Q1What changed49 changes
Definitions for vehicles with an ADS and R.E.3 footnotes (paras. 2.13. to 2.18.)
New paragraphs 2.14. to 2.18. define “Automated Driving System (ADS)”, “Dynamic Driving Task (DDT)”, “Category X vehicles”, “Category Y vehicles” and “Logical signal”. Category X and Category Y vehicles are equipped with an ADS and are not capable of being driven manually at speeds exceeding 6 km/h. Category X vehicles are of categories M, N, L and T and are designed to carry occupants. Category Y vehicles are of categories N, L and T and are not designed to carry occupants at any time. Paragraph 2.13. now says that the run-flat warning system delivers information to the driver or the ADS, not only to the driver. Footnotes 1 and 2 now refer to R.E.3 document ECE/TRANS/WP.29/78/Rev.8 instead of Rev.6.
Warning indication by vehicle type (paras. 5.1.6.1. and 5.1.6.3.)
In paragraph 5.1.6.1., the optical yellow warning signal is now limited to a vehicle designed to be driven manually only. For a vehicle of category X or category Y, paragraph 5.1.6.1. now requires that a logical signal is transmitted to the ADS. For a vehicle with an ADS outside categories X and Y, paragraph 5.1.6.1. requires an optical warning signal when a driver operates it. For this vehicle, paragraph 5.1.6.1. requires a logical signal while an ADS feature is active, and an optical signal is optional. Paragraph 5.1.6.3. no longer says that the warning is indicated to the driver. The warning must still be indicated at the latest when one tyre is detected to be in the flat tyre running mode.
Malfunction signal for the driver and the ADS
Paragraph 5.1.6.4. still requires an optical yellow run-flat malfunction signal to the driver for electrical failures and sensor anomalies that affect the run-flat warning system. While an ADS feature is active, the same failures and anomalies must be indicated to the ADS by a logical signal. This includes failure of the electrical source, supply or transmission of the output signal. Paragraph 5.1.6.4. now uses the vehicle master control switch instead of the ignition (start) switch.
Vehicle master control switch (paras. 2.19. and 5.1.6.2., Annex 4)
New paragraph 2.19. defines the “Vehicle Master Control Switch”. It is the device that brings the vehicle's on-board electronics system from switched off to normal operation mode (“ready to drive”). For the bulb check, paragraph 5.1.6.2. now uses the vehicle master control switch instead of the ignition (start) switch. Paragraph 5.1.6.2. also names the optical warning indication instead of the warning signal. In Annex 4, the test steps in paragraphs 2.1.1.2., 2.1.1.3., 2.1.1.6. and 2.2.4. now use the vehicle master control switch instead of the ignition. The steps that bring the vehicle to a halt now switch off the vehicle master control switch instead of the ignition.
Instruction on how the ADS is informed to drive with caution (para. 6.1.2.2.)
New paragraph 6.1.2.2. applies to a vehicle equipped with an ADS. It adds an instruction on how the ADS is informed to drive with caution. It covers type 1 to 4 spare units when fitted, and a type 5 temporary-use spare unit in the flat tyre running mode. Paragraph 6.1. sets the minimum information for the owner's manual of a vehicle equipped with a temporary-use spare unit.
New Annex 5 on the testing of vehicles with an ADS (Annexes 3, 4 and 5)
New Annex 5 gives special provisions for the testing of vehicles equipped with an ADS. It explains how to adapt UN-R64 to vehicles equipped with an ADS, and it does not add or remove any requirement. Vehicles with an ADS, other than categories X and Y, must meet the applicable requirements in manual operation and in ADS operation. They must be tested in both modes, but paragraph 2.2.2. of Annex 5 allows manual-only testing when three conditions are met. Any additional test preparation for vehicles with an ADS must be approved by the Type Approval Authority and its designated Technical Service. Annexes 3 and 4 now say that, for vehicles equipped with an ADS, the special provisions of Annex 5 must also be considered.
New communication items for vehicles with an ADS (Annex 1)
In Annex 1 (Communication), new item 2.1. asks if the vehicle is equipped with an ADS (yes/no). New item 9.4.1. records the mode or modes tested according to Annex 5: manual operation, ADS operation or both. New item 9.4.2. records any additional preparation of the test and vehicle for tests with ADS operation. New item 9.4.3. asks for a description of the mandatory logical signal from the run-flat warning system used by the ADS, if any. It also asks for information to read the logical signal for the purpose of testing.

“to enable the application of the Regulation to vehicles equipped with automated driving systems (ADS)”
Proposer's reason (informal document GRBP-83-10)
Applicants that are less involved in vehicles with an ADS might use this Regulation. For this reason, the R.E.3 definitions are repeated in its definitions paragraph to emphasize the type of changes and additions.

“the definitions of the RE.3 are repeated in the definition paragraph of this regulation to emphasize the type of changes and additions in this document”
Proposer's reason (informal document GRBP-83-10)
The main test effort for a vehicle with an ADS is related to the run-flat system. This system is likely redundant, because vehicles with an ADS will usually have a TPMS (R141). The amendments are similar to the ADS amendments in R141.
