UN R107 — 09 series of amendments

Changes from 08 series of amendments (supplement 3)

Adopted at the WP.29 183rd sessionEntry into force 2021-09-30
What changed
  • The fire detection system must detect a temperature in excess of the reference temperature occurring during normal operation as declared by the manufacturer. This applies in the engine compartment and in each compartment where a combustion heater is located.
  • New paragraph 7.5.7.1. covers vehicles of Classes I, II, III and B with the engine located to the rear of the driver’s compartment. After an alarm, a single positive driver action on any door control in the driver’s compartment must open certain power-operated doors. They are on the side of the vehicle nearer the side of the road corresponding to the direction of traffic for which it is designed.
  • A starting prevention device must stay active until the lift is in its stowed position, or until the ramp is stowed or completely disconnected.
Why
  • The proposal says that the manufacturer should declare the temperature, since the manufacturer best knows the technology and configuration of the vehicle.
  • It appears that, in a fire event, the unconscientious behaviour of passengers is to use the same way they used to come into the vehicle.
  • Some current vehicles can be moved with the lift or the ramp at a position other than the stowed one.

Reference temperature for fire detection (Annex 3, para. 7.5.1.5.1.)

The detection system must detect a temperature in excess of the reference temperature occurring during normal operation as declared by the manufacturer. This applies in the engine compartment and in each compartment where a combustion heater is located. Before, the text referred to the temperature occurring during normal operation, without a reference temperature declared by the manufacturer. At the time of type approval, the Technical Service must check this temperature detection in accordance with the manufacturer’s recommendations. The fire suppression system may alternatively be activated automatically by other means, as long as it activates the alarm system. Paragraph 4.4. of Annex 1, Part 1, Appendix 1 and paragraph 5. of Appendix 3 now ask for the “Reference temperature for the detection system”.

The alarm system and the fire suppression system, if fitted, shall be automatically activated through a fire detection system. The detection system shall be designed so as to detect a temperature , in the engine compartment, and in each compartment where a combustion heater is located , in excess of the reference temperature occurring during normal operation as declared by the manufacturer.
At the time of Type Approval, this temperature detection shall be verified by the Technical Service, in accordance with the manufacturer’s recommendations.

Fire event: emergency lighting and door opening (Annex 3, paras. 7.5.7. and 7.5.7.1.)

New paragraph 7.5.7.1. covers vehicles of Classes I, II, III and B with the engine located to the rear of the driver’s compartment. In these vehicles, when an alarm system activates, the emergency lighting system according to paragraph 7.8.3., if fitted, must activate automatically. In these vehicles, after an alarm, a single positive driver action on any door control in the driver’s compartment must open the power-operated doors. These are all power-operated doors on the side of the vehicle nearer the side of the road for its design direction of traffic. The doors must remain in the opened position, and a repeated use of the opening control must not reverse the opening movement. The text adds: “This is applicable when the vehicle is stationary or driving at a speed less than or equal to 3 km/h.”

Safety information for passengers (Annex 3, para. 7.19.)

For vehicles of Classes II non low floor, III and B, the manufacturer must specify means to transmit safety information in the application for approval. These means permit the operator, driver and/or crew to easily inform the passengers of the safety instructions. Examples are the location of the emergency exits, the location of the fire extinguishers and a safety sign. The means must be adapted to the design and architecture of the vehicle. The aim is to make the safety instructions easily accessible and intelligible by any passenger.

Safety information:
In the case of vehicles of Classes II non low floor, III and B, means to transmit safety information, which permit the operator, driver and/or crew to easily inform the passengers of the safety instructions as e.g. the location of the emergency exits, the location of the fire extinguishers, safety sign, shall be specified by the manufacturer in the application for approval.

Starting prevention for lifts and ramps (Annex 8, paras. 3.11.3.1.1. and 3.11.4.1.1.)

The vehicle must have a starting prevention device that remains active until the lift is in its stowed position. If the lift gives access through a door referred to in paragraph 3.6, the device must stay active until that door is fully closed. For a ramp, the starting prevention device must remain active until the ramp is in its stowed position or completely disconnected from the vehicle. Before this series, paragraphs 3.11.3.1.1. and 3.11.4.1.1. did not ask for a starting prevention device. The rule that lifts and the ramp operate only when the vehicle is at standstill does not change.

Lifts shall only be capable of operation when the vehicle is at standstill. The vehicle shall have a starting prevention device that remains active until the lift is in its stowed position. If the lift gives access to the vehicle through a door referred to in paragraph 3.6 of this Annex, the starting prevention device shall remain active until the door is fully closed Any movement of the platform shall be prevented unless a device preventing the wheelchair from rolling off has been activated or has automatically come into operation.
The ramp shall only be capable of operation when the vehicle is at standstill. The vehicle shall have a starting prevention device that remains active until the ramp is in its stowed position or completely disconnected from the vehicle.

Arrangements of approval marks (Annex 2)

In two Annex 2 examples, the approval number is now 092439 instead of 062439, and the text refers to the 09 series. The example for UN Regulations Nos. 107 and 43 now refers to the 09 series of amendments instead of the 06 series. The approval mark drawings also change. The Model D example, an approval mark for a fire suppression system approved as a component, is no longer in Annex 2.

The above approval mark affixed to a vehicle shows that the vehicle type concerned has, with regard to its constructional features, been approved in the Netherlands (E 4) for Class III, pursuant to UN Regulation No. 107 under approval number 062439092439. The approval number indicates that the approval was granted according to the requirements of UN Regulation No. 107 as amended by the 06 09 series of amendments.
The above approval mark affixed to a vehicle bodywork shows that the bodywork type concerned has, with regard to its constructional features, been approved separately in the Netherlands (E 4) for Class III as a separate bodywork (letter S), pursuant to UN Regulation No. 107 under approval number 062439092439. The approval number indicates that the approval was granted according to the requirements of UN Regulation No. 107 as amended by the 06 09 series of amendments.

Q2Why it changed

Proposed by
Experts of the Informal Working Group on Behaviour of M2 and M3 vehicles in case of Fire Event; expert from Spain
Working party
GRSG, 119th session (October 2020)

Reasons

  • The manufacturer should declare the detection temperature, since the manufacturer best knows the technology and configuration of the vehicle. A detection temperature that is too high could miss some fire ignitions, and one that is too low could lead to false alarms.

    Sources (2)
“This temperature should be declared by the manufacturer since he is the one who best knows the technology and configuration of the vehicle.”
“mandating a too high detection temperature could lead to missing some fire ignitions, while mandating a too low temperature could lead false alarms and loss of credibility by the driver.”
  • It appears that, in a fire event, the unconscientious behaviour of passengers is to use the same way they used to come into the vehicle. Opening all power-operated doors in a simple action, under driver decision, is an opportunity to improve evacuation in addition to the emergency exits.

    Sources (2)
“it appears that passengers unconscientious behaviour in case of fire event is to use the same way they used to come into the vehicle.”
“An opportunity to improve passenger evacuation, in addition to already specified emergency exits, is to ensure, under driver decision, to open all power-operated issue in a simple action.”
  • The aim is that the vehicle remains stopped while the lifts or the ramps are being used. Some current vehicles can be moved with the lift or the ramp at a position other than the stowed one.

    Sources (2)
“The objective of the proposal is to improve both Regulation 107 paragraphs with the aim of guaranteeing that the vehicle remains stopped whilst the lifts or the ramps are being used.”
“Currently it can be found vehicles that can be moved with the elevator, or the ramp, at other positions than the stowed one.”
  • Proposer's reason (informal document GRSG-119-18)

The BMFE proposal gave one year only between the entry into force and mandatory compliance for new vehicle types. Good practice at UNECE is a period of at least 2 years. Some requirements are totally new, and the manufacturers need time to adapt their products.

Submitted by Experts of OICA. Working party adoption: ECE/TRANS/WP.29/GRSG/98, para. 13.

  • Proposer's reason (informal document GRSG-119-19)

OICA believes that a reference to paragraph 3.6. of Annex 8 makes clear that the doors meant are those having wheelchair accommodations. OICA gives as reason that the lift is primarily dedicated to the passage of persons in wheelchairs.
