where no combustion engine operates, it is permitted to omit the phase analysis for phases where no combustion engine operatesand to set the emission results to zero.
For OVC-HEVs and NOVC-HEVs, without prejudice to paragraph 2.10.1.1. of Annex B6, particulate matter emission shall be analysed for each applicable test cycle. For cycles where no combustion engine operates, it is permitted to set the emission results to zero.

Information document, test reports and wording (Annexes A1 to A3 and the whole text)

The information document in Annex A1 adds an entry for the KCO2 correction factor family. The test report asks which level is requested, Level 1A or Level 1B. Insulation volume and insulation weight now have a tolerance of +/- 10 per cent. In many paragraphs, “CO2 mass emission” becomes “CO2 emission”. Some changes are wording only, for example “power train” becomes “powertrain” and “[Reserved]” becomes “(Reserved)”. Some footnotes have new links to UNECE web pages.
