UN R131 Supplement 3 (01 series) · UNECE Regulation No. 131 (ECE R131) — Uniform provisions concerning the approval of motor vehicles with regard to the Advanced Emergency Braking System (AEBS) for M2, M3, N2 and N3 vehicles.
UN R131 — Supplement 3 to the 01 series of amendments
Supplement 2 → 3
- What changed
- Paragraphs 6.4.2.3. and 6.5.2.3. are deleted. They limited speed reduction in the warning phase to 15 km/h or 30 per cent of the total subject vehicle speed reduction, whichever was higher.
- Paragraph 5.4.1. now requires the AEBS function to be automatically reinstated at the initiation of each new engine start (or run cycle, as relevant). This requirement does not apply when a new engine start (or run cycle, as relevant) is performed automatically, for example by a stop/start system.
- Paragraphs 6.4.5. and 6.5.4. now say that the emergency braking phase must not start before a TTC equal to 3.0 seconds, without the words “or less than”.
- Why
- Deleting paragraphs 6.4.2.3. and 6.5.2.3. means that the speed reduction during the warning phase can be increased, with a positive effect on the performance.
- The proposal says that the modifications to paragraphs 6.4.5. and 6.5.4. are editorial.
- The expert from OICA proposed clarifications to the provisions on reinstating the AEBS, for example for a new engine start.
Q1What changed10 changes
Speed reduction limit in the warning phase deleted (paras. 6.4.2.3. and 6.5.2.3.)
Paragraphs 6.4.2.3. and 6.5.2.3. are deleted. They limited speed reduction in the warning phase to 15 km/h or 30 per cent of the total subject vehicle speed reduction, whichever was higher. The deletions apply to the warning and activation tests with a stationary target and with a moving target.
Automatic reinstatement of the AEBS function (para. 5.4.1.)
Paragraph 5.4.1. now requires the AEBS function to be automatically reinstated at the initiation of each new engine start (or run cycle, as relevant). Before, it said “each new ignition cycle”. A new sentence says that this requirement does not apply when a new engine start (or run cycle, as relevant) is performed automatically. The sentence gives the operation of a stop/start system as an example.
Start of the emergency braking phase and Table I references (paras. 6.4.2.1., 6.4.2.2., 6.4.5. and 6.5.4.)
Paragraphs 6.4.5. and 6.5.4. now say that the emergency braking phase must not start before a TTC equal to 3.0 seconds. Before, they said “equal to or less than 3.0 seconds”. Paragraphs 6.4.2.1. and 6.4.2.2. now write “Table I, Column B, of Annex 3” and “Table I, Column C, of Annex 3”, with commas.
Deleted sentences on how compliance is checked
Two identical sentences are deleted. They required compliance checks by actual measurement during the test or by manufacturer documentation, as agreed between the Technical Service and the vehicle manufacturer.
Q2Why it changed
- Proposed by
- Chair of the Informal Working Group on Advanced Emergency Braking Systems of Heavy Duty Vehicles (AEBS-HDV)
- Working party
- GRVA, 14th session (September 2022)
Reasons
The proposal was prepared to increase the potential speed reduction during the warning phase. With paragraphs 6.4.2.3. and 6.5.2.3. deleted, the speed reduction during the warning phase can be increased, with a positive effect on the performance.

“to increase the potential speed reduction during the warning phase”
“The effect of deleting paragraphs 6.4.2.3. and 6.5.2.3. is that the speed reduction during the warning phase can be increased, with a positive effect on the performance.”
Deleting these paragraphs is also the simplest way to get this positive result. It also avoids side effects which may impact the concept of the Regulation, for example the warning and braking strategies.
