- From 29 December 2018, belted CRS can be approved to UN Regulation No. 44 or No. 129, as the manufacturer chooses, for an undefined period.

Reasons
With UN Regulation No. 129 “Phase 3” due 29 December 2018, all groups and categories except Group III forward facing non integral CRS are covered.
Source
“With the foreseen entering into force of "Phase 3" of UN Regulation No. 129 (belted Enhanced Child Restraint Systems (ECRS)) on 29 December 2018, all groups and categories except Group III forward facing non integral CRS are covered.”
From that date on, belted CRS can be approved according to UN Regulation No. 44 or No. 129, at the discretion of the manufacturer. This is possible for an undefined period.
Sources (2)
“From that date on, belted CRS can be approved according to either UN Regulations Nos. 44 or 129 at the discretion of the manufacturer for an undefined period.”
“Accordingly, he explained that belted CRS could be still approved according to UN Regulation No. 44 for an undefined period.”
CI and ANEC consider it undesirable that CRS manufacturers can still start developing new products according to UN Regulation No. 44 for an undefined period. The results are two levels of protection on the market, confusion amongst consumers and less encouragement to develop products to the latest standard.
Sources (3)
“CI and ANEC consider it undesirable that CRS manufacturers are still allowed to start developing new products according to UN Regulation No. 44 for an undefined period, resulting in:”
“Two categories of products offering two levels of protection that can be introduced on the market”
“Less encouragement for manufacturers to develop products to the latest standard.”
No Contracting Party signed only UN Regulation No. 44 without signing UN Regulation No. 129. Therefore, there is no risk that newly developed ECRS would be withheld from certain markets.
