UN R161 Supplement 1 (00 series) · UNECE Regulation No. 161 (ECE R161) — Uniform provisions concerning the protection of motor vehicles against unauthorized use and the approval of the device against unauthorized use (by mean of a locking system).
UN R161 — Supplement 1 to the 00 series of amendments
Base text → Supplement 1
- What changed
- Paragraph 5.1.16. says that, in addition, digital keys must comply with the provisions of new Annex 9, “Safety provisions for digital keys”.
- In the definition of “Key” (paragraph 2.8.), “mechanical and/or electronic solution” replaces “device”, and the word “only” is removed.
- New paragraphs 2.10. to 2.12. define “Primary user”, “Digital key” and “Close proximity” (a distance of less than 6 m).
- Why

Q1What changed36 changes
Definition of “Key” (para. 2.8.)
In the definition of “Key”, the words “mechanical and/or electronic solution” replace “device”. The definition now says “to be operated by that mechanical and/or electronic solution” in place of “to be operated only by that device”.
New definitions of “Primary user”, “Digital key” and “Close proximity” (paras. 2.10. to 2.12.)
A “Primary user” is a user who is able to authorize digital keys, and there can be more than one primary user (paragraph 2.10.). A “Digital key” means a key designed to be transferred to multiple devices by the primary user(s) through dedicated processes (paragraph 2.11.). “Close proximity” means a distance of less than 6 m (paragraph 2.12.).
Compliance of digital keys with new Annex 9 (para. 5.1.16.) and reserved Annex 8
Paragraph 5.1.16. says that, in addition, digital keys must comply with the provisions of Annex 9. New Annex 9 has the title “Safety provisions for digital keys”. Its purpose is to specify documentation and verification requirements for digital keys used to operate the ‘device to prevent unauthorized use’ of the vehicle. New Annex 8 is reserved.
Annex 9: documentation, owner's manual information and verification (paras. 3. to 3.4., 4.4. and 6.)
For type approval, the vehicle manufacturer must provide a description of the authorization process, the revocation process and the boundary of functional operation. The manufacturer must also provide a description of the safety measures designed within the digital key revocation process for safe operation of the vehicle. Detailed information must be in the owner's manual of the vehicle, or given by any other communication means in the vehicle (paragraph 4.4.). As a minimum, this information must include the method(s) for authorization and the method(s) for revocation of the digital key. Verification of the functionality of the digital key must be conducted with support of the manufacturer's documentation as specified in paragraph 3.
Annex 9: authorization and revocation of digital keys (paras. 2.1., 2.2. and 4. to 4.2.2.)
“Authorization process” means any method to provide the digital key which can operate the ‘device to prevent unauthorized use’ of the vehicle. “Revocation process” means any method to prevent the digital key to operate the ‘device to prevent unauthorized use’ of the vehicle. A digital key must only be transferred to a device through the authorization process (paragraph 4.1.). There must be a revocation process, and revocation of a digital key must not result in an unsafe condition (paragraphs 4.2. and 4.2.1.). The annex also describes a risk reduction analysis of the risk to vehicle occupants caused by revocation of a digital key. It must be possible for the primary user(s) to identify the number of authorized registered digital keys (paragraph 4.2.2.).
Annex 9: boundary of functional operation (paras. 2.3. and 4.3. to 4.3.2.)
“Boundary of functional operation” defines the external physical limits (for example, distance) for the digital key to operate the vehicle's ‘device to prevent unauthorized use’. Unlocking of the device to prevent unauthorized use must require detection of an authorized registered digital key in the vehicle interior or in close proximity. Close proximity means a distance of less than 6 m (paragraph 2.12.). The requirements in paragraph 4.3.1. do not apply during a remote control manoeuvring and remote control parking as defined in UN Regulation No. 79.
Annex 9: cyber-attacks and competence of the auditors/assessors (paras. 5. and 7.)
The effectiveness of the system must not be adversely affected by cyber-attacks, cyber threats and vulnerabilities (paragraph 5.). The effectiveness of the security measures must be demonstrated by compliance with UN Regulation No. 155. The assessments under the annex must only be conducted by auditors/assessors with the technical and administrative knowledge necessary for such purposes. They must in particular be competent as auditor/assessor for ISO 26262-2018 and ISO/PAS 21448. They must also be able to make the necessary link with cybersecurity aspects in accordance with UN Regulation No. 155 and ISO/SAE 21434. This competence should be demonstrated by appropriate qualifications or other equivalent training records.
Q2Why it changed
- Proposed by
- Expert from the International Organization of Motor Vehicle Manufacturers (OICA)
- Working party
- GRSG, 122nd session (October 2021)
Reasons
Before UN Regulation No. 161 was finalized, work started to update UN Regulation No. 116 with an equal level of specification for digital keys. The Task Force on digital keys elaborated these specifications. The text was prepared to amend UN Regulation No. 161 to introduce an equal level of specification for digital keys.

“Prior to the finalization of this UN Regulation, a task to update UN Regulation No. 116 was started to introduce an equal level of specification for digital keys.”
“These specifications had been elaborated by the Task Force on digital keys.”
“to amend UN Regulation No. [161] to introduce an equal level of specification for digital keys”
The expert from OICA recalled that the proposal was established for the new definition of digital key. The expert also said that it is the amendment needed to align UN Regulation No. 161 to the changes made in UN Regulation No. 116.

“She recalled this document as a proposal that was established for the new definition of digital key and said it is the amendment needed to align UN Regulation No. 161 to the changes made in UN Regulation No.116.”
Proposer's reason (informal document GRSG-122-13)
The aim is to align the numbering of the annex on digital keys among UN Regulations Nos. 161, 162 and 163. This is to limit the risks of errors in case of an approval of a digital key against the three regulations. The annex has the highest number, Annex 9, in UN Regulation No. 163. So the proposal considers it logical to insert a blank Annex 8 and to number the annex as Annex 9 in the two other regulations. The proposal also makes the regulations consistent, as Annex 7 on EMC also has the same number in the three regulations.
Submitted by Experts of OICA. Working party adoption: ECE/TRANS/WP.29/GRSG/101, para. 76.

“align the numbering of the annex on digital keys among the three regulations in stake (UN R161, UN R162 and UN R163)”
“for limiting the risks of errors in case of an approval of a digital key against the three regulations”
“As this annex in UN R163 (VAS) bears the highest number (Annex 9 – see document GRSG/2021/26), it is logical to insert a blank Annex 8 and to re-number the annex as No.9 in the 2 other regulations.”
“This proposal also makes the regulations consistent since Annex 7 on EMC also bears the same number throughout the three regulations.”
