Base text → Supplement 1

Adopted at the WP.29 185th sessionEntry into force 2022-06-22
What changed
  • Only accessories evaluated during the type approval procedure of the helmet can guarantee that the type approval covers the modified helmet’s performance.
  • In the Annex 17 high speed particle test for visors, the steel ball speed of 60 m/s now has a tolerance of -0+2 m/s.
Why
  • The proposers wanted a text that can be enforced in a practical manner until specific requirements for the type approval of helmet accessories are defined.
  • For legal certainty, the text should make clear that accessories not tested during the type approval procedure may affect the performance of protective helmets.

Q1What changed2 changes

Accessories and the type approval of the helmet (para. 7.3.1.3.5.)

Paragraph 7.3.1.3.5. now uses “evaluated” instead of “tested” for accessories in the type approval procedure of the helmet. It now says that only these accessories can guarantee that the performance of the modified protective helmet is covered by the type approval. Before, it said that only accessories tested during that procedure keep the type approval valid. The two sentences before it, on helmet modification and on fitting accessories, did not change.

No helmet shall be modified from its original specification as manufactured. Accessories must be fitted in accordance with the helmet manufacturer’s instructions. Only accessories tested evaluated during the type approval procedure of the helmet keep can guarantee that the performance of the modified protective helmet is covered by the type approval valid.

Speed tolerance in the high speed particle test (Annex 17, para. 3)

In the high speed particle test for visors in Annex 17, the steel ball speed of 60 m/s now has a tolerance of -0+2 m/s. Before, the text gave 60 m/s with no tolerance.

Project the steel ball at 60 m/s. (-0+2 m/s). The points of impact are (L1 and L2).

GRSP, 69th session (May 2021)

Reasons

  • The proposal addresses the need for a text that can be enforced practically until specific type approval requirements for helmet accessories are defined.

“The proposal addresses the need of a text that can be enforced in a practical manner until specific requirements for the type approval of helmet accessories will be defined.”
  • The use of after-market products must not affect the validity of a UN type approval. Changes that customers make to a helmet after it is type-approved are not covered by UN Regulation No. 22.

“The use of after-market products shall not affect the validity of a UN type approval.”
“Changes introduced by customers on helmets are not covered by the UN Regulation No. 22, once the helmet has been type-approved.”
  • For legal certainty, the text should make clear that accessories not tested during the type approval procedure may affect the performance of protective helmets.

    Source
“For the sake of legal certainty, it should be clarified that the performance of protective helmets may be affected by using accessories not tested during the type approval procedure and the helmet manufacturer shall not be liable.”
  • Proposer's reason (informal document GRSP-69-17)

A speed value without a tolerance cannot be applied, because the measuring instruments have a tolerance themselves. The tolerance of -0 +2 m/s is in line with the same test in standard EN 1938:2010.

Submitted by Expert from Italy. Working party adoption: ECE/TRANS/WP.29/GRSP/69, para. 17.
