UN R54 — Supplement 23 to the 00 series of amendments
Supplement 22 → 23
- What changed
- For tyres intended for dual mounting (twinning), paragraph 6.1.4.2. now gives width tolerances in a table: 2% or 4% for the tyres it lists.
- Annex 5, Part II, Table B now has “Highway Tread” and “Traction Tread” columns and new notes 4, 5 and 6.
- Annex 5, Part II, Tables C and E now list the sizes 16.00-20 and 24R20.5.
- Why
- The text did not refer correctly to the proper paragraphs after the renumbering needed for the introduction of new paragraphs.
- The change to paragraph 6.1.4.2. aims to properly take into account the requirements for size designations in Annex 5.
- The new notes to Table B answer a GRRF request to introduce the appropriate formulae in the Regulation instead of continuously updating Annex 5.
Q1What changed74 changes
Overall width of tyres for dual mounting (para. 6.1.4.2.)
Paragraph 6.1.4.2. now has a table for tyres intended for dual mounting (twinning). For these tyres listed in column A, the overall width may exceed the value of paragraph 6.1.1., taking into account the column B tolerances. Column B gives 2% for radial metric tyres with nominal section width exceeding 305 mm and aspect ratio higher than 60. It gives 4% for diagonal (bias-ply) metric tyres with nominal section width exceeding 305 mm. For radial and diagonal (bias-ply) tyres listed in Annex 5 Part 1 with section width exceeding 305 mm, it gives 2% and 4%. Different specific tolerances are listed in annex 5 Part II in footnotes of the relevant tables.
Annex 5, Part II, Table B: tread columns and notes 2, 4, 5 and 6
In Table B of Annex 5, Part II, the outer diameter columns now read “Highway Tread” and “Traction Tread” in place of “Normal” and “Snow”. New note 5 says that traction tread tyres are those bearing at least one of the following inscriptions. These are the inscription(s) defined in section 3.1.13., and the Alpine symbol (3PMSF) and the “TRACTION” inscription as defined in UN Regulation 117. New note 6 says that highway tread tyres are all tyres that are not Traction tread. Under note 2, the manufacturer must now declare the tread type selected for the application in section 9 of the Annex 1 communication form. New note 4 covers tyre size designations not included in the table: designation numbers, conversion from code to mm, rim width code and outer diameter.
New sizes in Annex 5, Part II, Tables C and E
Table C (code designated tyres mounted on 5° tapered or flat base rims) now lists the size 16.00-20. Table E (code designated tyres mounted on 15° tapered rims) now lists the size 24R20.5.
References to other paragraphs (paras. 3.4., 4.1.1. and other paragraphs)
Many references give other paragraph numbers: the tyre-size designation is now “as defined in paragraph 2.20.” in place of 2.17. The load-capacity indices are now “as defined in paragraph 2.30.” in place of 2.27. The “tyre to rim fitment configuration” is now “(see paragraph 3.1.12.)” in place of 3.1.11. Paragraph 3.4. now excepts the markings of paragraphs 3.1.1., 3.1.2. and 3.1.13. from location on at least one lower sidewall; before, it named 3.1.1. Paragraph 4.1.1. now reads “The tyre-size designation;” without “as defined in paragraph 2.19. of this Regulation”. In the endurance-test programme of Annex 7, note (1) on “Special-use” tyres now refers to item (c) of paragraph 2.1. in place of paragraph 2.1.3.
Word “existing” in paras. 6.1.1.2. and 6.1.2.2.
Paragraphs 6.1.1.2. and 6.1.2.2. no longer have the word “existing” before “types of tyres”.
Inflation pressure in Annex 3 and load-capacity indices in Annex 4
In Annex 3, the list of what the markings define now says “Requiring to be inflated to 800 kPa for load/speed endurance tests”, in place of 620 kPa. The PSI symbol is 90, as before. The table in Annex 4 now lists the load-capacity indices from 0 to 279 with a mass in kg for each index. Its column headings now read “LI” and “kg”.
Wording, punctuation and references to other documents
Many references now read “UN Regulation No.” in place of “Regulation No.”, for example “UN Regulation No. 109” in paragraph 5.7. The conformity of production procedures now refer to the Agreement, Schedule 1 (E/ECE/TRANS/505/Rev.3), in place of Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev. 2). In two footnotes, “ECE/TRANS/WP.29/78/Rev.2” now reads “ECE/TRANS/WP.29/78/Rev.6”. Paragraph 6.1.5.3.3. now starts “For tyres of the category of use ‘snow tyre’” in place of “For snow tyres of the category of use ‘snow tyre’”. Other changes are in wording, capital letters, punctuation and number format, for example “0.97” in place of “.97” in paragraph 6.1.5.3.1. Some table cells in Annexes 5 and 8 that were blank now show “-”.
Q2Why it changed
- Proposed by
- Experts from the European Tyre and Rim Technical Organisation (ETRTO)
- Working party
- GRRF, 86th session (February 2018)
Reasons
The text did not refer correctly to the proper paragraphs after the renumbering needed for the introduction of new paragraphs. When paragraph 3.1. was separated into paragraphs 3.1.1. and 3.1.2., not all paragraphs referring to them were properly amended. The reference in paragraph 3.4. is included for consistency with Regulation No. 30. The reference in paragraph 4.1.1. is deleted to be consistent with Regulation No. 30 and to limit the renumbering problems in case of further amendments.

“The current text does not refer correctly to the proper paragraphs after the renumbering has been needed due to the introduction of new paragraphs.”
“By separating para. 3.1. into paras. 3.1.1. and 3.1.2., not all paragraphs referring to 3.1.1. and 3.1.2. were properly amended.”
“The reference to para. 3.1.12. in para. 3.4. is included for consistency with Regulation No. 30.”
“The deletion of the reference in para. 4.1.1. is proposed in order to be consistent with Regulation No. 30”
“This would also limit the renumbering problems in case of further amendments”
The word “existing” is deleted in paragraphs 6.1.1.2. and 6.1.2.2. for consistency with all the other tyre UN Regulations.

The change to paragraph 6.1.4.2. aims to properly take into account the requirements for size designations in Annex 5, in addition to the existing text. As a guideline, the Maximum Overall Width has been taken from ETRTO and the Tyre and Rim Association (TRA).

“As a guideline the Maximum Overall Width has been taken from ETRTO and Tyre and Rim Association (TRA).”
The new notes to Annex 5, Part II, Table B answer a request of the Working Party on Brakes and Running Gear (GRRF) to ETRTO. GRRF asked ETRTO to introduce the appropriate formulae in the Regulation instead of continuously updating Annex 5. The sizes added to Tables C and E are needed because they are old sizes that do not follow the guidelines/formulae for high flotation tyres.

Proposer's reason (informal document GRRF-86-26)
The amendment of a footnote in Annex 5 is proposed to avoid misunderstandings with the definition of “category of use”.
Submitted by Experts from ETRTO. Working party adoption: ECE/TRANS/WP.29/GRRF/86, para. 30.
