UN R61 — Supplement 4 to the 00 series of amendments

Supplement 3 → 4

Adopted at the WP.29 196th sessionEntry into force 2026-01-11
What changed
  • Annex 3 no longer contains the procedure for the “H” point and the actual seat-back angle. A new footnote refers to Addendum 6 of M.R.1.
  • The deleted text included the check of the “H” point and the actual seat-back angle against the “R” point and the design seat-back angle.
  • Footnote 1 to paragraph 1.1. now refers to R.E.3 Revision 7 (ECE/TRANS/WP.29/78/Rev.7) and gives a new web address.
Why
  • The specifications of the 3-D “H” point machine were updated and moved from R.E.3 to M.R.1.
  • A calibration procedure was added so that the 3-D “H” point machine gives consistent test results across Regulations.
  • The proposal corrects the location of R.E.3 on the ECE/WP.29 website and updates the reference to Revision 7.

Q1What changed61 changes

“H” point procedure replaced by a reference to M.R.1 (Annex 3)

Annex 3 no longer contains the procedure to determine the “H” point and the actual seat-back angle. A new footnote says that the procedure is described in Addendum 6 of Mutual Resolution No. 1 (M.R.1), document ECE/TRANS/WP.29/1101/Amend.5. The title of Annex 3 now refers to the “actual torso angle for seating positions in motor vehicles”. Deleted paragraph 6.2. used a square of 50 mm side whose diagonals intersect at the “R” point. The relative positions were satisfactory for the seat if the “H” point lay within this square. For this, the actual seat-back angle also had to be within 5° of the design seat-back angle.

The procedure is described in Addendum 6 of Mutual Resolution No. 1 (M.R.1) (document ECE/TRANS/WP.29/1101/Amend.5); see https://unece.org/transport/vehicle-regulations/wp29/resolutions

Titles of Appendices 1 to 3 replace the old appendix to Annex 3

Annex 3 now lists the titles of Appendices 1, 2 and 3. These titles name the 3-D H machine, the three-dimensional reference system and the reference data concerning seating positions. Before this supplement, the appendix to Annex 3 showed the components of the three-dimensional manikin. It also gave the dimensions and mass of the manikin, with a total mass of 75.6 kg. This old appendix text, its figures and its table are deleted.

R.E.3 reference and web address (para. 1.1., footnote 1)

Footnote 1 to paragraph 1.1. now refers to R.E.3, document ECE/TRANS/WP.29/78/Rev.7. Before, it referred to document ECE/TRANS/WP.29/78/Rev.4. The footnote also gives a new web address: https://unece.org/transport/vehicle-regulations/wp29/resolutions.

GRSG, 129th session

Reasons

  • The specifications of the 3-D “H” point machine were updated and moved from R.E.3 to M.R.1. The proposal therefore updates the references to the measurement and calibration procedure.

    Sources (2)
“The specifications of the 3-D "H"-point machine have been updated and transferred from R.E.3. to M.R.1.”
“to update the references to the three-dimensional H-point (3-D "H"-point) measurement and calibration procedure, which is updated and moved from the Consolidated Resolution on the Construction of Vehicles (R.E.3) to Mutual Resolution No. 1 (M.R.1).”
  • A calibration procedure was also added. The aim is that the machine used for all tests in UN Regulations and UN GTRs is consistent and gives consistent results.
