UN R51 — Supplement 9 to the 03 series of amendments
Supplement 8 → 9
- What changed
- RD-ASEP measurements must be performed during type approval for twelve months from 1 July 2023. For these, the Technical Services must communicate the complete test report (in pdf format) to the Type Approval Authority. The monitoring information must also be entered into the “RD-ASEP Monitoring Data Sheet”.
- Type Approval Authorities, Technical Services and vehicle manufacturers may digitally submit additional vehicle tests of approved vehicles. The condition is that all data have been determined on a single vehicle.
- All tests for Annex 3 and for Annex 9 must be carried out on the same test track and under similar environmental conditions.
- Why
- The amendments clarify the procedure of collection and transmission of RD-ASEP data, which starts on 1 July 2023.
- Germany and experts of OICA said that the analysis of all datasets after the monitoring phase requires a uniform data format and data handling.
Q1What changed9 changes
How the RD-ASEP test results are sent (para. 5.1.1.)
Paragraph 5.1.1. still requires measurements in accordance with Annex 9 (RD-ASEP) during type approval, for twelve months from 1 July 2023. The Technical Services must now communicate the complete test report (in pdf format) to the Type Approval Authority. In addition, the monitoring information must be entered into the data entry file “RD-ASEP Monitoring Data Sheet”, which is published on the UN-ECE website. Before this supplement, the format for the test results was the test report sheet of Appendix 5 in Annex 9. A new footnote gives the link https://unece.org/documents-reference-only-0. It says that the address where the file must be submitted to is on the top of the sheet table “(0) instructions” in the “monitoring data sheet”.
Additional tests of approved vehicles
Notwithstanding the provisions above, the Type Approval Authorities, Technical Services and vehicle manufacturers may digitally submit additional vehicle tests of approved vehicles. They may submit them in the format specified above, provided that all data have been determined on a single vehicle. This applies, but is not limited, to extensions of type approval, vehicles outside the scope of RD-ASEP and approvals outside the monitoring period. Under a new footnote, vehicles measured for additional test reports must be in such a condition that they can be used for type approval. They must also be type approved according to the 03 series of UN Regulation No. 51. As examples, the footnote says that the vehicles should not be older than one year and should be maintained according to the manufacturer's specifications.
Same test track for the Annex 3 and Annex 9 tests
All tests for Annex 3 and for Annex 9 must be carried out on the same test track and under similar environmental conditions. This sentence is new.
Wording for extensions of existing type approvals
RD-ASEP tests are not applicable to any tests done for the purpose of extension of existing type approvals according to UN Regulation No. 51. Before this supplement, the sentence said “existing approvals” instead of “existing type approvals”.
Q2Why it changed
- Proposed by
- Germany and experts of OICA
- Working party
- GRBP, 77th session (February 2023)
Reasons
The amendments clarify the procedure of collection and transmission of RD-ASEP data. This data collection starts on 1 July 2023, the date previously fixed by Supplement 7 to the 03 series of amendments. If approved in June 2023, the supplement would enter into force later (around January 2024). For this reason, WP.29 called upon the type approval authorities and technical services to start collecting and transmitting RD-ASEP data from 1 July 2023.

“which starts on 1 July 2023 - the date that was previously fixed by Supplement 7 to the 03 series of amendments.”
“Because the present document, if approved by WP.29 and AC.1 in June 2023, would enter into force later (around January 2024), the World Forum is also invited to call upon the Type Approval Authorities”
“WP.29 called upon the type approval authorities and technical services to start collecting and transmitting data on the Real Driving Additional Sound Emission Provisions (RD-ASEP) as from the previously agreed date 1 July 2023.”
Proposer's reason (informal document GRBP-77-13-Rev.1)
The analysis of all datasets after the monitoring phase requires a uniform data format and data handling. This supports the efficient handling of data and makes timely results possible.

Proposer's reason (informal document GRBP-77-13-Rev.1)
To get a wide spread of datasets, the vehicles that are measured should not be limited to new types. Appropriate quality of these additional data sets requires constraints.
