What changed
  • Paragraphs 5.16.1. and 5.16.2. now require a check in case of damage to a safety-belt retractor. The check is that the retractor is locked (as a result of the test, or already) or can be locked by a manual strap pull.

  • New paragraphs 13.12. to 13.12.5. give the dates 1 September 2020 and 1 September 2022 for approvals to the preceding series of amendments.
Why
  • Tests according to Annex 9 have shown damage to components like the retractor of the safety belt of the seat row under test.
  • The proposed amendments maintain the locking function of the safety belt retractor after the test.

Damaged safety-belt retractors (paras. 5.16.1. and 5.16.2.)

Paragraph 5.16.1. on seat-backs now requires a check in case of damage to a safety-belt retractor. The check is that the retractor is locked as a result of the test or can be locked by a manual strap pull. Paragraph 5.16.2. on partitioning systems adds the same check, with “locked already” instead of “locked as a result of the test”. Paragraph 5.16.1. also gets a comma after “remain in position” and a lower-case “excluding”.

During the test described in Annex 9, the test blocks shall remain behind the seat-back(s) in question. In case of damage to a safety-belt retractor, it shall be verified that the retractor is locked as a result of the test or that it can be locked by a manual pull out of the strap.
After the test, no sharp or rough edges likely to increase the danger or severity of injuries of the occupants shall be present. In case of damage to a safety-belt retractor, it shall be verified that the retractor is locked already or that it can be locked by a manual pull out of the strap.

Approval number and approval mark examples (para. 4.2., Annex 2)

The first two digits of the approval number are now 09, corresponding to the 09 series of amendments (para. 4.2.). In Annex 2, the texts of the approval mark examples now refer to the 09 series of amendments. Two texts now give the approval number 092439 instead of 082439. Two other texts now say “UN Regulation No. 33” instead of “Regulation No. 33”. The figures of the approval mark examples also change.

An approval number shall be assigned to each type approved. Its first two digits (at present 0809, corresponding to the 08 09 series of amendments) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same number either to the same vehicle type equipped with other types of seats or head restraints or with seats anchored differently on the vehicle (this applies both to seats with and to those without head restraints) or to another vehicle type.
The above approval mark when affixed to a vehicle shows that the vehicle type concerned, with regard to the strength of the seats fitted or capable of being fitted with head restraints and with regard to characteristics of the head restraints, has been approved in the Netherlands (E 4) pursuant to Regulation No. 17, under the approval number 082439092439. The first two digits of the approval number indicate that the Regulation already contained the 08 09 series of amendments at the time of approval. The above approval mark also shows that the vehicle type was approved pursuant to Regulation No. 17 with regard to the strength of any seats on the vehicle which are not fitted or capable of being fitted with head restraints.
