UN R118 Supplement 3 (03 series) · UNECE Regulation No. 118 (ECE R118) — Uniform technical prescriptions concerning the burning behaviour and/or the capability to repel fuel or lubricant of materials used in the construction of certain categories of motor vehicles.
UN R118 — Supplement 3 to the 03 series of amendments
Supplement 2 → 3
- What changed
- New paragraph 4.4.3.1. covers a component of a type also approved under other Regulations in the country that granted approval under this Regulation. Then the symbol prescribed in paragraph 4.4.1. need not be repeated.
- In Annex 5, Example 2 now gives “a ≥ 5 mm” instead of “a = 8 mm min”.
- New Example 3 (Annex 5) shows an approval mark for a component approved under Part II of Regulation No. 118 and Regulation No. 10.
- Why
- Two or more distinct UN approval marks on one component are complex and burdensome, especially for small size components.
- The proposal aims at regulatory harmonization by extending the marking options of UN Regulations Nos. 67, 107 and 158 to UN Regulation No. 118.
Q1What changed15 changes
Approval mark of a component also approved under other Regulations (para. 4.4.3.1.)
New paragraph 4.4.3.1. covers a component of a type also approved under other Regulations in the country that granted approval under this Regulation. In that case, the symbol prescribed in paragraph 4.4.1. need not be repeated. The Regulation and approval numbers and additional symbols of all Regulations under which that country granted approval must then go in rows to its right. These are the numbers and symbols of all the Regulations under which that country granted approval. Paragraph 4.4.1. prescribes a circle surrounding the letter “E” followed by the distinguishing number of the country which has granted approval.
Dimension “a ≥ 5 mm” in Example 2 (Annex 5)
In Annex 5, Example 2 now gives “a ≥ 5 mm”. Before this supplement, Example 2 gave “a = 8 mm min”.
New Example 3 for Regulation No. 118 and Regulation No. 10 (Annex 5)
New Example 3 (Annex 5) shows an approval mark for a component approved under Part II of Regulation No. 118 and Regulation No. 10. The example gives approval number 031234 for Regulation No. 118 and approval number 068230 for Regulation No. 10. The example says that at the approval dates, Regulation No. 118 included the 03 series and Regulation No. 10 the 06 series of amendments. Example 3 also gives “a ≥ 5 mm.” and the additional symbols, which are only used if applicable. A new footnote says: “The second number is given merely as an example.”

Reasons
Vehicle components are often in the scope of more than one UN Regulation. Placing two or more distinct UN approval marks on one component is complex and burdensome, especially for small size components.

“Vehicle components are often in the scope of more than one UN Regulation. Placing two or more distinct UN approval marks on one component is complex and burdensome, especially for small size components.”
UN Regulation No. 107 allows different options to fulfil the marking requirements when more than one Regulation applies. UN Regulations No. 67 and No. 158 allow a minimum E-Marking size of 5 mm. UN Regulation No. 118 did not include such flexibility.
Sources (3)
“UN Regulation No. 107 specifically allows different options to fulfil the marking requirements in cases where more than one Regulation applies”
“UN Regulations No. 67 and No. 158 allow a minimum E-Marking size of 5 mm.”
“However, such flexibility is not included in UN Regulation No. 118.”
The proposal aims at regulatory harmonization by extending the marking options of UN Regulations Nos. 67, 107 and 158 to UN Regulation No. 118. When more than one UN Regulation applies to one component, the E-Marking may be not duplicated (“Twin Marking”). The dimension of the E-Marking is reduced to address the needs of small size components.

“The proposal aims to achieve regulatory harmonization in terms of the options available to fulfil marking requirements by extending the options provided by UN Regulations Nos. 67, 107, 158 to UN Regulation No. 118”
“in the case when more than one UN Regulation applies to one component, then the E-Marking may be not duplicated (i.e. allow the so-called "Twin Marking");”
“dimension of the E-Marking is reduced to address the needs of small size components.”
The proposal also clarifies the (missing) dimensions of the symbol as in the case of the current Example 2 by adding 2/3a to its right.
