UN R74 Supplement 11 (01 series) · UNECE Regulation No. 74 (ECE R74) — Uniform provisions concerning the approval of category L1 vehicles with regard to the installation of lighting and light-signalling devices.
UN R74 — Supplement 11 to the 01 series of amendments
Supplement 10 → 11
- What changed
- Now “the definitions given in the latest series of amendments to UN Regulation No. 48 in force at the time of application for type approval shall apply”, unless this Regulation specifies otherwise. Many definitions are deleted from this Regulation, for example “transverse plane” and “Stop lamp”.
- New items in paragraphs 6.1.1. and 6.2.1. add classes of UN Regulation No. [RID], for example “Class A, BS, CS, DS or ES of UN Regulation No. [RID]”.
- New paragraph 5.19. covers a device type approved according to any preceding series of amendments to UN Regulations Nos. [LSD] and/or [RID] and/or [RRD]. It is deemed equivalent to one approved to the latest series when “the change indexes (defined in UN Regulation No. 48) related to each individual lamp (function) do not differ”.
- Why
- With the new simplified Regulations on LSD, RID and RRD produced by IWG SLR, it is necessary to introduce additional references in Regulation No. 74.
- The expert from IWG SLR recalled that all identical definitions should only be kept in Regulation No. 48.
- With the new simplified Regulations on LSD, RID and RRD, it is necessary to extend the general requirements to the implementation of the change index.
Q1What changed58 changes
Definitions of UN Regulation No. 48 apply
The definitions given in UN Regulation No. 48 now apply to this Regulation, unless this Regulation specifies otherwise. They are the definitions of the latest series of amendments to UN Regulation No. 48 in force at the time of application for type approval. Many definitions are deleted from this Regulation, for example “Approval of a vehicle”, “transverse plane”, “Stop lamp”, “Axis of reference” and “Device”. Some remaining paragraphs under paragraph 2. have new numbers, and some of their references to other paragraphs change. For example, the definition of “A single lamp” now refers to “paragraph 2.6. of this Regulation” instead of paragraph 2.8. In paragraphs 2.5.1. and 2.5.2., the definitions of illuminating surface now name the lamps, instead of paragraph numbers.
References in paragraphs 3.2.1., 3.2.4., 3.2.5. and Annex 5
Paragraph 3.2.1. now refers to paragraphs 2.1.1. and 2.1.2., instead of paragraphs 2.2.1. and 2.2.2. Paragraph 3.2.4. now refers to paragraph 2.5.1. for the illuminating surface and paragraph 2.4. for the light-emitting surface. For the axis of reference and the centre of reference, it now refers to paragraph 2.7. Paragraph 3.2.5. now refers to paragraph 2.6. for the apparent surface, instead of paragraph 2.8. Paragraph 1.2.1. of Annex 5 and the text “Defined by angles α and β as specified in paragraph 2.8.:” now refer to paragraph 2.8. instead of paragraph 2.11. The sentence that said “the limits of the angles may have an allowance corresponding to the ± 3° variation permitted in paragraph 5.3. for the mounting of the light-signalling devices” is deleted.
Classes of UN Regulation No. [RID] and indicators of [LSD] (paras. 6.1.1., 6.2.1. and 6.8.2.)
The amended text refers to the three new simplified UN Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD). In paragraph 6.1.1., new item (g) reads “Class A, BS, CS, DS or ES of UN Regulation No. [RID]”. In paragraph 6.2.1., new item (i) reads “Class A, AS, BS, CS, DS or ES of UN Regulation No. [RID]”. A new footnote on Class AS reads: “Headlamps of Class A of UN Regulation No. 113 with LED modules or class AS of UN Regulation No. [RID] with LED modules only on vehicles with a maximum design speed not exceeding 25 km/h”. The footnote on indicators in paragraph 6.8.2. now ends “of UN Regulations No. 6 or [LSD]”. Before, it ended “of Regulation No. 6.”.
Devices approved to a preceding series of [LSD], [RID] or [RRD] (para. 5.19.)
New paragraph 5.19. covers a device type approved according to any preceding series of amendments to UN Regulations Nos. [LSD] and/or [RID] and/or [RRD]. Such a device is deemed equivalent to one approved according to the latest series when “the change indexes (defined in UN Regulation No. 48) related to each individual lamp (function) do not differ”. In this case, such a device may be fitted on the vehicle to be type approved without any update of “the device type approval documents and device markings”.
Q2Why it changed
- Proposed by
- Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR)
- Working party
- GRE, 79th session (April 2018)
Reasons
Some references to the device Regulations were introduced to Regulation No. 74 in the past, for clarification. With the new simplified Regulations on LSD, RID and RRD produced by IWG SLR, it is necessary to introduce additional references in Regulation No. 74. This amendment deals with these additional references for the 01 series of amendments.

“With the new simplified Regulations on LSD, RID and RRD produced by IWG SLR it is necessary to introduce additional references in Regulation No. 74.”
“This amendment deals with such additional references for the 01 series of amendments to Regulation No. 74.”
The expert from IWG SLR recalled that all identical definitions should only be kept in Regulation No. 48. For this reason, he proposed to review the definitions in Regulations Nos. 53 and 74.

Proposer's reason (informal document GRE-79-09)
At least for stage 1 of simplification, IWG SLR decided to retain some definitions in the latest series of amendments to UN Regulation No. 74. These are the definitions that are not totally identical with the definitions in UN Regulation No. 48, even if the meaning is the same.
Submitted by Expert from GRE-IWG SLR. Working party adoption: ECE/TRANS/WP.29/GRE/79, para. 15.
