  • New Annex 7 gives the procedure to determine the performance of a TPMS, TPRS or CTIS for vehicles of category O3 and O4.
  • New Annex 8 defines an alternative procedure for type approval of trailers regarding their TPMS/TPRS/CTIS, using information from Annex 7 test reports.
Why
  • The transitional provisions concern only the vehicle categories that were already in the scope of the original series of amendments to UN Regulation No. 141.
  • The proposal aimed to align the transitional provisions with those in European Union Regulation 2019/2144.

Vehicle types in the transitional provisions (paras. 12.2. to 12.4.)

The 6 July 2022 rule of paragraph 12.2. now applies to vehicle types of category N1 without twin wheels fitted on an axle. Before this supplement, paragraph 12.2. applied to category M1 as from 6 July 2022 and to other categories than M1 as from 6 July 2024. Paragraphs 12.3. and 12.4. keep the dates 6 July 2022 and 6 July 2024 but change the vehicle types. The 2022 date now applies to M1 vehicle types up to a maximum mass of 3,500 kg and without twin wheels fitted on an axle. The 2024 date now applies to N1 vehicle types without twin wheels fitted on an axle, instead of other categories than M1. Before this supplement, the 2022 date applied to vehicle types of category M1.

New Annex 7: performance testing for a reference trailer

New Annex 7 gives the procedure to determine the performance of a TPMS, TPRS or CTIS for vehicles of category O3 and O4. Tests carried out on trailers of category O4 are deemed to cover the requirements for trailers of O3 category. Based on the information document, the Technical Service must test representative trailers up to the maximum number of axles defined in it. When it selects the trailers, it must also consider the parameters of paragraphs 3.1.1. to 3.1.5. For the purpose of the approval, semi-trailers, full trailers, dolly trailers and center axle trailers are deemed to be of the same vehicle type. For each configuration, paragraph 4.1. gives tests to Annex 3 (TPMS), Annex 4 (TPRS/CTIS) and, if an ISO11992 Gateway is used, Annex 6.

General
This Annex defines the procedure to determine the performance of a Tyre Pressure Monitoring System (TPMS), Tyre Pressure Refill System (TPRS) or Central Tyre Inflation System (CTIS) intend to be fitted to vehicles of category O3 and O4.

Annex 7 information documents and test reports for the reference trailer (Appendices 1 to 4)

Appendix 1 is the TPMS/TPRS/CTIS information document for the reference trailer, and Appendix 2 is the ISO11992-2 Gateway ECU information document. Both list, among other items, system configurations, schematic diagrams, installation limitations and a component description. Appendices 3 and 4 are the test reports for the reference trailer, for the TPMS/TPRS/CTIS and for the ISO11992-2 Gateway ECU. They record the approved configurations or range of application, the measured time to warning for each test and the limits of installation. Two new footnotes say “Strike out what does not apply”.

New Annex 8: alternative procedure for type approval of subject trailers

New Annex 8 defines an alternative procedure for type approval of trailers regarding their TPMS/TPRS/CTIS. It uses information from test reports issued in accordance with Annex 7, Appendix 3 and/or Appendix 4. The trailer manufacturer submits the application with test reports from the TPMS/TPRS/CTIS and/or Gateway supplier, covering the subject trailer application. A trailer that has been approved to this alternative procedure must not be used as a reference trailer. Annex 3 and/or 4 and/or 6 requirements are considered met if the subject trailer configuration is equivalent with the conditions of paragraphs 3.1.1. to 3.1.3. A new footnote says that the reference trailer may be from a different manufacturer.

General
This Annex defines an alternative procedure for type approval of trailers, regarding their Tyre Pressure Monitoring System (TPMS) / Tyre Pressure Refill System (TPRS) / Central Tyre Inflation System (CTIS) utilizing information from test reports issued in accordance with Annex 7, Appendix 3 and / or Appendix 4 to this Regulation.
