UN R118 Base text (04 series) · UNECE Regulation No. 118 (ECE R118) — Uniform technical prescriptions concerning the burning behaviour and/or the capability to repel fuel or lubricant of materials used in the construction of certain categories of motor vehicles.
UN R118 — 04 series of amendments
Changes from 03 series of amendments (supplement 1)
- What changed
- New paragraph 5.2.4.1. covers single materials fulfilling the relevant requirements of paragraphs 6.2.1. to 6.2.7. If an adhesive agent not exacerbating the burning behaviour bonds them together, they are considered to fulfil the requirements as a composite material.
- Paragraph 5.2.4.2. covers an adhesive agent not declared in Annex 2, paragraph 5.1. to not deteriorate the burning behaviour of the interior material. If such an agent affixes the interior material to its supporting structure, the material must be tested with the agent and a possible supporting structure.
- As from 1 September 2023, Contracting Parties are not obliged to accept preceding-series type approvals of vehicle or component first issued after 1 September 2023.
- Why
- To clarify the installation requirements of paragraph 5.2.4., the proposal says the manufacturer of the component/material should list which adhesives are to be used.
- OICA says that good practice at UNECE is to provide a period of 2 years at least.
- CLEPA proposed to make clear that preceding-series approvals not affected by the new 04 series continue to be accepted and extended.

Adhesive agents (paras. 5.2.4.1. and 5.2.4.2.; Annex 2, items 5. and 5.1.)
New paragraph 5.2.4.1. covers single materials fulfilling the relevant requirements of paragraphs 6.2.1. to 6.2.7. If an adhesive agent not exacerbating the burning behaviour bonds them together, they are considered to fulfil the requirements as a composite material. The information document in Annex 2 must list the adhesive agents that can be used without deterioration of the burning behaviour of the material. Annex 2 has new item 5. on adhesive agents and new item 5.1. for this list. Paragraph 5.2.4.2. covers an adhesive agent not declared in Annex 2, paragraph 5.1. to not deteriorate the burning behaviour of the interior material. If such an agent affixes the interior material to its supporting structure, the material must be tested with the agent and a possible supporting structure.
Transitional provisions for the 04 series (paras. 12.15. to 12.19.)
From the official date of entry into force of the 04 series, no Contracting Party may refuse to grant or accept 04 series type approvals. As from 1 September 2023, Contracting Parties are not obliged to accept preceding-series type approvals of vehicle or component first issued after 1 September 2023. Until 1 September 2025, Contracting Parties must accept preceding-series type approvals of vehicle or component first issued before 1 September 2023. As from 1 September 2025, Contracting Parties are not obliged to accept type approvals of vehicle or component issued to the preceding series. Notwithstanding paragraphs 12.16 to 12.18, Contracting Parties must continue to accept and extend preceding-series approvals for vehicles or components not affected by the 04 series.
Arrangements of approval marks (Annex 5)
In the Annex 5 examples, the approval number is now 041234 instead of 031234, and the text refers to the 04 series of amendments. Three figures also change.

- GRSG, 119th session (October 2020)
Reasons
To clarify the installation requirements of paragraph 5.2.4., the proposal says the manufacturer of the component/material should list which adhesives are to be used. After physical evaluations of burning behaviours, no general trend can be expected regarding the influence of such an adhesive agent. References by the manufacturer to the only categories of agents that can be used seem to be the best opportunity to control this installation.

“In order to clarify the installation requirements of paragraph 5.2.4., stating that adhesives shouldn’t exacerbate the established burning behaviour of materials/components, the manufacturer of the component/material should list which adhesives is to be used for installation purposes.”
“After physical evaluations of burning behaviours, no general trend can be expected regarding the influence of such adhesive agent.”

Proposer's reason (informal document GRSG-119-22)
The BMFE proposal suggests one year only between entry into force of the amendments and mandatory compliance for new types of vehicles. Good practice at UNECE is to provide a period of 2 years at least. The requirements are totally new, and the manufacturers and their suppliers need time to adapt their products, in particular the existing ones. The proposed dates also align with those proposed for UN R107, which makes sense since the changes affect the same vehicles.

Proposer's reason (informal document GRSG-119-31)
CLEPA proposed to make clear that preceding-series approvals not affected by the new 04 series continue to be accepted and extended. In accordance with paragraph 41. of the General Guidelines (ECE/TRANS/WP.29/1044/Rev.2), the proposal says it is appropriate to make this clear in the transitional provisions.
