UN R65 Supplement 12 (00 series) · UNECE Regulation No. 65 (ECE R65) — Uniform provisions concerning the approval of special warning lamps for power-driven vehicles and their trailers.
UN R65 — Supplement 12 to the 00 series of amendments
Supplement 11 → 12
- What changed
- In case of a magnetic attachment, the special warning lamp must be exposed to the test described in new Annex 9.
- During the test, the magnetic base mounting must not move by more than 200 mm from the original position.
- The manufacturer must inform the user that an attachment is only possible for a roof of adequate steel or a steel mounting plate.
- Why
- A magnetic holder must be strong enough that the device is still fixed properly even in case of an emergency braking or a weak crash.
- Many vehicles have a special film to avoid scratching the paint, so the test must also specify such a film.
- All relevant parameters, including a film to prevent scratching, are fixed to appropriate values so that tests in different laboratories are repeatable.

Magnetic attachment of special warning lamps (para. 5.10.)
In case of a magnetic attachment, the special warning lamp must be exposed to the test described in Annex 9. During the test, the magnetic base mounting must not move by more than 200 mm from the original position. Paragraph 5.10. has a new footnote. The manufacturer must inform the user that an attachment is only possible for a roof of adequate steel or a steel mounting plate.
Test for the base mounting of magnetically attached special warning lamps (Annex 9)
In new Annex 9, the tests must be performed at 23°C ± 5° ambient temperature on a metal surface of sufficient size and listed specifications. The specifications include the type of metal, the thickness of the metal surface, the radius of curvature, the paint thickness and the paint protection. The metal surface must be >20mm above any other ferrous or magnetic material. The special warning lamp must be magnetically attached to the flat metal surface. It must be subjected to a single shock pulse with a minimum acceleration of 16 g during 30 ms. The direction of the acceleration must be horizontal.

Reasons
A magnetic holder must be strong enough that the device is still fixed properly even in case of an emergency braking or a weak crash. For this reason, the shock test described in the standard ISO 4148 was chosen. Unlike a test with a specific wind speed or a pull-off force measurement, this test also respects the specific mass distribution of the device.

“A magnetic holder shall be strong enough, that even in case of an emergency breaking or a weak crash the device is still fixed properly.”
“Therefore, the shock test described in the standard ISO 4148 was chosen.”
“Unlike a test with a specific wind speed or the measurement of the pull-off force this test respects in addition the specific mass distribution of the device.”
Magnetic mountings are widely used for fixing special warning lamps on the roof of a vehicle. The mounting should be strong enough to withstand usual maximum forces during various accelerations and wind loads. Annex A of the standard ISO 4148 describes such a test, with a single shock pulse. But many vehicles have a special film to avoid scratching the paint, so the test must also specify such a film. For this reason, Annex 9 describes the test without reference to ISO 4148, but with the same specification.

“The mounting should be strong enough to withstand usual maximum forces during various accelerations and wind loads.”
“Such a test is described in Annex A of the standard ISO 4148 “Road vehicles – Special Warning lamps – Dimensions” with a single shock pulse test”
“But since a lot of vehicles are protected with a special film to avoid scratching the paint, such a film has also to be specified for this test.”
“Therefore, the test itself is described in Annex 9 without reference to standard ISO 4148, but with the same specification”
Special warning lamps with a magnetic attachment can only be used for steel roofs of vehicles, or a special steel mounting plate must be used. The manufacturer should point this out.

Annex 9 specifies a usual steel roof top of a vehicle. All relevant parameters, including a film to prevent scratching, are fixed to appropriate values so that tests in different laboratories are repeatable. The described steel and its shape correspond to the usual roof of a vehicle. The film thickness is determined as the maximum value for such films produced by different manufacturers.
