UN R110 Supplement 1 (06 series) · UNECE Regulation No. 110 (ECE R110) — Uniform provisions concerning the approval of: I. Specific components of motor vehicles using compressed natural gas (CNG) and/or liquefied natural gas (LNG) in their propulsion system II. Vehicles with regard to the installation of specific components of an approved type for the use of compressed natural gas (CNG) and/or liquefied natural gas (LNG) in their propulsion system.

UN R110 — Supplement 1 to the 06 series of amendments

Base text → Supplement 1

Adopted at the WP.29 194th sessionEntry into force 2025-06-12
What changed
  • New paragraph 7.4.3. covers a component that conforms to a component type approved under one or more other UN Regulations. In that case, if the same country has granted the different approvals, the symbol of paragraph 7.4.1. need not be repeated for that country.
  • Annex 2A now has a new Example 2 for paragraph 7.4.3., with one approval mark under UN Regulation No. 110 and UN Regulation No. 10.
  • New paragraph 4.23.1. defines “Set pressure”. For the primary relief valve, paragraph 18.6.3.1. now says “set pressure of at least 1.5 MPa” instead of “minimum opening set pressure of 1.5MPa”.
Why
  • Placing two or more distinct UN approval marks on one component is complex and burdensome, especially for small size components.
  • The proposal aims at regulatory harmonization by extending the marking options of UN Regulations Nos. 67, 107 and 158 to UN Regulation No. 110.
  • The relief valve changes are based on GRSG-127-03, which proposes to clarify the provision of the primary liquified natural gas relief valve.

Q1What changed16 changes

Symbol of paragraph 7.4.1. need not be repeated for the same country (para. 7.4.3.)

New paragraph 7.4.3. covers a component that conforms to a component type approved under one or more other UN Regulations. In that case, if the same country has granted the different approvals, the paragraph 7.4.1. symbol need not be repeated for that specific country. The Regulation and approval numbers and additional symbols of all Regulations under which that country granted approval must then go in rows to its right. The symbol of paragraph 7.4.1. is a circle surrounding the letter “E” followed by the distinguishing number of the country which has granted approval. Before this supplement, the Regulation had no paragraph 7.4.3.

If the component conforms to a component type approved under one or more other UN Regulations, and if the country which has granted the different approvals is the same, the symbol prescribed in paragraph 7.4.1. above need not be repeated for that specific country; in such a case, the Regulation and approval numbers and the additional symbols of all the Regulations under which approval has been granted by the same country shall be placed in rows to the right of the symbol prescribed in paragraph 7.4.1. above.

Annex 2A, Example 1: new heading, new figure and “UN Regulation No. 110”

Annex 2A now has the heading “Example 1” for the approval mark example that refers to paragraph 7.2. The Example 1 figure is replaced by a new figure. For this approval mark, the amended Annex 2A states “a ≥ 5 mm.”. The explanation of this mark now says “UN Regulation No. 110” instead of “Regulation No. 110”. The approval number 062439 and the 06 series of amendments in this explanation do not change.

Annex 2A, Example 2: one approval mark under UN Regulation No. 110 and UN Regulation No. 10 (para. 7.4.3.)

New “Example 2” in Annex 2A refers to paragraph 7.4.3. and has a new approval mark figure. Its explanation says that the component has been approved in Italy (E 3) pursuant to UN Regulation No. 110 and UN Regulation No. 10. The first two digits of the first approval number refer to the 06 series of amendments to UN Regulation No. 110. The first two digits of the second approval number refer to the 06 series of amendments to UN Regulation No. 10. Example 2 also explains the letters “L”, “M” and “C”. A new footnote says that this number is given merely as an example.

Set pressure of the primary relief valve (paras. 4.23.1. and 18.6.3.1.)

New paragraph 4.23.1. defines “Set pressure” as the predetermined pressure at which a safety valve under operating conditions commences to open. Paragraph 18.6.3.1. now requires that the primary relief valve has a set pressure of at least 1.5 MPa. Before, the paragraph required a minimum opening set pressure of 1.5MPa. The set pressure must take into account all applicable tolerances declared by the manufacturer to avoid that the valve commences to open below 1.5 MPa. The words “to avoid that the valve commences to open below 1.5 MPa” are new.

"Set pressure" means the predetermined pressure at which a safety valve under operating conditions commences to open.
The primary relief valve shall have a minimum opening set pressure of 1.5MPa. This value at least 1.5 MPa. The set pressure shall take into account all applicable tolerances declared by the manufacturer to avoid that the valve commences to open below 1.5 MPa.

Annex 5R, paragraph 1.5.: references to paragraphs 1.3.2. and 1.3.1.

In Annex 5R, paragraph 1.5. on acceptable results now refers to the tests in paragraph 1.3.2. and the samples in paragraph 1.3.1. Before, paragraph 1.5. referred to paragraphs 3.1.2. and 3.1. The activation time limit of two minutes of the recorded base line activation time does not change.

PRDs (temperature triggered) that have been tested according to the tests outlined in paragraph 3.1.21.3.2., shall activate within two minutes of the recorded base line activation time of the samples listed in paragraph 3.11.3.1.

Q2Why it changed

Proposed by
Expert from the European Association of Automotive Suppliers (CLEPA)
Working party
GRSG, 127th session (April 2024)

Reasons

  • Vehicle components are often in the scope of more than one UN Regulation. Placing two or more distinct UN approval marks on one component is complex and burdensome, especially for small size components.

“Vehicle components are often in the scope of more than one UN Regulation.”

  • The proposal aims at regulatory harmonization by extending the marking options of UN Regulations Nos. 67, 107 and 158 to UN Regulation No. 110. UN Regulation No. 107 specifically allows different options to fulfil the marking requirements in cases where more than one Regulation applies. UN Regulations No. 67 and No. 158 allow a minimum E-Marking size of 5 mm. In particular, it aims to avoid a duplicated E-Marking when more than one UN Regulation applies to one component (the so-called “Twin Marking”). It also aims to reduce the dimension of the E-Marking to address the limited space of small size components.

“GRSG considered GRSG-127-21, tabled by the expert from the Netherlands to correct references to paragraphs.”
  • Proposer's reason (informal document GRSG-127-03)

The purpose of paragraph 18.6.3.1. is to avoid any unexpected opening of the primary relief valve below 1.5MPa. For this reason, the proposal considers it important to clarify and define the meaning of “set pressure”, which is the relevant parameter that guarantees this target. The proposal states that its definition of “set pressure” is in compliance with ISO 4126-1:2013/Amd.1:2016. It also removes the combined reference to “opening” and “set” pressures in paragraph 18.6.3.1., because this reference might lead to wrong interpretations.

Q3Who is affected

Vehicle manufacturer

  • No direct action for this role.

Component supplier

  • Check if paragraph 7.4.3. lets you show the paragraph 7.4.1. symbol once on components with approvals from the same country.
  • In a paragraph 7.4.3. case, place Regulation and approval numbers and additional symbols in rows right of the 7.4.1. symbol.
  • Compare the size of your approval marks with the new Annex 2A Example 1 and Example 2 figures.

Technical service / Approval authority

  • Be ready for component marks under paragraph 7.4.3. that give one 7.4.1. symbol for approvals from the same country.
