Q1What changed9 changes

New Introduction: the purpose of Supplement 10 (paras 0. and 0.1.)

New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 10 is introduced to take into account vehicles of categories X and Y. It is also introduced to take into account vehicles with an Automated Driving System (ADS) and a manual mode operating at speeds above 6 km/h. Before this supplement, the Regulation had no paragraph 0.

Introduction
Supplement 10 to the 01 series of amendments is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System (ADS).

Vehicles without a driver and manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.2.)

Paragraph 0.1.1. says that the UN Regulation was originally drafted for vehicles with a driver and manual driving controls. The amendment intends to keep the spirit of the UN Regulation. It also intends to extend the application of the UN Regulation to vehicles without a driver and without manual driving controls in the vehicle. In a vehicle without “driver/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.2. says that for vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.

The UN Regulation was originally drafted for vehicles with driver and manual driving controls. It is the intention of this new amendment to keep the spirit of the UN Regulation and to extend its application to vehicles without driver and without manual driving controls in the vehicle. In the absence of driver/manual driving controls in the vehicle, provisions related to them shall not be taken into account if not already covered by this amendment.
In case of vehicles equipped with an ADS, in any driving mode no special provisions or exemptions apply.

Setting of the immobilizer (para. 32.4.1.)

Paragraph 32.4.1. now adds “(if applicable)” after “without supplementary action from the driver”. In means (a), the immobilizer now sets at “the finalisation of each ignition cycle (or run cycle, as relevant)” and activation of a door. Before, means (a) used “rotation of the ignition key into the "0" position in the ignition lock” and activation of a door. Immobilizers which unset immediately before or during the normal starting procedure of the vehicle may now set on “finalising the ignition cycle (or run cycle, as relevant)”. Before, the text permitted them to set on turning the ignition off. ECE/TRANS/WP.29/2026/115 amends “paragraph 32.4.” to read this text, but in this Regulation the text is paragraph 32.4.1.

The immobilizer must be set without supplementary action from the driver (if applicable) by at least one of the following means:
at rotation the finalisation of the each ignition key into the "0" position in the ignition lock cycle (or run cycle, as relevant) and activation of a door; in addition, immobilizers which unset immediately before or during the normal starting procedure of the vehicle are permitted to set on turning , finalising the ignition off.cycle (or run cycle, as relevant)

Q3Who is affected

Vehicle manufacturer

  • If the immobilizer uses means (a) of paragraph 32.4.1., make sure that it sets at “the finalisation of each ignition cycle (or run cycle, as relevant) and activation of a door”.
  • If the immobilizer unsets immediately before or during the normal starting procedure, check its additional setting against “finalising the ignition cycle (or run cycle, as relevant)”.
  • For a vehicle without “driver/manual driving controls”, list the provisions that relate to these controls. Then find which of them this amendment already covers (para. 0.1.1.).
  • For a vehicle with an ADS in any driving mode, do not plan for special provisions or exemptions (para. 0.1.2.).

Component supplier

  • Compare the setting means of your immobilizer with the new text of paragraph 32.4.1. and its means (a).
  • Ask the vehicle manufacturer when the vehicle’s ignition cycle (or run cycle) ends, for means (a) of paragraph 32.4.1.

Technical service / Approval authority

  • If the immobilizer uses means (a) of paragraph 32.4.1., check that it sets at “the finalisation of each ignition cycle (or run cycle, as relevant) and activation of a door”.
  • For a vehicle without “driver/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
  • For a vehicle equipped with an ADS in any driving mode, apply no special provisions or exemptions (para. 0.1.2.).
