Q1What changed7 changes
New Introduction: the purpose of Supplement 1 (paras 0. and 0.1.)
New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 1 is introduced to take into account vehicles of category X. It is also introduced to take into account vehicles with an Automated Driving System (ADS) and a manual mode operating at speeds above 6 km/h. Before this supplement, the Regulation had no paragraph 0.
Vehicles without a driver and manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.2.)
Paragraph 0.1.1. says that the Regulation was originally drafted for vehicles with a driver and manual driving controls. The amendment intends to keep the spirit of the Regulation and to extend its application to vehicles without a driver and without manual driving controls. In a vehicle without “driver/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.2. says that for vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.
Reference plane for aerials on vehicles of category X (para. 6.17.4.2.)
For vehicles of category X, paragraph 6.17.4.2. now takes the vertical transversal plane through the “R” point of the foremost occupant as the reference. Before this supplement, the paragraph gave only the plane through the “R” point of the driver. The rule for that plane and the 70 mm limit for the maximum projection of the aerial, including its housing, do not change.
References to R.E.3 in footnotes 1 and 2 (paras 1.1. and 4.1.4.1.)
Footnote 1 to paragraph 1.1. now gives document ECE/TRANS/WP.29/78/Rev.8 for the Consolidated Resolution on the Construction of Vehicles (R.E.3.). Before, it gave paragraph 2 of document ECE/TRANS/WP.29/78/Rev.2. Footnote 2 to paragraph 4.1.4.1. still refers to Annex 3 to R.E.3 for the distinguishing numbers of the Contracting Parties. It now gives document ECE/TRANS/WP.29/78/Rev.8 instead of document ECE/TRANS/WP.29/78/Rev.2/Amend.3. Both footnotes now give a new web address.

Q3Who is affected
Vehicle manufacturer
- For category X vehicles, find the aerials behind the plane through the “R” point of the foremost occupant (para. 6.17.4.2.).
- For a vehicle without “driver/manual driving controls”, list the provisions that relate to these controls. Then find which of them this amendment already covers (para. 0.1.1.).
- For a vehicle with an ADS in any driving mode, do not plan for special provisions or exemptions (para. 0.1.2.).
Component supplier
- For aerials on category X vehicles, ask the manufacturer where the “R” point of the foremost occupant is (para. 6.17.4.2.).
- Ask the vehicle manufacturer if the vehicle has “driver/manual driving controls”, because paragraph 0.1.1. depends on this.
Technical service / Approval authority
- For category X vehicles, take the plane through the “R” point of the foremost occupant as the reference (para. 6.17.4.2.).
- For a vehicle without “driver/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
- For a vehicle equipped with an ADS in any driving mode, apply no special provisions or exemptions (para. 0.1.2.).
