Q1What changed8 changes
End of approvals to this Regulation (para. 14.1.)
Contracting Parties applying this Regulation must cease to grant approvals to this Regulation. This applies as from 24 months after the official date of entry into force of UN Regulation No. [RRD]. A new footnote refers to the new UN Regulation on Retro-Reflective Devices (RRD) (ECE/TRANS/WP.29/2018/159/Rev.1).
Extensions and devices for replacement (paras. 14.2. to 14.4.)
Contracting Parties applying this Regulation must not refuse to grant extensions of approval to this and any previous series of amendments of this Regulation. Before, this text referred to extensions of approvals to the preceding series. Under paragraph 14.3., Contracting Parties must continue to grant approvals for devices on basis of this and any previous series of amendments. This applies provided that the devices are intended as replacements for fitting to vehicles in use. Under paragraph 14.4., fitting or use on a vehicle in use of a device approved to any previous series must continue to be allowed. This applies provided that the device is intended for replacement.
Earlier paragraphs 14.1. to 14.3. deleted
This series deletes the earlier paragraphs 14.1. to 14.3. Old paragraph 14.3. said that existing approvals for advance warning triangles granted before the 04 series of amendments entered into force remain valid indefinitely. The new paragraphs 14.1. to 14.4. do not repeat this text. Old paragraphs 14.1. and 14.2. covered the granting of approvals under the 03 and 04 series of amendments.

“The transitional provisions that were adoped to freeze Regulation No. 20 have been used as a model.”
A twenty-four month transitional period was proposed for all existing Regulations. This period would give the Contracting Parties, their competent authorities and the industry enough time for three tasks. One task is to finish or reorganize the current developments based on the existing text. The other tasks are to eliminate possible misunderstandings and errors in the new Regulation text, and to introduce modified markings.
