Q1What changed104 changes
New definitions for vehicles with an ADS (paras. 2.16. to 2.21.)
New paragraphs 2.16., 2.17., 2.20. and 2.21. define the ADS, the DDT, a “Logical signal” and the “Vehicle Master Control Switch”. Paragraph 2.18. defines “Category X vehicles” as vehicles of categories M, N, L and T that meet all three conditions. They are equipped with an ADS, are not capable of being driven manually at speeds exceeding 6 km/h and are designed to carry occupants. Paragraph 2.19. defines “Category Y vehicles” as vehicles of categories N, L and T with the same first two conditions. Their third condition is that they are not designed to carry occupants at any time. Footnote 1 now refers to the R.E.3 in document ECE/TRANS/WP.29/78/Rev.8, instead of Rev.6.
Warning signal for vehicles with an ADS (paras. 5.5.1. and 6.1.3.)
Paragraph 5.5.1. now gives the optical warning signal conforming to UN Regulation No. 121 for vehicles designed to be driven manually only. In the case of a vehicle of category X or category Y, the warning indication must be by means of a logical signal. Vehicles equipped with an ADS, other than category X and Y, need an optical signal when operated by a driver. When operated by an ADS, they need a logical signal, and an optical signal is optional. For vehicles equipped with an ADS, paragraph 6.1.3. now requires that the expected corrective action is considered in the design of the ADS. The manufacturer must describe in the owner's manual how it is handled.
Wording of the warning requirements (paras. 5.2.1. to 5.4.3., Annexes 5 and 6)
Paragraphs 5.2.1. to 5.2.5., 5.3.1. to 5.3.3., 5.3.5. and 5.4.1. to 5.4.3. now say “indicate” or “indicated” instead of “illuminate” or “illuminated”. Paragraphs 5.2.1. to 5.2.4. and 5.3.1. to 5.3.4. now refer to a 20 per cent reduction of inflation pressure compared to in-service operating pressure (Pwarm). For M1 (up to 3,500 kg) and N1, a minimum pressure of 150 kPa (class C1) or 220 kPa (class C2) applies, whichever is higher. Paragraphs 5.3.3. and 5.3.4. now say “one of the vehicle's rolling tyres” instead of “any of the vehicle's rolling tyres”. In Annex 5, the towing vehicle warnings no longer say “to the driver”, and “Driver warning required” is now “TPMS/TPRS/CTIS warning required”. In Annex 6, the checks now say that the warning signal is “indicated” instead of “displayed”.
Testing of vehicles equipped with an ADS (Annex 9)
New Annex 9 gives special provisions for testing vehicles equipped with an ADS and says that it does not add nor remove any requirement. Additional preparation of the test track, the vehicle or other equipment may be needed for vehicles equipped with an ADS. This additional preparation must be approved by the Type Approval Authority and its designated Technical Service and described in the test report. Vehicles equipped with an ADS, other than category X and Y, must be tested in both manual operation and ADS operation. By exception, paragraph 2.2.2. allows testing in manual operation only when three conditions (a) to (c) are all fulfilled. Paragraphs 5.1.1. and 5.1.4. and Annex 3, paragraph 1.1., now refer to the special provisions of Annex 9.
New Annex 1 items for vehicles with an ADS
New item 2.1. asks whether the vehicle is equipped with an ADS (yes/no). Paragraph 10. now reads “Mode(s) tested, additional preparation(s) and result of the tests”, instead of “Result of the tests”. New paragraphs 10.1. and 10.2. ask for the mode(s) tested according to Annex 9 and for any additional preparation for tests with ADS operation. New paragraph 10.3. asks for a description of the mandatory logical signal from the TPMS used by the ADS (if any). It also asks for information to read the logical signal for the purpose of testing. Former paragraphs 10.1. and 10.2. are renumbered as 10.4. and 10.5.
TPMS test procedure (Annex 3)
Several test steps of Annex 3 now say “vehicle master control switch or ignition locking system” instead of “ignition locking system”. The steps now check that the low tyre pressure warning signal or the TPMS malfunction signal is indicated, not that a tell-tale illuminates. Paragraphs 2.6.1.1. and 2.6.2.1. now end the test if the warning signal is not indicated within 10 or 60 minutes of driving, respectively. Paragraph 2.6.3., which said to discontinue the test if the low tyre pressure signal did not illuminate, is deleted. Paragraphs 2.8. and 3.7. now end the test if the signal remains indicated after 20 minutes (M1 and N1) or 120 minutes (other vehicles). In paragraph 1.5.1., the words “on the front seat (if fitted)” are deleted for the second person.
TPRS and CTIS test procedure (Annex 4)
Under paragraph 1.3.1., vehicles of category X or category Y have no driver and may be tested with no occupants on board. In paragraph 2.5., one tyre is deflated by 50 kPa or 20% below the manufacturer's recommended cold inflation pressure (Prec), whichever is reached first. Before this supplement, the text said “by 20% but not more than 50 kPa”. Paragraph 2.3. now refers to paragraph 5.5.3. for the check of lamp function, instead of paragraph 5.5.2. The refill checks of paragraphs 2.5.1. and 2.5.2. now use the low tyre pressure warning signal, not a tell-tale that is “On” or “Off”. In paragraph 2.6.2., the test is discontinued if the warning signal remains indicated, not if the warning lamp has not extinguished.

“In general, all amendments are made to facilitate the approval of a vehicle equipped with an ADS according to UN Regulation No. 141.”
“Several amendments refer to a new Annex 9 that gives additional guidance and requirements on how a vehicle equipped with an ADS shall be tested.”
TF-AVRS also proposes several amendments to clarify the original intention of the Regulation. A number of requirements refer to the illumination of the tell-tale on the dashboard. “Indicate” replaces “illuminate”, in line with the United States standard FMVSS 138. In Annex 5, several proposals replace “driver” by a more generic wording that covers the driver and the ADS.

“It was noticed that several paragraphs were ambiguous in the description of the 20 % (or others) reduction of inflation pressure, compared to the in-service operation pressure. This text is clarified in this amendment (see paragraphs 5.2. and 5.3.).”
The bulb check of paragraph 5.5.3. relates only to the tell-tale, so “optical” is added. Paragraphs 5.5.4. and 5.5.7. are also only applicable to the tell-tale and dashboard. In Annex 3, paragraph 2.2., the bulb check should refer to paragraph 5.5.3. In Annex 4, paragraph 2.3., the reference to paragraph 5.5.2. was wrong and is corrected to 5.5.3.
Sources (4)
“This requirement only relates to the tell-tale and therefore “optical” (warning signal) is added to the requirement.”
“Paragraph 5.5.4. and 5.5.7. are also requirements that are only applicable to the tell-tale and dashboard.”
“The requirement is a bulb check for the tell-tale only and it should refer to paragraph 5.5.3.”
“the reference to paragraph 5.5.2. was wrong. It is corrected to 5.5.3.”
In Annex 3, paragraph 2.6. was meant to be read in sequence and to end with “discontinue the test” in case of failing the requirement. The new text makes this clearer. Annex 3, paragraph 3.7. clarifies the time to be driven until the test is discontinued, and this time relates to the reset time.
Sources (2)
“Annex 3, paragraphs 2.6. was meant to be read successively and to be finalized in 2.6.3 with “discontinue the test” in case of failing the requirement. This is additionally clarified in the text.”
“Annex 3, paragraph 3.7. contains a clarification on the time to be driven until the test will be discontinued. This time relates to the reset time.”
