Q1What changed8 changes

New Introduction: the purpose of Supplement 5 (paras 0. and 0.1.)

New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 5 is introduced to take into account vehicles of categories X and Y. It is also introduced to take into account vehicles with an Automated Driving System (ADS) and a manual mode operating at speeds above 6 km/h. Before this supplement, the Regulation had no paragraph 0.

Introduction
Supplement 5 to the original version of the UN Regulation is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System (ADS).

Vehicles without a driver, driver cab or manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.3.)

Paragraph 0.1.1. says that the Regulation was originally drafted for vehicles with a driver, a driver cab and manual driving controls. The amendment intends to keep the spirit of the Regulation. The amendment also intends to extend the application of the Regulation to vehicles without a driver and/or driver cab and without manual driving controls. In a vehicle without “driver/driver cab/manual driving controls”, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.3. says that for vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.

The UN Regulation was originally drafted for vehicles with driver, driver cab and manual driving controls. It is the intention of this new amendment to keep the spirit of the UN Regulation and to extend its application to vehicles without driver and/or driver cab and without manual driving controls in the vehicle. In the absence of driver/driver cab/manual driving controls in the vehicle, provisions related to them shall not be taken into account if not already covered by this amendment.
In case of vehicles equipped with an ADS in any driving mode, no special provisions or exemptions apply.

Cab rear panel for vehicles of category Y without a cab (paras 2.5. and 0.1.2.)

For vehicles of category Y without a cab, paragraph 2.5. now replaces the “cab rear panel” with a theoretical vertical transversal plane. This plane is 350 mm behind the rearmost point of the tyre of the foremost front axle. Before this supplement, paragraph 2.5. did not refer to vehicles of category Y. New paragraph 0.1.2. says that the definition in paragraph 2.5. is amended to account for vehicles without a driver’s cab. In this case, a theoretical plane defines the area in front of and to the sides of the vehicle where external projections are present.

"Cab rear panel" means the rearmost part of the external surface of the driver and passenger compartment. Where it is not possible to determine the position of the rear cab panel, for the purposes of this UN Regulation it would be deemed to be the vertical transversal plane situated 50 cm to the rear of the ‘R ’ point of the driver seat, with the seat, if adjustable, located at its rearmost driving position (see annex Annex 3). However, the manufacturer may, with the agreement of the technical services, request an alternative distance if 50 cm can be shown as being inappropriate for a particular vehicle; for vehicles of category Y without a cab, the "cab rear panel" shall be replaced by a theoretical vertical transversal plane located 350 mm behind the rearmost point of the tyre of the foremost front axle.
The definition in paragraph 2.5. has been amended to account for vehicles without a driver’s cab. In this case, a theoretical vertical transversal plane is used to define the area in front of, and to the sides of the vehicle where external projections are present.

References to R.E.3 in footnotes 1 and 3 (paras 1.1. and 4.4.1.)

Footnote 1 to paragraph 1.1. now gives document ECE/TRANS/WP.29/78/Rev.8 for the Consolidated Resolution on the Construction of Vehicles (R.E.3.). Before, it gave document ECE/TRANS/WP.29/78/Rev.7. Footnote 3 to paragraph 4.4.1. no longer lists the distinguishing numbers of the Contracting Parties. It now says that Annex 3 to R.E.3, document ECE/TRANS/WP.29/78/Rev.8, reproduces these numbers.

  • Proposer's reason (informal document GRSG-131-25)

The 350 mm distance is the 300 mm maximum rear extension plus the 50 mm suppression dimension. Regulation (EU) 2021/535, Annex VIII, paragraph 4.8.3.4 and Figure 3 specify this suppression dimension.

Q3Who is affected

Vehicle manufacturer

  • For category Y vehicles without a cab, use the theoretical plane of paragraph 2.5. as the cab rear panel. Find this plane 350 mm behind the rearmost point of the tyre of the foremost front axle.
  • For a vehicle without “driver/driver cab/manual driving controls”, list the provisions related to them. Then find which of them this amendment already covers (para. 0.1.1.).
  • For a vehicle with an ADS, do not plan for special provisions or exemptions in any driving mode (para. 0.1.3.).

Component supplier

  • Ask the manufacturer if the vehicle is of category Y without a cab, because paragraph 2.5. depends on this.
  • Ask the manufacturer if the vehicle has “driver/driver cab/manual driving controls”, because paragraph 0.1.1. depends on this.

Technical service / Approval authority

  • For category Y vehicles without a cab, check the position of the theoretical plane against paragraph 2.5.
  • For a vehicle without “driver/driver cab/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
  • Use Annex 3 to R.E.3, document ECE/TRANS/WP.29/78/Rev.8, for the distinguishing numbers of the Contracting Parties.
