Q1What changed8 changes

What the Regulation applies to (paras. 1.1. to 1.4.)

Paragraph 1.1. now covers the approval of immobilizers which are intended to be permanently fitted to vehicles of any category. Item (a) is deleted. It covered “If fitted” immobilizers primarily dedicated to vehicles of Categories M1 and N1 with a maximum mass of not more than 2 tonnes. Components excluded by Annex 6, paragraph 1., items (a) to (c)

Annex 6, paragraph 1. lists the components to which the requirements below do not apply. New item (c) adds components that are not embedded in the vehicle, for example keys. Item (a) is about components that are fitted and tested as part of the vehicle, whether or not an immobilizer is fitted. Its examples are now “lamps, alarm system”. The example “device to prevent unauthorized use by mean of a locking system” is deleted. The word “or” now ends item (b) instead of item (a).

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers (OICA)
Working party
GRSG, 123rd session (March 2022)

Reasons

  • The proposal aims to clarify the scope of UN Regulation No. 162. The split of UN Regulation No. 116 is, among other things, the opportunity to clarify the scope of the regulations.

    Sources (2)
“to amend UN Regulation No. 162 to clarify the scope of the UN Regulation”
“The split of UN Regulation No. 116 is among others the opportunity to clarify the scope of the regulations.”
  • The proposal puts the scope in four subsections. The proposal says this structure clarifies which vehicle categories are in or out of the scope, and which sections apply to which vehicles or devices.

    Sources (2)
“The scope of UN Regulation No. 162 on immobilizers is now distributed in four subsections:”
“This structure well clarifies which vehicle categories are in or out of the scope, and which sections of the regulation apply to which vehicle/devices.”
  • The proposal also aims to complement the text with the missing Supplement 7 to the original version of UN Regulation No. 116. Supplement 7 amends paragraph 8.4.1. of UN Regulation No. 116. That paragraph is similar to the provisions in Annex 6 of the new regulation on immobilizers.

    Sources (2)
“to complement the text of the UN Regulation with the missing Supplement 7 to the original version of UN Regulation No. 116”
“Supplement 7 to UN Regulation No. 116 amends the original paragraph 8.4.1., which is similar to the provisions laid down in Annex 6 of the new regulation on immobilizers.”
  • In the text of Supplement 7, the requirement did not apply to components that are not embedded in the vehicle, for example keys. The proposal concludes that paragraph 1. of Annex 6 therefore needs the proposed amendment.

    Sources (3)
“This requirement does not apply to:”
“(iii) Components that are not embedded in the vehicle, e.g. keys.”
“Therefore, paragraph 1. of Annex 6 needs the proposed amendment.”
