Q1What changed118 changes
Ice grip tyre and grip index definitions (paras 2.5., 2.11. and 2.12.)
New paragraph 2.5. defines an ice grip tyre. It is a class C1 tyre for use in severe snow conditions that is specifically designed for road surfaces covered with ice. It also fulfils the requirements of paragraph 6.3. New paragraphs 2.11. and 2.12. define the snow grip index and the ice grip index. The type of studded tyre also depends on whether a class C1 tyre is an ice grip tyre. Old paragraphs 2.5. to 2.9. are now 2.6. to 2.10.
Application for approval (paras 3.1.1., 3.1.5.1. and 3.2.1.)
The performance characteristics that the application specifies now also include the "ice performance level" in case of an ice grip tyre. For class C1 tyres, it must state whether the tyre is an ice grip tyre. The details of the major features must also cover the effects on the ice performance, if applicable.
Tyre markings and the new Ice Grip Symbol (paras 4.2. to 4.4.1.)
Tyres type approved under this Regulation must bear the word "STUDDED" at least 4 mm in height. They must also bear the Snow Grip Symbol for Studded Tyres in case the tyre meets paragraph 6.1. Tyres that meet paragraph 6.3. must additionally bear the Ice Grip Symbol in Figure 2. Before this supplement, the word "STUDDED" was in paragraph 4.3.2. and the Snow Grip Symbol was called the "Snow Grip Marking for Studded Tyres".
Ice performance requirement for class C1 (paras 6.3. and 6.4.)
New paragraph 6.3. covers the ice performance of class C1 studded tyres tested according to Annex 8 to UN Regulation No. 117 and paragraph 6.4. The requirement is for a studded tyre of class C1 in category of snow tyre for use in severe snow conditions. It must meet a minimum ice grip index of 1.18 compared with the SRTT. Paragraph 6.4. requires the test in studded form with the additional prescriptions of Annex 3.
Communication form (Annex 1, items 4.1, 6, 8 and 8.1)
New item 4.1 asks if the tyre is an ice grip tyre. New item 8.1 asks for the ice performance level of the representative tyre size, from the brake on ice method. Item 8 now reads "Snow performance level" and no longer refers to the classification as tyre for use in severe snow conditions. Item 6 now reads "Type of studded tyre designation".
New Annex 3: ice performance test for ice grip tyres of class C1
New Annex 3 uses the test procedure of Annex 8 to Regulation No. 117 with studded tyres, taking into account paragraph 3. of Annex 3. The stud protrusion must be measured before each braking test cycle with the procedure in paragraph 2. The braking lines must not overlap. Appendix 1 gives the test reports and test data for C1 tyres.
Editorial changes (classes, brackets and the E 4 mark)
Several paragraphs now write "classes", "class" and "tyres" in lower case. Paragraph 5.2.1. no longer puts brackets around the Regulation number 164. Paragraph 8.3.1. no longer refers to Annex 7 of UN Regulation No. 117 for the testing method. Two explanations of the examples in Annex 2 now write the mark of the Netherlands as "E 4".
