UN R51 Supplement 5 (03 series) · UNECE Regulation No. 51 (ECE R51) — Uniform provisions concerning the approval of motor vehicles having at least four wheels with regard to their sound emissions.

UN R51 — Supplement 5 to the 03 series of amendments

Supplement 4 → 5

Adopted at the WP.29 177th sessionEntry into force 2019-10-15
What changed
  • In Table 1 of the Appendix to Annex 3, note **** now says “Applicable to vehicles of categories M1, N1 and M2 ≤ 3,500 kg”. Before, it said “Applicable only to Pure Electric Vehicle (PEV)” as defined in the 07 series of amendments to UN Regulation No. 83. The measure “Partial load driving ****” now reads “Defined partial load driving ****”.
  • In Annex 7, paragraph 5.2., gear α = 4 now applies “for manual transmission and for automatic transmission tested in locked position with 6 or more gears”. The α = 3 line now says “for manual transmission” instead of “for all manual transmission”.
  • Until May 1, 2020, Supplement 4 does not apply to existing approvals originally granted before its date of entry into force (new paragraph 11.10.). Until May 1, 2020, Supplement 5 does not apply to existing approvals originally granted before its date of entry into force (new paragraph 11.11.).
Why
  • For Table 1, the proposal agreed by GRB was limited to pure electric vehicles only. IWG ASEP proposed to extend partial load driving to vehicles of category M1, N1 and M2 ≤ 3,500 kg.
  • The Annex 7 change aligns the principle of testing between automatic and manual transmission having more than 5 gears.
  • Because of Revision 3 of the 1958 Agreement in combination with the transitional provisions of Supplement 3, Supplements 4 and 5 also needed transitional provisions.

Q1What changed10 changes

Partial load driving and ASEP anchor point in Table 1 (Appendix to Annex 3)

The measure “Partial load driving ****” in Table 1 now reads “Defined partial load driving ****”. Note **** now says “Applicable to vehicles of categories M1, N1 and M2 ≤ 3,500 kg”, instead of “Applicable only to Pure Electric Vehicle (PEV)”. For these vehicles, for further calculation of Lurban in Annex 3, the sound level measured under partial load must replace that under wide open throttle. A new sentence says that the achieved acceleration under partial load during the test must be used to calculate kP instead of awot ref. Another new sentence says that, although it is tested in partial load, symbols xwot (for example Lwot, awot, …) must be used. For ASEP**, new formulas give the anchor point parameters Lanchor and nanchor, with awot, ref according to 3.1.2.1.2.4. but not higher than 2.0 m/s².

Table 1.
A discrete gear ratio is available onboard, but is not available to the driver. Locking can be activated by the manufacturer with an onboard on board (hidden) function or with an external device Partial Defined partial load driving **** AccelerationDefined acceleration** shall be between aurban and awot, ref , not exceeding 2.0 m/s². For ASEP**, the anchor point parameter are calculated by: Lanchor = (Ltest - kp*Lcrs) / (1-kp) with kP = 1-atest/awot,ref and awot, ref according to 3.1.2.1.2.4. but not higher than 2.0 m/s² nanchor = nbb, test * 3.6 / vbb, test * (awot,ref*(20+2*l)+192,9)0,5

Gear α for manual transmission (Annex 7, para. 5.2.)

In Annex 7, paragraph 5.2., gear α = 4 now applies “for manual transmission and for automatic transmission tested in locked position with 6 or more gears”. Before, the α = 4 line did not name manual transmission. The α = 3 line now says “for manual transmission” instead of “for all manual transmission”. The α = 4 line looks at the acceleration calculated from AA to BB + vehicle length in gear 4. If it exceeds 1.9 m/s², the first higher gear α > 4 with an acceleration lower than or equal to 1.9 m/s² must be chosen.

α = 3 for all manual transmission and for automatic transmission tested in locked position with up to 5 gears;
α = 4 for manual transmission and for automatic transmission tested in locked position with 6 or more gears. If the acceleration calculated from AA to BB + vehicle length in gear 4 exceeds 1.9 m/s², the first higher gear α > 4 with an acceleration lower than or equal to 1.9 m/s² shall be chosen.

Transitional provisions for Supplements 4 and 5 (paras. 11.10. and 11.11.)

Until May 1, 2020, Supplement 4 does not apply to existing approvals originally granted before its date of entry into force (new paragraph 11.10.). Until May 1, 2020, Supplement 5 does not apply to existing approvals originally granted before its date of entry into force (new paragraph 11.11.).

Until May 1, 2020 Supplement 4 does not apply to existing approvals, originally granted prior to the date of entry into force of Supplement 4.
Until May 1, 2020 Supplement 5 does not apply to existing approvals, originally granted prior to the date of entry into force of Supplement 5.

Q2Why it changed

Proposed by
Informal Working Group on Additional Sound Emission Provisions (IWG ASEP)
Working party
GRB, 68th and 69th sessions (September 2018 and January 2019)

Reasons

  • For Table 1, the proposal agreed by GRB was limited to pure electric vehicles only. IWG ASEP proposed to extend partial load driving to vehicles of category M1, N1 and M2 ≤ 3,500 kg.

    Sources (3)
“The proposal agreed by GRB was limited to pure electric vehicles only”
“In this working document, IWG ASEP proposes extension to all vehicles.”
“to vehicles of category M1, N1 and M2 ≤ 3,500 kg, for the further calculation of Lurban in Annex 3”
  • The change aligns the flowchart with the amendment to paragraph 3.1.2.1.4.1 (c) in Supplement 3 to the 03 series of amendments.

    Source
“1. The proposed change aligns the flowchart with the amendment to paragraph 3.1.2.1.4.1 (c) of Supplement 3 to the 03 series of amendments to UN Regulation No. 51.”
  • The Annex 7 change aligns the principle of testing between automatic and manual transmission having more than 5 gears. Progress of technology towards more fuel efficient and environmentally friendly vehicles leads to a higher number of gears, and the change compensates this. It avoids that a vehicle design offered as manual and automatic transmission is tested at very different conditions just because of the transmission design.

“This compensates the progress of technology towards more fuel efficient and environmentally friendly vehicles leading to higher number of gears.”
“It avoids that a vehicle design offered as manual and automatic transmission is tested at very different condition just because of the transmission design.”
  • Because of Revision 3 of the 1958 Agreement in combination with the transitional provisions of Supplement 3, Supplements 4 and 5 also needed transitional provisions. Supplement 4 and Supplement 5 each specify the same application date as Supplement 3.

Q3Who is affected

Vehicle manufacturer

  • For vehicles of categories M1, N1 and M2 ≤ 3,500 kg, consider “Defined partial load driving” in Table 1 as a measure.
  • For manual transmission with 6 or more gears, be ready for the α = 4 rule of Annex 7.

Component supplier

  • No direct action for this role.

Technical service / Approval authority

  • When testing in partial load, use the achieved acceleration during the test to calculate kP instead of awot ref.
  • For M1, N1 and M2 ≤ 3,500 kg, use the sound level measured under partial load for further Lurban calculation.
  • For manual transmission with 6 or more gears, determine gear α by the α = 4 rule of Annex 7.
