UN R180 Supplement 1 (00 series) · UNECE Regulation No. 180 (ECE R180) — Uniform provisions concerning the approval of light duty passenger and commercial vehicles with regards to On-board monitoring (OBM) systems, environmental vehicle passport (EVP) and in-vehicle display of environmental data.

UN R180 — Supplement 1 to the 00 series of amendments

Base text → Supplement 1

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • New paragraphs 3.22. to 3.28. define “ADS user”, “Vehicle user”, the EEEDWS, “SCR warning”, “SCR inducement”, “OBM warning” and “OBM inducement”.
  • Annex 5 now covers vehicle user warnings. Whilst an ADS feature is active, Annex 5 references to “the driver being informed of warnings or inducement activation of the EEEDWS” mean warning signals sent to the ADS.
  • In paragraph 2.6.2., idle now means that the accelerator pedal is released by the driver “or there is no torque demand from the ADS”; the speed conditions are unchanged.
Why
  • The proposal introduces changes that are needed to include vehicles with Automated Driving Systems in the existing Regulation.
  • Torque demand from the ADS is added to the accelerator pedal and pedal position. This is to include vehicles of categories X and Y, which might not have an accelerator pedal.
  • In case an ADS is driving the vehicle, the warnings must be sent to the ADS, and the ADS will inform the relevant ADS user.

Q1What changed50 changes

New definitions (paras. 3.22. to 3.28.)

New paragraph 3.22. defines “ADS user” as “a human user of an Automated Driving System, as defined in UN Regulation No. [ADS]”. New paragraph 3.23. says that “Vehicle user” means “in the context of this Regulation a driver or ADS user”. New paragraph 3.24. defines the EEEDWS as a system “designed, constructed and installed in a vehicle to provide information to the vehicle user about excess exhaust emissions and to ensure repairs before further use”. “SCR warning” and “SCR inducement” mean the warning and inducement requirements described in Appendix 6 to UN Regulation No. 154 (paragraphs 3.25. and 3.26.). “OBM warning” means the warning requirements described in this Regulation, and “OBM inducement” means the inducement requirements described in this Regulation “to ensure prompt repairs of faults” (paragraphs 3.27. and 3.28.). A new abbreviation, “ADS”, stands for “Automated Driving System”.

"ADS user" means a human user of an Automated Driving System, as defined in UN Regulation No. [ADS].
"Vehicle user" means in the context of this Regulation a driver or ADS user.

Vehicle user warnings and warning signals sent to the ADS (Annex 5, paras. 1.1. and 1.2.)

The title of Annex 5 now begins “Vehicle user warnings” instead of “Driver warnings”. Paragraph 1.1. of Annex 5 now speaks of “vehicle user warnings and inducement methods” instead of “driver warnings and inducement method”. New paragraph 1.2. says: “Whilst an ADS feature is active, whenever this annex mentions the driver being informed of warnings or inducement activation of the EEEDWS this shall be understood as warning signals sent to the ADS”. In paragraph 1.(a) and paragraph 7.2.1.(b) and (c), “driver warning systems” and “driver warnings” are now “vehicle user warning systems” and “vehicle user warnings”.

Torque demand from the ADS and the vehicle user in Annex 4 (paras. 2.5. and 2.6.2.)

In paragraph 2.6.2., idle now means that the accelerator pedal is released by the driver “or there is no torque demand from the ADS”; the speed conditions are unchanged. In Appendix 1, line 1.43 is now “Accelerator pedal position or torque demand from the ADS”, and its description now covers the “pedal position or torque demand from the ADS”. Line 1.2 now says “Malfunction Indication status” instead of “Malfunction Indicator status”, and line 1.52 now says “current OBM inducement period”. In paragraph 2.5., the odometer values now refer to the distance “as indicated to the vehicle user” and the odometer value “displayed to the vehicle user”, instead of the driver.

For the purpose of calculating this parameter, idle shall mean that the accelerator pedal is released by the driver or there is no torque demand from the ADS and either the vehicle speed is less than or equal to one km per hour or engine speed is less than or equal to 200 rpm above normal warmed- up idle (as determined in the drive position for vehicles equipped with an automatic transmission).
Malfunction Indicator Indication status Accelerator pedal position or torque demand from the ADS Relative or "learned" pedal position or torque demand from the ADS shall be displayed as a normalised value Distance travelled in current OBM inducement period, as defined in Annex 2, paragraph 2.2.7.

“OBM inducement” and “OBM warning” wording

In Annex 4, paragraph 1.9.1., the inducement status parameter now refers to the “OBM inducement” instead of the “vehicle inducement”. Paragraphs 2.2.7.1., 2.2.7.3., 2.2.7.4.1., 2.2.8.1. and 2.2.8.3. now say “OBM inducement” instead of “inducement”. Paragraphs 2.3.1.3., 2.3.1.5.2., 2.3.5.1., 2.3.5.2., 2.4.3.2. and 2.4.4.3.1. also say “OBM inducement” instead of “inducement” or “repair inducement”. Line 3.8 of the OBM lifetime parameters table now counts the distance travelled “in OBM inducement”. Paragraphs 2.4.1.2. and 2.4.3.1. now say “OBM warnings” and “OBM warning” instead of “driver warnings” and “driver warning”, and paragraph 2.4.2.1. says “OBM warning distance counter”.

The OBM system shall provide an ‘OBM inducement system status’ parameter to indicate that the OBM system has activated the vehicle OBM inducement as described in Annex 5 paragraph 2.4. The parameter shall consist of 4 data bits with the following statuses:
Counter to indicate the distance travelled in OBM inducement during the vehicle lifetime, as defined in Annex 2, paragraph 2.2.8.

Q2Why it changed

Proposed by
Task Force on Automated Vehicles Regulations Screening (AVRS)
Working party
GRPE, 94th session (March 2026)

Reasons

  • The proposal introduces changes that are needed to include vehicles with Automated Driving Systems in the existing Regulation.

    Source
“The document introduces changes required to incorporate vehicles with Automated Driving Systems into the existing Regulation.”
  • The definition of “ADS user” is added to include human users of an ADS. The definition of the user indicates that the user of the vehicle may be any person operating the vehicle or using the ADS. The definition of EEEDWS clarifies that the EEEDWS is a system that provides information to a user and not only to the driver.

“Definition of "user" was added to indicate that the user of the vehicle may be any person operating the vehicle or using the ADS.”
“Definition of EEEDWS was introduced to clarify that EEEDWS is a system that provides information to a user and not only to the driver.”
  • Torque demand from the ADS is added to the accelerator pedal and pedal position. This is to include vehicles of categories X and Y, which might not have an accelerator pedal.

    Source
“Accelerator pedal and pedal position was complemented with torque demand from the ADS to include vehicles of categories X and Y, which might not have an accelerator pedal.”
  • The proposal clarifies the requirements for driver warnings and inducement where a vehicle is not under the control of a driver. In case an ADS is driving the vehicle, the warnings must be sent to the ADS, and the ADS will inform the relevant ADS user.

    Sources (2)
“It clarifies the requirements for driver warnings and inducement in the circumstances where a vehicle is not under the control of a driver.”
“In case an ADS is driving the vehicle, the warnings shall be sent to the ADS and the ADS will inform the relevant ADS user.”
  • Proposer's reason (informal document GRPE-94-61-Rev.1)

The update provides corrections and updates to the requirements of the Regulation. Requirements for manipulation devices and manipulation strategies, previously in UN Regulation No. 83.09, are now proposed for inclusion in UN Regulation 154.04. Table 10.1 holds information that the manufacturer has to append to vehicle OBM data, and this information is not limited to family identifiers. To avoid ambiguity, “deficiencies” as defined in paragraph 7.12. are also to be listed in the declaration, which only listed exemptions. Cross references to the “Small volume manufacturers” and “V2X” definitions, which were missing, are included. The requirements relating to multi-stage type-approval are removed.

Submitted by Experts from UK and OICA. Working party adoption: ECE/TRANS/WP.29/GRPE/94, para. 22.
