Q1What changed999 changes

Deterioration factors, limit tables and transitional provisions (paras. 6.7.2.1., 11.1. and 12.3.)

Table 3b now gives assigned additive deterioration factors in columns for petrol or LPG, diesel and other fuels. If the limit value is different from Table 1B, a new equation gives the assigned additive deterioration factor. A new footnote on the PN limits accepts compliance measured to the “SPN10” requirements of Global Technical Regulation No. 15 Amendment 6. New paragraph 12.3. gives transitional provisions for Supplement 02. From the entry into force of Supplement 02, Contracting Parties must accept type approvals according to previous supplement versions of the original series. They can still extend approvals granted before Supplement 02 according to Supplement 01, when the extension needs no new type approval testing.

Contracting Parties applying this Regulation shall are not entitled to grant type approvals according to this Regulations until a date eight months following its entry into force.
Table 3b This table is only applicable for Level 1B Additive Deterioration factors (for emissions measurements to be compared against the limits in Table 1B)

Dynamometer and PN measurement equipment (Annex B5)

New paragraph 2.3.1.3. accepts twin roller dynamometers with 4WD configuration if two conditions are met. The distance between the front and rear roller sets must match the declared wheelbase of the vehicle as closely as possible. The distance setting used for dyno load setting must be the same for vehicle testing. Calibration of the PNC must now follow ISO 27891:2015, and the calibration factor must be between 0.9 and 1.1. New paragraph 4.3.1.3.3.1. gives an equation for the solid particle penetration. The instrument manufacturer must prove this penetration by testing one unit for each PN-system model.

For testing in 4WD operation, unless the conditions in paragraph 2.3.1.3. are met the chassis dynamometer shall have a single roller configuration. The 4WD control system shall be designed such that the following requirements are fulfilled when tested with a vehicle driven over the WLTC.
The dilution air used for the primary dilution of the exhaust in the CVS tunnel shall pass through a medium capable of reducing particles of the most penetrating particle size in the filter material by ≤ ≥ 99.95 per cent, or through a filter of at least Class H13 of EN 1822:20091822:2019. This represents the specification of High Efficiency Particulate Air (HEPA) filters. The dilution air may optionally be charcoal-scrubbed before being passed to the HEPA filter. It is recommended that an additional coarse particle filter be situated before the HEPA filter and after the charcoal scrubber, if used.

Definitions and general requirements (paras. 3.2.36., 3.2.37., 6.1.10. and 6.3.11.)

New paragraph 3.2.37. defines “reference mass”. New paragraphs 3.10.22. to 3.10.24. define “confirmed fault code”, “cold start” and “emission control components”. The “coasting” definition (3.2.36.) now excludes propulsion energy to the wheels, recuperation energy from the wheels and friction braking. New paragraph 6.1.10. requires good engineering judgement when the data input to a formula justifiably leads to division by zero. Paragraph 6.3.11. on the KCO2 correction factor family no longer applies to Level 1A only. Two or more interpolation families can merge into one KCO2 correction factor family if they meet at least one of criteria (a) to (e).

Conformity of production (paragraph 8. and the CoP appendices)

Once per 12 month period, a vehicle from the CoP family now takes the Annex C3 test or at least the three Appendix 4 tests. Table App1/1 now shows the procedure for the final CoP test results. The CoP verification now takes criteria emissions test results from step 5 of Table A7/1, Table A8/5 or Table A8/8, as applicable. Appendix 8 to Annex B8 now determines reference values of electric energy consumption for verifying the CoP of PEVs and OVC-HEVs. The run-in factor for CO2, pollutant emissions, fuel efficiency and electric energy consumption can now apply to other CoP families. This needs a request of the manufacturer and approval by the responsible authority.

Type 1 test procedures (Annexes B1, B6 and B7)

Annex B1 downscaling can now use the maximum rated engine power for a NOVC-HEV when the electric machine does not impact the maximum vehicle power. This needs a request of the manufacturer and approval of the responsible authority. Annex B6 now requires that openings in the exhaust system designed to remove condensate are sealed before the test, if applicable. These openings must be downstream of the last component of the exhaust after-treatment system that reduces tailpipe emissions. During the Type 1 test, the testing lab must record and save engine and vehicle fuel rates at 1 Hz. In Annex B7, vehicles with a manual transmission can exclude upward gear shifts, for a maximum of 2 seconds, from the drive trace indices calculation.

This paragraph describes the method to modify the cycle profile using the downscaling procedure. The modified vehicle speed values calculated according to paragraphs 8.2.1 . to 8.2.3 . shall be rounded according to paragraph 6.1.8. of this Regulation to 1 place of decimal in a final step.
Driveability problems may occur for vehicles with power to mass ratios close to the borderlines between Class 1 and Class 2 vehicles, or between Class 2 and Class 3 vehicles, or for very low powered vehicles in Class 1.

Calculations for electrified vehicles (Annex B8)

For OVC-HEVs and NOVC-HEVs, paragraph 3.1.1.5. now covers particle number, as well as gaseous emission compounds, for each individual test phase. For phases where no combustion engine operates, the phase analysis can be omitted and the emission results set to zero. Paragraph 3.1.1.6. keeps the analysis of particulate matter for each applicable test cycle and now allows zero results for cycles where no combustion engine operates. For OVC-FCHVs, the considered phase j is the applicable WLTP test cycle only. Annex B8 now has separate EAER equations for Level 1A and Level 1B. The text deletes paragraph 4.5.8., which allowed the manufacturer to decrease the individual EAER value.

{{FE}_{CD} = \frac{R_{CDA}}{\sum_{c = 1}^{n - 1}d_{c} \times \frac{1}{{FE}_{CD,c}} + d_{n} \times \frac{k_{CD}}{{FE}_{CD,nFE}_{CD,\ avg,n - 1}}}

Information document, test reports, Type 4 test and OBD (Annexes A1, C3 and C5)

The information document in Annex A1 now asks for the name and address of the manufacturer and the number of seating positions. It also adds entries for the KCO2 correction factor family, battery management system control units and electric energy converters. The test report asks which level is requested, Level 1A or Level 1B, and records openings in the exhaust system designed to remove condensate. In Annex C3, the Type 4 test now requires that the condensate openings described in paragraph 2.4.3. of Annex B6 are sealed before the test. Annex C5 now says that OBD testing of OVC-HEVs is carried out under charge-sustaining conditions. Its list of standards adds ISO 13400-2, ISO 13400-4, SAE J 1979-2 and SAE J 1979-3, and no longer lists ISO 14229:2013.
