UN R34 — 04 series of amendments

Changes from 03 series of amendments (supplement 3)

Adopted at the WP.29 188th sessionEntry into force 2023-06-05
What changed
  • Part II-1 and Part II-2 (fire risks in the event of collision) are deleted, and Annexes 3 and 4 are now vacant.
  • Paragraph 13.1. now requires M1 and N1 vehicles up to 2.8 tonnes total permissible mass to also comply with paragraph 8.
  • As from 1 September 2026, Contracting Parties applying this Regulation are not obliged to accept approvals to the preceding series first issued after that date.
Why
  • The requirements about fire risks in collisions for M1 and N1 vehicles were in both Part II-2 and UN Regulations Nos. 94, 95 and 153.
  • Part II-1 is optional, and no crash test procedure can adequately be applied to vehicles of categories M2, M3, N2 and N3.
  • The fuel installation requirements are not necessarily related to collisions, so the proposal transfers them into Part I and Part IV.

Q1What changed163 changes

Part II now vacant, Part I extended (paras. 1.1. and 1.2.)

Paragraph 1.2. now reads “Part II (vacant)”. Part I now also covers the installation of liquid fuel tanks in M1 and N1 vehicles up to 2.8 tonnes total permissible mass. Before this series, Part II-1 applied at the request of the manufacturer and covered fire risks in a frontal, lateral or rear collision. Part II-2 covered rear collisions of M1 and N1 vehicles up to 2.8 tonnes total permissible mass, with tanks approved to Part I or IV.

Part I: To the approval of vehicles of categories M, N and O with regard to the tank(s) for liquid fuel and to the approval of vehicles of categories M1 and N1, which are of a total permissible mass not exceeding 2.8 tonnes with regard to the installation of liquid fuel tanks.
Part II-1: At the request of the manufacturer, to the approval of vehicles of categories M, N and O approved to Part I or IV of this Regulation fitted with liquid fuel tank(s) with regard to the prevention of fire risks in the event of a frontal and/or lateral collision as well as to the approval of vehicles of categories M1 and N1, which are of a total permissible mass exceeding 2.8 tonnes, and categories M2, M3, N2, N3 and O, fitted with tank(s) for liquid fuel, which have been approved to Part I or IV of this Regulation with regard to the prevention of fire risks in the event of a rear collision.Part II (vacant)

Collision requirements and tests deleted (Parts II-1 and II-2, Annexes 3 and 4)

Part II-1 and Part II-2, on the approval of vehicles with regard to the prevention of fire risks in the event of collision, are deleted. Paragraphs 7. and 9. now read “(Vacant)”, and paragraph 8.1.1. reads “(vacant)”. Old paragraph 9. had the vehicle tests: frontal, lateral and rear-end impacts, with requirements on fuel leakage, fire and the battery. Annexes 3 and 4, the frontal collision test against a barrier and the rear-end collision test, now read “(vacant)”. Old paragraph 14.2. is deleted. It said that a variant tested to Part II, with an unladen mass within ± 20 per cent of the tested vehicle, was not a modification.

Liquid fuel tank installation (paras. 8. and 13.1.) and vehicle type (para. 4.2.)

Paragraph 13.1. now requires M1 and N1 vehicles up to 2.8 tonnes total permissible mass to also comply with paragraph 8. Before, paragraph 13.1. did not refer to paragraph 8. At the request of the manufacturer, paragraph 8. may be applied to vehicles of categories M2, N2, M3, N3 and O. The same applies to M1 and N1 vehicles over 2.8 tonnes, and to other categories up to 2.8 tonnes. In the vehicle type definition, paragraph 4.2.1. now names the structure, shape, dimensions and materials of the tank(s). New paragraph 4.2.3. adds the characteristics and siting of the fuel feed system.

The requirements stated in paragraphs 5.4., 5.5., 5.6., 5.7., 5.8., 5.10., and 5.11. above shall be complied with. Vehicles of categories M1 and N1, which are of a total permissible mass not exceeding 2.8 tonnes, shall additionally comply with paragraph 8.
The requirements specified in this section may be applied, at the request of the manufacturer, to vehicles of categories M2, N2, M3, N3 and O as well as to vehicles of categories M1 and N1, which are of a total permissible mass exceeding 2.8 tonnes.

Application and approval (paras. 2.1. to 3.3.3.)

Paragraphs 2.1., 2.1.1., 3.1. and 3.1.1. no longer refer to Part II, and paragraph 2.1.2.1. no longer refers to paragraph 7.2. Paragraph 2.1.2.4. now asks for a diagram of the electrical installation without the condition “For application pursuant to Part II”. In paragraph 3.1.4.2., the approval mark symbols “RII-1” and “RII-2” are deleted. Under paragraphs 3.1.3., 3.2.3. and 3.3.3., the notice of approval or refusal now uses the form only, without the drawings.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers
Working party
GRSG, 123rd session (March–April 2022)

Reasons

  • Requirements about fire risks in collisions for M1 and N1 vehicles were in both Part II-2 and UN Regulations Nos. 94, 95 and 153. With this proposal, this duplication can be avoided.

    Source
“duplication of the requirements about fire risks in the events of collisions for M1 and N1 vehicles, currently required both in UN Regulation No. 34 Part II-2 and in UN Regulations Nos. 94, 95 and 153, can be avoided”
  • Part II-1 applies to vehicles of categories M2, M3, N2 and N3, but it is optional for manufacturers. No crash test procedure can adequately be applied to these vehicles. For this reason, Part II-1 has not been effectively used as safety requirements in the event of collisions for these vehicles.

    Sources (3)
“Although Part II-1 of UN Regulation No.34 applies to vehicles of categories M2, M3, N2, N3, this Part II-1 is optional for manufacturers”
“there are no crash test procedures that can adequately be applied to the vehicle of such categories.”
“Accordingly, Part II-1 has not been effectively used as safety requirements in the event of collisions for these vehicles.”
  • The requirements for fuel installation (paragraph 8.1.) were in Part II-1 and Part II-2. They are not necessarily related to collisions. For this reason, the proposal transfers them into Part I and Part IV. The proposal also withdraws Part II-1 and Part II-2.

    Sources (3)
“the requirements for fuel installation (paragraph 8.1.) were included in Part II-1 and Part II-2.”
“Those requirements are not necessarily related to the collisions and therefore it is proposed to transfer them into Part I and Part IV”
“This proposal is aimed at transferring the fuel installation requirements currently included in Part II-1 and Part II-2 into Part I and Part IV, and to withdraw Part II-1 and Part II-2.”
  • The proposal does not change the stringency of the technical requirements. It is a new series of amendments for administrative reasons. Existing approvals to the 02 or 03 series of amendments should continue to be accepted.

    Sources (2)
“Although this proposal does not change the stringency of the technical requirements, it is necessary to consider it as a new series of amendments for administrative reasons.”
“Accordingly, existing approvals to 02 or 03 series of amendments should continue to be accepted by the contracting parties.”
  • The administrative provisions are updated to align with Revision 3 of the Agreement.

“Administrative provisions are updated to align with the Revision 3 of the 58 Agreement.”
