UN R51 change reports — Noise of M and N categories of vehicles
UN Regulation No. 51 (ECE R51) — Uniform provisions concerning the approval of motor vehicles having at least four wheels with regard to their sound emissions.
03 series
- 03 series — Supplement 11
New definitions, new test mass rules and a new Annex 10 cover vehicles equipped with an Automated Driving System (ADS).
- 03 series — Supplement 10
Serial hybrid vehicles whose combustion engine has no mechanical coupling to the power train are excluded from paragraph 6.2.3. until 30 June 2028. Before, the date was 30 June 2025.
- 03 series — Supplement 9
RD-ASEP measurements must be performed during type approval for twelve months from 1 July 2023. For these, the Technical Services must communicate the complete test report (in pdf format) to the Type Approval Authority. The monitoring information must also be entered into the “RD-ASEP Monitoring Data Sheet”.
- 03 series — Supplement 8
The surface of the test track and the dimensions of the test site must be in accordance with ISO 10844:2021. Until five years from the entry into force of Supplement 8, ISO 10844:2014 must also be accepted for all approvals granted under this Regulation.
- 03 series — Supplement 7
New Annex 9 gives a measurement method for the Real Driving Additional Sound Emission Provisions (RD-ASEP). Starting from 1 July 2023 and for a period of twelve months, Annex 9 measurements must be performed during type approval of a vehicle. Compliance with Annex 9 is not mandatory for the purpose of type approval.
- 03 series — Supplement 6
The stationary sound result for a test position (outlet) is now the arithmetic average of the three valid measurements, mathematically rounded to the nearest integer. Before, the maximum sound level, for all measurement positions, and of the three measurement results, was the final result. If the vehicle has different modes according to definition 2.25.1., the stationary sound must be determined for each mode.
- 03 series — Supplement 5
In Table 1 of the Appendix to Annex 3, note **** now says “Applicable to vehicles of categories M1, N1 and M2 ≤ 3,500 kg”. Before, it said “Applicable only to Pure Electric Vehicle (PEV)” as defined in the 07 series of amendments to UN Regulation No. 83. The measure “Partial load driving ****” now reads “Defined partial load driving ****”.
- 03 series — Supplement 4
Paragraph 6.2.1.1. now says that the sound must be measured either indoors or outdoors by the methods of Annex 3. The results of the outdoor and indoor tests are deemed equivalent. The Type Approval Authority always has the option to mandate an outdoor test for verification.
