“Due to the introduction of the new simplified Regulations, it is necessary to freeze the existing Regulations after a reasonable period.”

    Source
“The transitional provisions that were adoped to freeze Regulation No. 20 have been used as a model.”
  • A twenty-four month transitional period was proposed for all existing Regulations. This period would give the Contracting Parties, their competent authorities and the industry enough time for three tasks. One task is to finish or reorganize the current developments based on the existing text. The other tasks are to eliminate possible misunderstandings and errors in the new Regulation text, and to introduce modified markings.
