UN R62 — 01 series of amendments

Changes from 00 series of amendments (supplement 3)

Adopted at the WP.29 180th sessionEntry into force 2020-09-25
What changed
  • New paragraph 5.12. requires electromechanical and electronic devices to prevent unauthorized use, where fitted, to comply with requirements regarding electromagnetic compatibility.
  • Tests must follow the relevant technical prescriptions and transitional provisions of UN Regulation No. 10, 06 series of amendments.
  • As from 1 September 2022, Contracting Parties applying this Regulation need not accept type approvals to the preceding series first issued after 1 September 2022.
Why
  • At its 116th session, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/15. This text introduced the opportunity for an electronic device, such as a transponder, to be part of a type approval to UN Regulation No. 62.
  • Electromagnetic compatibility requirements from UN Regulation No. 10 are needed to preserve a safe functioning for electronic devices, as already introduced in paragraph 5.11.

As from 1 September 2022, Contracting Parties applying this Regulation need not accept type approvals to the preceding series first issued after 1 September 2022. Until 1 September 2024, they must accept type approvals to the preceding series first issued before 1 September 2022. Approval mark examples, Model A and Model B (Annex 2)

In Model A, the example approval number is now 012439. Its first two digits indicate that the approval was granted to UN Regulation No. 62 as amended by the 01 series of amendments. Before, the example number was 002439, and it indicated an approval to Regulation No. 62 in its original form. Model B now indicates that, “at the dates when the respective approvals were given”, UN Regulation No. 62 included the 01 series and UN Regulation No. 10 already included the 06 series. Before, Model B indicated that Regulation No. 62 had not been modified and that Regulation No. 10 already included the 01 series. The footnote “This number is given merely as an example.” is deleted.

Q2Why it changed

Proposed by
Expert from France
Working party
GRSG, 117th session (October 2019)

Reasons

  • At its 116th session, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/15. That document introduced the opportunity for an electronic device, such as a transponder, to be part of a type approval to UN Regulation No. 62. This opportunity applies even without the traditional functionality of a mechanical key.

“During its 116th session, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/15, introducing the opportunity for an electronic device, such as a transponder”
“even without the traditional functionality of a mechanical key – to be part of a type approval according UN Regulation No. 62.”
  • The proposal says that, in association with this adoption, it seems to be needed to introduce electromagnetic specifications with regard to UN Regulation No. 10. The proposal adds that this is already in application under UN Regulation No. 116. On this basis, France proposes to introduce such requirements in a new series of amendments.

“It seems to be needed, in association with this adoption, to introduce electromagnetic specifications with regard to UN Regulation No. 10 as it is already in application under UN Regulation No. 116.”
“On this basis, France proposes to introduce such requirements in a new series of amendment.”
  • Electromagnetic compatibility requirements from UN Regulation No. 10 are needed to preserve a safe functioning for electronic devices, as already introduced in paragraph 5.11. For this reason, the proposal refers to the relevant applicable specifications and test methods for immunity and emission in UN Regulation No. 10.

“Electromagnetic compatibility requirements from UN Regulation No. 10 are needed to preserve a safe functioning in case of electronics devices implementation as already introduced in paragraph 5.11.”
“This proposal is therefore referring to the relevant applicable specifications and test methods for immunity and emission in UN Regulation No. 10.”
  • A similar approach is already in application for vehicles of Category L in Europe, through the delegated Regulation EU No. 44/2014, Annex VII.
