Q1What changed47 changes

Title, introduction and scope for vehicles of categories X and Y (section 0., paragraphs 1.1. and 1.2.)

The title now refers to restraint systems, fuel system integrity and protection against electrical shock in the event of a frontal collision. The Introduction (section 0.) now has one part for the 04 series of amendments and one part for supplement 1. The part for supplement 1 says that the Regulation is amended to account for vehicles of category X. New paragraph 1.2. says that the Regulation does not apply to vehicles of category Y. Without a driver or manual driving controls in the vehicle, related provisions must not be taken into account, unless this amendment already covers them. For vehicles with an ADS other than category X, no special provisions or exemptions apply in the manual driving mode.

Vehicle width, and seat reference points for vehicles of category X (paragraph 2.3., item (b) of paragraph 2.4., Annex 3, paragraph 1.4.3.11.1.)

The definition of “Vehicle width” (para. 2.3.) now also excludes sensors for Advanced Driver Assistance Systems and sensors for Automated Driving Systems. WP.29 added these sensors for the AC.1 vote, in Annex VI of ECE/TRANS/WP.29/1192. For category X, item (b) of paragraph 2.4. takes the "R" point of the most forward outboard passenger seat instead of the driver's seat. Annex 3, paragraph 1.4.3.11.1., now has the heading “Position of front seats” instead of “Position of front driver seat”. Its sentence on bench seats is now in a separate paragraph. For category X, the bench seat paragraph now takes the "H" point of the most forward outboard passenger’s place, not of the driver's place.

"Vehicle width" means the distance between two planes parallel to the longitudinal median plane (of the vehicle) and touching the vehicle on either side of the said plane but excluding the external devices for indirect vision, side marker lamps, tyre pressure indicators, direction indicator lamps, position lamps, sensors for Advanced Driver Assistance Systems, sensors for Automated Driving Systems, flexible mud-guards and the deflected part of the tyre side-walls immediately above the point of contact with the ground.
The structure, dimensions, lines and materials of the part of the vehicle forward of the transverse plane through the "R" point of the driver's seat. For vehicles of category X, the "R" point of the most forward outboard passenger seat shall be taken instead of the R-point of the driver's seat;

Airbag provisions (paragraphs 2.10. and 6.1.)

The definition of “Passenger airbag” (para. 2.10.) now says “seats other than a driver's seat” instead of “seats other than the driver's”. Paragraph 6.1. now covers airbag assemblies intended to protect occupants, instead of “the driver and occupants other than the driver”. Before, paragraph 6.1. named only paragraphs 8.1.8. to 8.1.9. of UN Regulation No. 16 as amended by the 08 series of amendments. Compliance can now also be shown with paragraphs 8.1.9. to 8.1.10. of UN Regulation No. 16 as amended by the 09 series of amendments. It can also be shown with paragraphs 5.1.9. to 5.1.10. of UN Regulation No. 173 original series. As before, compliance must be shown as from 1 September 2020 for new vehicle types.

Paragraphs 5.2.3.1. and 5.2.4.2. and Annex 3, paragraph 1.4.3.5.2., now also cover automatically activated door locking systems that can be de-activated by the ADS. Before, they named only de-activation by the driver. As before, the manufacturer chooses one of the two test procedures. In Annex 3, paragraph 1.4.3.5.2.2., the side doors on one side must be unlocked and the system overridden for these doors. Before, these were the side doors on the driver side. The sentence that the test is deemed to be fulfilled if the unlocked and locked doors are reversed is deleted.

In the case of automatically activated door locking systems which are installed optionally and/or which can be de-activated by the driver or by the ADS, this requirement shall be verified by using one of the following 2 test procedures, at the choice of the manufacturer:

Dummy positions for vehicles of category X (paragraph 5.2., Annex 3, paragraph 2.1.1., Annex 5, paragraphs 2. and 3.)

For vehicles of category X, new text in paragraph 5.2. and Annex 3, paragraph 2.1.1., gives the front outboard positions of the two dummies. In vehicles of category X equipped for right hand traffic, the male dummy is on the left, the female dummy on the right. In vehicles of category X equipped for left hand traffic, the male dummy is on the right, the female dummy on the left. For category X, Annex 5 gives the same positions for the male dummy in paragraph 2. and for the female dummy in paragraph 3. In Annex 3, paragraph 2.1.1., the female dummy is now installed in the “front passenger seat” instead of the “passenger seat”.

For vehicles of category X:
where the vehicle is equipped to be driven for right hand traffic, the Hybrid III fiftieth percentile male dummy shall be installed on the left front outboard position and the Hybrid III fifth percentile female dummy on the right front outboard position.

Annex 5 dummy placement for vehicles of category X (paragraphs 1.2.3., 2.2.2., 2.3.2., 2.4.1., 2.4.2., 2.5., 2.6.2. and 3.4.1.)

Annex 5 has new placement rules for the dummies in vehicles of category X. New paragraph 1.2.3. covers outer passengers for vehicles of category X and uses the Y-coordinate of the R-points as defined by the manufacturer. It also says that a seating position determined by the shape of the bench is regarded as a separate seat. For category X, new text in paragraphs 2.2.2., 2.3.2., 2.5. and 2.6.2. gives the positions of the upper arms, palms, legs and feet. For vehicles of category X, paragraph 2.5. sets the initial distance between the outboard knee clevis flange surfaces at 270 mm ± 10 mm. Text added to paragraphs 2.4.1., 2.4.2. and 3.4.1. sets the midsagittal plane of the dummies for vehicles of category X.

Q3Who is affected

Vehicle manufacturer

  • Check whether your vehicles are of category X or category Y.
  • For vehicles of category X, define the R-points whose Y-coordinate is used to place the dummies.
  • If the ADS can de-activate the automatic door locking system, choose a test procedure under paragraphs 5.2.3.1. and 5.2.4.2.
  • Check the new compliance options of paragraph 6.1.: UN Regulation No. 16, 09 series, or UN Regulation No. 173.

Component supplier

  • Tell the vehicle manufacturer if the ADS can de-activate the automatic door locking system you supply.
  • Tell the vehicle manufacturer which parts you supply are sensors for Advanced Driver Assistance Systems or Automated Driving Systems.

Technical service / Approval authority

  • If the vehicle has no driver or manual driving controls, ignore related provisions unless this amendment already covers them.
  • For category X, check that the dummies are on the front outboard positions for right hand or left hand traffic.
  • For vehicles of category X, check that the dummies are placed as the new paragraphs of Annex 5 say.
  • For a bench seat in vehicles of category X, use the "H" point of the most forward outboard passenger’s place.
  • When you determine the vehicle width, exclude sensors for Advanced Driver Assistance Systems and for Automated Driving Systems (paragraph 2.3.).
  • In Annex 3, paragraph 1.4.3.5.2.2., check that the side doors on one side are unlocked and the system overridden.
