Q1What changed6 changes

New Introduction: the purpose of Supplement 1 (paras 0. and 0.1.)

New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 1 is introduced to take into account vehicles of category X. It is also introduced to take into account conventional vehicles equipped with an Automated Driving System (ADS). Before this supplement, the Regulation had no paragraph 0.

Introduction
Supplement 1 to the 02 series of amendments is introduced to take into account vehicles of category X, as well as conventional vehicles which are equipped with an Automated Driving System (ADS).

Vehicles without a driver, driver’s compartment or manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.2.)

Paragraph 0.1.1. says that the Regulation was originally drafted for vehicles with a driver’s compartment and manual driving controls. The amendment intends to keep the spirit of the Regulation. It also intends to extend the application of the Regulation to vehicles without a driver, without a driver’s compartment and without manual driving controls. In a vehicle without “driver/driver’s compartment/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.2. says that for vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.

The Regulation was originally drafted for vehicles with driver’s compartment and manual driving controls. It is the intention of this new amendment to keep the spirit of the Regulation and to extend its application to vehicles without driver, driver’s compartment and without manual driving controls in the vehicle. In the absence of driver/driver’s compartment/manual driving controls in the vehicle, provisions related to them shall not be taken into account if not already covered by this amendment.
In case of vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.

Unladen kerb mass of vehicles of category X (para. 2.15.)

For vehicles of category X, the unladen kerb mass (Mk) in paragraph 2.15. now does not include the driver’s mass. Before this supplement, the definition had no special rule for vehicles of category X. The rest of the definition does not change.

"Unladen kerb mass" (Mk) means the mass of the vehicle in running order, unoccupied and unladen but with the addition of 75 kg for the mass of the driver, the mass of fuel corresponding to 90 per cent of the capacity of the fuel tank specified by the manufacturer, and the masses of coolant, lubricant, tools and spare wheel, if any. For vehicles of category X, the driver’s mass is not included.

Reference to R.E.3 in footnote 1 (para. 1.1.)

Footnote 1 to paragraph 1.1. now refers to the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8. Before, it referred to Annex 7 to R.E.3, document TRANS/WP.29/78/Rev.1/Amend.2 as last amended by Amend.4. The footnote now also gives a web address.

Q3Who is affected

Vehicle manufacturer

  • For category X vehicles, leave the driver’s mass out of the unladen kerb mass (Mk) (para. 2.15.). Then check the values that use Mk, for example the total effective vehicle mass (Mt).
  • For a vehicle without “driver/driver’s compartment/manual driving controls”, list the provisions related to them. Then find which of them this amendment already covers (para. 0.1.1.).
  • For a vehicle with an ADS in any driving mode, do not plan for special provisions or exemptions (para. 0.1.2.).

Component supplier

  • Ask the vehicle manufacturer if the vehicle is of category X, because paragraph 2.15. depends on this.
  • Ask the vehicle manufacturer if the vehicle has “driver/driver’s compartment/manual driving controls”, because paragraph 0.1.1. depends on this.

Technical service / Approval authority

  • For category X vehicles, check that the unladen kerb mass (Mk) does not include the driver’s mass (para. 2.15.).
  • For a vehicle without “driver/driver’s compartment/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
  • For a vehicle equipped with an ADS in any driving mode, apply no special provisions or exemptions (para. 0.1.2.).
