Q1What changed9 changes

New Introduction: the purpose of Supplement 4 (paras 0. and 0.1.)

New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 4 is introduced to take into account vehicles of categories X and Y. It is also introduced to take into account vehicles with an Automated Driving System (ADS) and a manual mode operating at speeds above 6 km/h. Before this supplement, the Regulation had no paragraph 0.

Introduction
Supplement 4 to the 03 series of amendments is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System (ADS).

Vehicles without a driver and manual driving controls (para. 0.1.1.)

Paragraph 0.1.1. says that the UN Regulation was originally drafted for vehicles with a driver and manual driving controls. The amendment intends to keep the spirit of the UN Regulation. It also intends to extend the application of the UN Regulation to vehicles without a driver and without manual driving controls inside the vehicle. In a vehicle without “driver/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them.

The UN Regulation was originally drafted for vehicles with driver and manual driving controls. It is the intention of this amendment to keep the spirit of the UN Regulation and to extend its application to vehicles without driver and without manual driving controls inside the vehicle. In the absence of driver/manual driving controls in the vehicle, provisions related to them shall not be taken into account if not already covered by this amendment.

Place of the label for an adjustable RUPD, and vehicles with an ADS (paras 0.1.2. and 16.7.)

Paragraph 16.7. now adds “(if any)” after “the driver's place”, one of the two places for the label of an adjustable RUPD. Paragraph 16.7. also writes the term in full: “Rear Underrun Protective Device (RUPD)”. For vehicles with no driver's place, new paragraph 0.1.2. requires the label at the rear of the vehicle, at a location easily visible. The driving system of the vehicle (ADS feature active or not) does not affect this label requirement. For vehicles with an ADS, other than vehicles of categories X and Y, no special provisions or exemptions apply in the manual driving mode.

In case of vehicles equipped with an ADS other than vehicles of categories X and Y, in the manual driving mode no special provisions or exemptions apply. For vehicles with no driver’s place, In this case, the second option proposed by the current text of paragraph 16.7. of the UN Regulation shall apply, i.e. the label must be placed at the rear of the vehicle, at a location easily visible. This later requirement is not affected by the driving system (ADS feature active or not) of the vehicle.
Given the provisions of paragraph 7.2. for adjustable Rear Underrun Protective Device (RUPD ) the label shall be placed clearly and permanently visible at the driver's place (if any) or at the rear area of the vehicle next to the RUPD, at a location, which is easily visible.

References to R.E.3 in the footnotes (paras 1., 6.4.1., 15.4.1. and 24.4.1.)

Footnote 1 to paragraph 1. now gives document ECE/TRANS/WP.29/78/Rev.8 for the Consolidated Resolution on the Construction of Vehicles (R.E.3.). Before, it gave paragraph 2 of document ECE/TRANS/WP.29/78/Rev.6. The footnotes to paragraphs 6.4.1., 15.4.1. and 24.4.1. still refer to Annex 3 to R.E.3 for the distinguishing numbers of the Contracting Parties. They now give document ECE/TRANS/WP.29/78/Rev. 8 instead of ECE/TRANS/WP.29/78/Rev. 6. All four footnotes now give a new web address.
