UN R65 — Supplement 11 to the 00 series of amendments

Supplement 10 → 11

Adopted at the WP.29 183rd sessionEntry into force 2021-09-30
What changed
  • For groups of several flashes, the “on” time now runs from the beginning of the group's first flash to the end of its last flash.
  • For groups of several flashes, the “off” time runs from the end of a group's last flash until the next group's first flash begins.
  • The table in Annex 5, paragraph 7.1. now reads “Colour blue, amber or red” instead of “Colour blue or amber”.
Why
  • The proposal aims to clarify the definition of the “on” time for a group of flashes.
  • According to the proposal, the “on” time definition can be interpreted as a sum of only the “on” time of each flash in the group.
  • The proposal also aims to correct some long-standing editorial errors that might create confusion.

Q1What changed6 changes

“On” time and “off” time for groups of flashes (paras. 1.4. and 1.5.)

For groups of several flashes, the “on” time runs from the beginning of the group's first flash to the end of its last flash. Before this supplement, paragraph 1.4. had no sentence about groups of flashes. For groups of several flashes, the “off” time runs from the end of a group's last flash until the next group's first flash begins. Before this supplement, the “off” time was evaluated from the last flash of the group to the first flash of the next group.

The "on" time tH means the period of time within which the luminous intensity of the flashing light is superior to 1/10 of the maximum value (peak value) Jm,. In case of groups of several flashes the “on” time shall be measured from the beginning of the first flash of the group to the end of the last flash of the same group.
The "off" time tD means the period of time within which the luminous intensity of the flashing light is less than 1/100 of the maximum value (peak value) Jm, but not more than 10 cd. In the case of groups of several flashes the "off" time shall be evaluated measured from the end of the last flash of the group to the beginning of the first flash of the next group;.

References in paragraphs 1.3. and 2.2.5.

Paragraph 1.3. now refers to Annex 5, para. 6 instead of Annex 5, para. 5. Paragraph 2.2.5. now refers to tests according to paragraph 5.6. instead of paragraph 5.5.

The frequency f is the number of flashes or groups of flashes (see Annex 5, para. 56) within one second,
Two samples, in principle for a rated voltage of 12 volts and for only one colour, and eventually two other samples for any other rated voltage in the case where an application is submitted simultaneously or subsequently for approval of special warning lamps of other rated voltages. In this case, it is sufficient to carry out tests according to paragraph 5.55.6. below,

Table in Annex 5, paragraph 7.1.

The table in Annex 5, paragraph 7.1. now reads “Colour blue, amber or red” instead of “Colour blue or amber”. It also reads “Rotating system or flashing light sources” instead of “rotating system or flash light sources”. The colon at the end of paragraph 7.1. is deleted.

The frequency, the "ON" time and the "OFF" time shall be as specified in the table below:
Colour blue , amber or amberred rotating Rotating system or flash flashing light sources

Q2Why it changed

Proposed by
Expert from the International Automotive Lighting and Light Signalling Expert Group (GTB)
Working party
GRE, 82nd session and 83rd session (October 2020)

Reasons

  • According to the proposal, the definition of the “on” time is not adapted to the case where a single flash consists of several flashes. It can be interpreted as a sum of only the “on” time of each flash in the group, without the gaps between flashes. The amendment aims to clarify the definition and to avoid interpretation problems.

“The current definition is not adapted to the case where a single flash consists of several flashes.”
“It can be interpreted, that it should be a sum of only the “on” time of each flash in the group (omitting the gaps between flashes).”
“The amendment aims to clarify the definition and to avoid interpretation problems.”
  • With the amendment, the definition of the “on” time is similar to the definition of the “off” time and considers a group of flashes. In case of several flashes, it is clear where to start and finish the calculation for the “on” and “off” time.

  • A recent review of the content of UN Regulation No. 65 revealed some long-standing editorial errors. According to the proposal, these errors do not affect the technical requirements but may create confusion.
