UN R73 — Supplement 2 to the 01 series of amendments

Supplement 1 → 2

Adopted at the WP.29 177th sessionEntry into force 2019-10-15
What changed
  • New paragraph 15.2.1.4. gives the position of the forward edge of the LPD on a central axle trailer.
  • The position is “in the area forward of the transverse plane passing through the centre of the front axle but not more than the front of the bodywork, if any, to ensure the normal manoeuvrability of the trailer”.
Why
  • The proposal aims to restore consistency between two groups of provisions. These are the provisions on installing LPD of an approved type according to Part II, and those on vehicles with regard to their LPD.
  • Part III had no provision on the position of the forward edge of a type-approved LPD on central axle trailers.
  • A random position could result in a situation “rather dangerous than safe”.

Position of the LPD forward edge on a central axle trailer (para. 15.2.1.4.)

New paragraph 15.2.1.4. in Part III gives the position of the forward edge of the LPD on a central axle trailer. The position is “in the area forward of the transverse plane passing through the centre of the front axle but not more than the front of the bodywork, if any”. The paragraph gives this position “to ensure the normal manoeuvrability of the trailer”. Paragraphs 15.2.1.1. to 15.2.1.3. give the position on a vehicle of category N2 or N3, on a drawbar trailer and on a semi-trailer. Before this supplement, Part III had no provision on the position of the forward edge on central axle trailers.

On a central axle trailer: in the area forward of the transverse plane passing through the centre of the front axle but not more than the front of the bodywork, if any, to ensure the normal manoeuvrability of the trailer.

Reasons

  • The proposal aims to restore consistency between two groups of provisions in the Regulation. These are the provisions on installing LPD of an approved type according to Part II, and those on vehicles with regard to their LPD.

    Source
“to restore consistency between the provisions related to the installation of Lateral Protection Devices (LPD) of an approved type according to Part II of the Regulation and those related to vehicles with regard to their LPD”
  • Paragraph 15.2.1. gives the position of the LPD forward edge on vehicles of categories N2, N3, O3 and O4. It applies to the installation of a type-approved LPD according to Part II. Paragraph 12.4.1. is similar and applies to vehicles of the same categories that get lateral protection approval according to Part I.

    Sources (2)
“Paragraph 15.2.1. sets out the provisions related to the positioning of the LPD forward edge on vehicles of categories N2, N3, O3 and O4 in case of the installation of a type-approved LPD according to Part II”
“It is similar to paragraph 12.4.1. which provides requirements related to the positioning of the LPD forward edge on vehicles of the same categories of which lateral protection approval is granted according to Part I of this Regulation.”
  • For vehicles of categories O3 and O4, paragraphs 12.4.1.2., 12.4.1.3. and 12.4.1.4. give further requirements for drawbar, semi- and central axle trailers. But below paragraph 15.2.1., there were only paragraphs 15.2.1.2. and 15.2.1.3., for drawbar trailers and semi-trailers. Central axle trailers cannot be included in the scope of paragraph 15.2.1.2., even if they have drawbars.

    Sources (3)
“Regarding vehicles of categories O3 and O4, this Regulation specifies in paragraphs 12.4.1.2., 12.4.1.3. and 12.4.1.4. further requirements that drawbar, semi- and central axle trailers have to meet.”
“However, below paragraph 15.2.1., only paragraphs 15.2.1.2. and 15.2.1.3. exist and provide requirements for drawbar trailers and semi-trailers respectively.”
“central axle trailers, even though equipped with drawbars, cannot be included in the scope of paragraph 15.2.1.2.”
  • Part III had no provision on the position of the forward edge of a type-approved LPD on central axle trailers. A random position could result in a situation “rather dangerous than safe”. It could also go against the purpose of the text in paragraph 12.4.1.4. The proposal aims to align the provisions of Part III accordingly.

    Sources (3)
“in the absence of any provision in Part III on the positioning of the forward edge of a type-approved LPD on central axle trailers”
“a random positioning could result in a situation rather dangerous than safe and go against the purpose of the text specified in paragraph 12.4.1.4.”
“This proposal aims to align the provisions of Part III accordingly.”
