UN R58 Supplement 3 (03 series) · UNECE Regulation No. 58 (ECE R58) — Uniform provisions concerning the approval of: I. Rear underrun protective devices (RUPDs) II. Vehicles with regard to the installation of an RUPD of an approved type III. Vehicles with regard to their rear underrun protection (RUP).

UN R58 — Supplement 3 to the 03 series of amendments

Supplement 2 → 3

Adopted at the WP.29 185th sessionEntry into force 2022-06-22
What changed
  • Paragraphs 16.4. and 25.3. now add “or access ramp(s)” after “platform lift” in the horizontal distance rules.
  • The reduced maximum horizontal distances for vehicles of categories O3 and O4 now exclude vehicles with access ramp(s).
Why
  • The proposal aims to clarify the situation for access ramps, so that they are dealt with in the same way as platform lifts.
  • In EU Commission Regulation No. 1230/2012, platform lifts and access ramps are excluded for the determination of the vehicle length.
  • With the change, there will be a common relation between UN Regulation No. 58, 03 series of amendments and EU Regulation 1230/2012.

Q1What changed6 changes

Access ramp(s) next to platform lifts (para. 16.4.)

Paragraph 16.4. limits the horizontal distance between the rear of the cross-member of the device and the most rearward point of the vehicle. For vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2, this point now also includes access ramp(s). The 300 mm rule for vehicles of categories N2 with a maximum mass exceeding 8 t, N3, O3 and O4 now also names access ramp(s). It now says “equipped with a platform lift or access ramp(s) or being designed as a tipping trailer”. The reduced maximum horizontal distances for vehicles of categories O3 and O4 now exclude vehicles with access ramp(s).

For vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2, the device shall be so fitted that the horizontal distance between the rear of the cross-member of the device and the most rearward point at the rear extremity of the vehicle, including any platform lift system, or access ramp(s), does not exceed 400 mm diminished by the largest total deformation including both plastic and elastic deformation (paragraph 7.3. of Part I) measured and recorded during the test at any of the points where the test forces are applied (Annex 1, item 8) during the type approval of the rear underrun protective device in conformity with the provisions of Part I of this Regulation and recorded in the type approval communication form. In measuring this distance, any part of the vehicle which is more than 2 m above the ground for every loading condition of the vehicle shall be excluded.
For vehicles of categories N2 with a maximum mass exceeding 8 t, N3, and vehicles of categories O3 and O4, equipped with a platform lift or access ramp(s) or being designed as a tipping trailer, the same requirement as above applies; however, for vehicles of these categories, the horizontal distance shall not exceed 300 mm measured to the rear of the cross-member before the test forces are applied.

Access ramp(s) next to platform lifts, and the term RUPD (para. 25.3.)

Paragraph 25.3. has the same access ramp(s) changes as paragraph 16.4. For vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2, it now says “RUPD”, not “RUP”. For these vehicles, the most rearward point of the vehicle now also includes access ramp(s). The 300 mm rule for vehicles of categories N2 with a maximum mass exceeding 8 t, N3, O3 and O4 now also names access ramp(s). The reduced maximum horizontal distance for RUP for vehicles of categories O3 and O4 now excludes vehicles with access ramp(s).

For vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2, the RUP RUPD shall be situated as close to the rear of the vehicle as possible. The maximum horizontal distance between the rear of the device and the most rearward point at the rear extremity of the vehicle, including any platform lift system, or access ramp(s), does not exceed 400 mm measured to the rear of the cross-member and recorded during the test when the test forces are applied.

Q2Why it changed

Proposed by
Expert from the Netherlands
Working party
GRSG, 121st session (April 2021)

Reasons

  • The proposal aims to clarify the situation for access ramps. The aim is that access ramps are dealt with in the same way as platform lifts with regard to the RUPD.

    Source
“aiming to clarify the situation for access ramps to be dealt with in the same way as platform lifts with regards to Rear Underrun Protective Devices (RUPD)”
  • In EU Commission Regulation No. 1230/2012, the platform lift, access ramps and similar equipment are excluded for the determination of the vehicle length. The RUPD is not excluded.

    Sources (2)
“In EU Commission Regulation No. 1230/2012 for masses and dimensions of motor vehicles and their trailers, the platform lift, access ramps and similar equipment are excluded for the determination of the vehicle length”
“The RUPD is not excluded for the determination of the vehicle length.”
  • The expert from the Netherlands believes the following about the rule for vehicles equipped with a platform lift. In this view, the rule is meant to make it possible to exclude the platform lift system in the vehicle length. Also, the access ramps and similar equipment seem to be forgotten.

    Sources (2)
“We believe that the additional requirement (1) is meant to make it possible to exclude the platform lift system (max 300 mm) in the vehicle length in relation to EU Regulation 1230/2012.”
“The “access ramps and similar equipment” seem to be forgotten.”
  • The proposal gives the example of a trailer equipped with access ramps. With a RUPD approved to the 02 series of amendments, the vehicle length is max. 12 meter and the vehicle complies with EU Regulation 1230/2012. With a RUPD approved to the 03 series of amendments, the same trailer is 12.1 meter long and does not comply.

    Sources (2)
“A trailer equipped with access ramps and an UN Regulation No. 58, 02 series of amendments approved RUPD. The vehicle complies with EU Regulation 1230/2012 as the vehicle length is max. 12 meter.”
“Vehicle does not comply with EU Regulation 1230/2012 as the vehicle length now is 12.1 meter.”
  • With the change to paragraphs 16.4. and 25.3., there will be a common relation between the 03 series of amendments and EU Regulation 1230/2012.

    Source
“By amending the articles 16.4. and 25.3. as suggested, there will be a common relation between UN Regulation No. 58, 03 series of amendments and EU Regulation 1230/2012.”

Q3Who is affected

Vehicle manufacturer

  • Measure the distance to the most rearward point of the vehicle with any access ramp(s) included (paras 16.4. and 25.3.). This applies to vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2.
  • Check vehicles of categories O3 and O4 with access ramp(s) against the 300 mm limit before the test forces.
  • Update your documents that quote paragraph 16.4. or 25.3. to the new text.

Component supplier

  • No direct action for this role.

Technical service / Approval authority

  • On vehicles with access ramp(s), check that the most rearward point includes the ramp(s) (paras 16.4. and 25.3.). This applies to vehicles of categories M, N1, N2 with a maximum mass not exceeding 8 t, O1 and O2.
  • Do not use the 200 mm limit for vehicles of categories O3 and O4 with access ramp(s) (paras 16.4., 25.3.).
