Q1What changed7 changes
End of approvals to this Regulation (para. 12.1.)
Contracting Parties applying this Regulation must cease to grant approvals to this Regulation. This applies as from 24 months after the official date of entry into force of UN Regulation No. [RRD]. A new footnote refers to the new UN Regulation on Retro-Reflecting Devices (RRD) (ECE/TRANS/WP.29/2018/159/Rev.1). Before, paragraph 12.1. was about approvals issued for the former Classes I, II and III. Contracting Parties had to continue to recognize them in respect of the fitting of retro-reflecting devices intended as replacement for vehicles in use.
Extensions of approval (para. 12.2.)
Contracting Parties applying this Regulation must not refuse to grant extensions of approval to this and any previous series of amendments of this Regulation. Before, paragraph 12.2. said that approvals for Classes I and II may be issued on the basis of the original version of this Regulation. This applied provided that the devices are intended as replacements for fitting to vehicles in use. A second condition was that it would not be technically feasible for the devices in question to satisfy the photometric requirements for Class IA.
Devices for replacement (paras. 12.3. and 12.4.)
Under paragraph 12.3., Contracting Parties applying this Regulation must continue to grant approvals for devices on basis of this and any previous series of amendments. This applies provided that the devices are intended as replacements for fitting to vehicles in use. Under paragraph 12.4., they must continue to allow fitting or use of devices approved to any previous series of amendments. This applies on a vehicle in use, provided that the device is intended for replacement.
Old paragraphs 12.3.1. and 12.3.2. deleted
Before, paragraph 12.3. said that the fitting of retro-reflecting devices which do not meet the requirements of this Regulation may be prohibited. Paragraph 12.3.1. covered vehicles for which type approval or individual approval was issued on or after 20 March 1984. Paragraph 12.3.2. covered vehicles first brought into use on or after 20 March 1985. This series deletes paragraphs 12.3.1. and 12.3.2., and the new paragraph 12.3. does not repeat this text.

A twenty-four month transitional period was proposed for all existing Regulations. This period would give the Contracting Parties, their competent authorities and the industry enough time for three tasks. One task is to finish or reorganize the current developments based on the existing text. The other tasks are to eliminate possible misunderstandings and errors in the new Regulation text, and to introduce modified markings according to the new Regulations.
