UN R110 — 06 series of amendments

Changes from 05 series of amendments

Adopted at the WP.29 189th sessionEntry into force 2023-09-24
What changed
  • New Annex 5R gives a benchtop activation test and the qualification tests for the pressure relief device (temperature triggered).
  • New paragraph 18.6.3.1. sets a minimum opening set pressure of 1.5MPa for the primary relief valve. This value must take into account all applicable tolerances declared by the manufacturer.
  • From 1 September 2024, Contracting Parties applying this Regulation need not accept type approvals to the preceding series first issued after that date. They must continue to accept preceding-series approvals of equipment or parts that the 06 series does not affect.
Why
  • UN Regulation No. 110 had no design qualification tests to determine that a temperature activated PRD will consistently activate in a timely manner.
  • If a primary relief valve opens at a lower pressure than the stop pressure set at the filling station, it will open during refuelling.
  • The check valve and manual valve changes are intended to update paragraphs to be in line with ISO15500 and NGV3.1.

New Annex 5R: benchtop activation test for the pressure relief device (temperature triggered)

New Annex 5R gives a benchtop activation test to demonstrate that a pressure relief device (PRD) (temperature triggered) will consistently activate throughout its designed life. Two virgin PRDs are tested, and their averaged activation time sets a baseline activation time. The test chamber temperature must be 600 °C ± 10 °C for a minimum of two minutes before the test. A sample PRD pressurized to 25 per cent of service pressure is placed in the test chamber, and the time to activation is recorded. The PRD (temperature triggered) manufacturer must also institute a production batch inspection and acceptance testing programme.

References to Annex 5R (Table 1-2, Table 5.1 and Annex 4A, para. 4.2.5.)

Table 1-2 in paragraph 3. and Table 5.1 in Annex 5 now have a row for the Annex 5R test procedure. In this row, the test is A (as applicable) for Class 0 and Class 6, and O (not applicable) for Classes 1 to 5. Annex 5 has a new remark (g): the pressure relief device (temperature triggered) must be tested. Annex 4A, paragraph 4.2.5., now says “pressure relief device (temperature triggered)” and adds “as specified in Annex 5R” to the fuse opening temperature of 110 °C ± 10 °C. The heading “Figure 1-2” now reads “Table 1-2” in paragraph 3.

Pressure relief device requirements moved from Annex 3A, Appendix A, paragraph A.24. to Annex 5R, paragraph 2.

Paragraph A.24. of Annex 3A, Appendix A, with the pressure relief device requirements, is deleted. Paragraph 2. of new Annex 5R now gives the requirements for the pressure relief device (temperature triggered), with qualification tests (a) to (d). In item (c), exposed brass pressure retaining components must now withstand immersion in ammonia without stress corrosion cracking. Before, item (c) used a mercurous nitrate test as described in ASTM B154. New items (i) and (ii) give the sample stresses and a 10-day exposure of three degreased samples to a moist ammonia–air mixture. Paragraphs A.25. to A.27. of Annex 3A, Appendix A, are renumbered as paragraphs A.24. to A.26.

Pressure relief device requirements
Pressure relief device specified by the manufacturer shall be shown to be compatible with the service conditions listed in paragraph 4. of Annex 3A and through the following qualification tests:

Check valve chatter flow (Annex 4A, para. 3.2.3.) and manual valves (paras. 8.4. to 8.11. table and Annex 5L)

Annex 4A, paragraph 3.2.3., now adds a chatter flow test for the check valve after 20,000 cycles of operation. The check valve takes 240 h of chatter flow at a flow rate that causes the most chatter. Failure in any sense during the procedure is a failure of the check valve. The table in paragraphs 8.4. to 8.11. now lists “Manual valve” in the row for paragraph 8.4. Annex 5L now has a rule for a lever operated valve. Its appropriate maximum torque is to be determined by applying a pull force up to 150 N to the end of the handle operating mechanism.

The non-return valve, being in the normal position of use specified by the manufacturer, is submitted to 20,000 operations; then it is deactivated. The non-return Following 20,000 cycles of operation, subject the check valve to 240 h of chatter flow at a flow rate that causes the most chatter. Failure in any sense during the procedure shall constitute a failure of the check valve. All parts shall remain leak-proof (external) at a pressure of 1.5 times the working pressure (MPa) (see Annex 5B).in position and function properly after this test.
The non-return valve shall remain leak-proof (external) at a pressure of 1.5 times the working pressure (MPa) (see Annex 5B).

Q2Why it changed

Proposed by
Expert from Natural and Bio Gas Vehicle Association Europe; expert from International Association for Natural Gas Vehicles and the Netherlands; expert from the Netherlands
Working party
GRSG, 124th session (October 2022)

Reasons

  • UN Regulation No. 110 had no design qualification tests to determine that a temperature activated PRD will consistently activate in a timely manner. PRDs are one of the primary safety components that can prevent a container rupture during a thermal event.

    Sources (2)
“Currently there are no design qualification tests within UN Regulation No. 110 to determine that a temperature activated Pressure Relief Device (PRD) will consistently activate in a timely manner.”
“PRDs are one of the primary safety components that can prevent a container rupture during a thermal event.”
  • Batch testing also makes sure that no minor change in process or material will be detrimental to the intended activation time. The addition of these tests will also harmonize UN Regulation No. 110 with ISO 15500-13:2012 and the North American CSA/ANSI PRD 1 (2020).

    Sources (2)
“Performing batch testing, also ensures that no minor change in process or material will be detrimental to the intended activation time.”
“The addition of these tests also will harmonize UN Regulation No. 110 with ISO 15500-13:2012, and the North American CSA/ANSI PRD 1 (2020).”
  • The Regulation defines the working pressure for an LNG tank as the primary relief valve setting, without a minimum value for that valve. If the primary relief valve opens at a lower pressure than the stop pressure set at the filling station, it will open during refuelling. This is an obvious safety risk. The proposed value is determined after inspection of existing devices on the market.

    Sources (3)
“The current text of UN Regulation No. 110 defines the working pressure for an LNG tank to be the primary relief valve setting (paragraph 4.4.), without stating a minimum value of the said relief valve.”
“a primary relief valve that opens at a lower pressure than that at which the filling station is set to stop, the primary relief valve will open during refueling and this is an obvious safety risk.”
“The proposed value is determined after inspection of existing device on the market.”
  • The check valve and manual valve changes are intended to update paragraphs to be in line with ISO15500 and NGV3.1, industry standards for CNG. After the duration test on a check valve, it is common to perform a chatter flow, which can occur in practice at a filling station. For the manual valve, the current text makes no distinction between a wheel-style valve and a lever-operated valve.

“Update paragraphs to be in line with the requirements of ISO15500 and NGV3.1 (industry standards for CNG):”
“after the duration test on a check valve, it is common to perform a chatter flow. This chatter flow can occur in practice at a filling station.”
“In the current text, a distinction is not made in the requirements between the two versions.”
  • Proposer's reason (informal document GRSG-124-31-Rev.1)

OICA is keen to have traceability of the components. It therefore needs a change in the marking to discriminate the components complying with the 06 series from those complying with the preceding series.

Submitted by Expert from the International Organization of Motor Vehicle Manufacturers (OICA). Working party adoption: ECE/TRANS/WP.29/GRSG/103, para. 20.

Q3Who is affected

Vehicle manufacturer

  • For LNG tanks, make sure the primary relief valve minimum opening set pressure is 1.5MPa with all applicable declared tolerances.
  • Plan for paragraph 24.32.: preceding-series type approvals first issued after 1 September 2024 need not be accepted.
  • For 06 series vehicle approvals, make sure the approval number starts with 06, as in Annex 2C.

Component supplier

  • Test your pressure relief devices (temperature triggered) to the Annex 5R benchtop activation test.
  • Set up a production batch inspection and acceptance testing programme for your PRDs (temperature triggered).
  • Make sure your check valves pass the new 240 h chatter flow test.
  • For 06 series component approvals, make sure the approval number starts with 06, as in Annex 2A.

Technical service / Approval authority

  • Run the Annex 5R benchtop activation test at 600 °C ± 10 °C for PRDs (temperature triggered).
  • Use immersion in ammonia, not the mercurous nitrate test, for exposed brass pressure retaining components of pressure relief devices.
  • After 20,000 cycles, test check valves with 240 h of chatter flow at the flow rate causing most chatter.
  • For a lever operated valve, find maximum torque with up to 150 N pull at the handle operating mechanism end.
