UN R80 Base text (04 series) · UNECE Regulation No. 80 (ECE R80) — Uniform provisions concerning the approval of seats of large passenger vehicles and of these vehicles with regard to the strength of the seats and their anchorages.
UN R80 — 04 series of amendments
Changes from 03 series of amendments (supplement 3)
- What changed
- New paragraph 5.5.: the static test in Appendix 5 is not permitted if the seat is “attached to the vehicle structure by means of any clamping without mechanical fixation”.
- The first two digits of the approval number are now 04, corresponding to the 04 series of amendments (paragraph 4.3.).
- New transitional provisions 12.10. to 12.14. set the dates 1 September 2021 and 1 September 2022 for type-approvals to the preceding series of amendments.
- Why
- The expert from OICA proposed a compromise to the complete deletion of the static test, “as the static test will provide the basis for a simpler testing of small projects or Class I vehicles”.
- The first step of the proposed two-step approach has a more stringent requirement for the attachments and fittings of the seat.
- The OICA proposal says that some easy or quick seat fixations pass the static test, but fail the dynamic test.
Q1What changed15 changes
Static test not permitted for seats clamped without mechanical fixation (paragraph 5.5.)
New paragraph 5.5. says that the static test in Appendix 5 is not permitted if the seat is “attached to the vehicle structure by means of any clamping without mechanical fixation”. Mechanical fixation means “a positive locking of the seat that prevents the seat from moving in the driving direction”. The former paragraph 5.5. is now paragraph 5.6.
Approval numbers for the 04 series (paragraph 4.3. and Annex 3)
Paragraph 4.3. now says that the first two digits of the approval number are at present 04, corresponding to the 04 series of amendments. Before this series, they were 03, corresponding to the 03 series of amendments. The examples in Annex 3 now show approval number 042439 and the 04 series of amendments, instead of 032439 and the 03 series of amendments. The Annex 3 title now reads “Arrangements of approval mark”. Before this series, it read “Arrangements of approval marks”.
Transitional provisions for the 04 series (paragraphs 12.10. to 12.14.)
Paragraph 12.10.: “As from the official date of entry into force of the 04 series of amendments, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept UN type-approvals under this Regulation as amended by the 04 series of amendments”. Paragraph 12.11.: as from 1 September 2021, Contracting Parties need not accept UN type-approvals to the preceding series of amendments, first issued after that date. Paragraph 12.12.: until 1 September 2022, they must accept UN type-approvals to the preceding series of amendments, first issued before 1 September 2021. Paragraph 12.13.: as from 1 September 2022, they need not accept type-approvals issued to the preceding series of amendments. Paragraph 12.14.: they must not refuse to grant UN type-approvals according to any preceding series of amendments or extensions thereof.
Conformity of production reference to the Agreement (paragraph 8.)
Paragraph 8. now refers to the conformity of production procedures set out in the Agreement, “(Schedule 1 E/ECE/TRANS/505/Rev.3)”. Before this series, it referred to the Agreement, “Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev.2)”.
Q2Why it changed
- Proposed by
- Expert from OICA
- Working party
- GRSP, 65th session (May 2019)
Reasons
An earlier proposal, ECE/TRANS/WP.29/GRSP/2018/10, had aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80. The expert from OICA proposed a compromise to the complete deletion of the static test, “as the static test will provide the basis for a simpler testing of small projects or Class I vehicles”.

“the previous proposal ECE/TRANS/WP.29/GRSP/2018/10, that had aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80”
“The expert from OICA introduced GRSP-65-29-Rev.1 which proposed a compromise to the complete deletion of the static test as the static test will provide the basis for a simpler testing of small projects or Class I vehicles”
The expert from OICA proposed a two-step approach. The first step has a more stringent requirement for the attachments and fittings of the seat. The second step would be a revision of the static and dynamic test.

“He proposed a two-step approach: (a) the first step was presented with GRSP-65-29 Rev.1 with more stringent requirement for the attachments and fittings of the seat”
“(b) the second step would be a revision of the static and dynamic test”
Proposer's reason (informal document GRSP-65-29-Rev.1)
The proposal says that easy or quick attachments of seats in buses are targeted by the German proposal. Some of these fixations pass the static test, but fail the dynamic test, because “they clamp the seat in its anchorage in only one direction square to the test direction”. The new requirement is to prevent this easy or quick attachment from being installed.
Submitted by Expert from OICA. Working party adoption: ECE/TRANS/WP.29/GRSP/65, para. 26.

“The easy or quick attachments of seats in buses are being targeted by the German proposal.”
“And indeed some of these fixations pass the static test, but fail the dynamic test because they clamp the seat in its anchorage in only one direction square to the test direction”
“This alternative OICA proposal adds a more stringent requirement for the attachment including the supports and fittings of the seat, preventing the above described easy or quick attachment to be installed.”

Q3Who is affected
Vehicle manufacturer
- If you use the static test in Appendix 5, make sure the seat is not “attached to the vehicle structure by means of any clamping without mechanical fixation”.
- Plan for 1 September 2022: from then, Contracting Parties need not accept type-approvals issued to the preceding series of amendments.
Component supplier
- If your seat is clamped to the vehicle structure and tested to Appendix 5, give it a mechanical fixation: “a positive locking of the seat that prevents the seat from moving in the driving direction”.
- Plan for 1 September 2021: Contracting Parties need not accept type-approvals to the preceding series first issued after that date.
Technical service / Approval authority
- Do not use the static test in Appendix 5 for a seat “attached to the vehicle structure by means of any clamping without mechanical fixation”.
- Be ready for approval numbers whose first two digits are 04, corresponding to the 04 series of amendments (paragraph 4.3.).
