UN R101 Supplement 12 (01 series) · UNECE Regulation No. 101 (ECE R101) — Uniform provisions concerning the approval of passenger cars powered by an internal combustion engine only, or powered by a hybrid electric power train with regard to the measurement of the emission of carbon dioxide and fuel consumption and/or the measurement of electric energy consumption and electric range, and of categories M1 and N1 vehicles powered by an electric power train only with regard to the measurement of electric energy consumption and electric range.

UN R101 — Supplement 12 to the 01 series of amendments

Supplement 11 → 12

Adopted at the WP.29 190th sessionEntry into force 2024-01-05
What changed
  • In tests after the date in new paragraph 5.1.2.1., rear position lamps must be in the operating condition for ambient lighting above 7,000 lux.
  • For the discharge with the switch in pure electric position, the steady speed in Annex 8, paragraph 4.2.2.1. is now based on the “maximum thirty minutes speed”. Before, it was based on the “maximum speed”.
  • Paragraph 5.1.2. no longer has the condition “if the vehicle is required to be equipped with daytime running lamps as indicated in paragraph 5.22. of Regulation No. 48”.
Why
  • UN Regulation No. 48, 08 series, is aiming to allow rear position lamps and other lamps to switch OFF in ambient light above 7,000 lux.
  • For Condition A and B of OVC-HEV with an operating mode switch, the Annex 8 discharge speed did not fit one of its stop criteria.
  • The text in paragraph 5.1.2. is aligned with the modifications done on paragraph 3.2.7. of Annex 4A of UN Regulation No. 83.

Q1What changed10 changes

Daytime running lamps in the test (para. 5.1.2.)

Paragraph 5.1.2. now ends with this sentence: “The daytime running lamps as defined in paragraph 2. of Regulation No. 48 shall be switched ON during the test cycle”. Before, the paragraph started with the sentence on switching on the daytime running lamps, with a reference to paragraph 2.7.25. of Regulation No. 48. It also had the condition “if the vehicle is required to be equipped with daytime running lamps as indicated in paragraph 5.22. of Regulation No. 48”. The new text does not have this condition. The rules on the daytime running lamp system with the highest electrical energy consumption and on the technical documentation have only small wording changes.

The daytime running lamps of the vehicle as defined in paragraph 2.7.25. of Regulation No. 48 shall be switched on during the test cycle if the vehicle is required to be equipped with daytime running lamps as indicated in paragraph 5.22. of Regulation No. 48. The vehicle tested shall be equipped with the daytime running lamp system that has the highest electrical energy consumption among of the daytime running lamp systems, which are fitted by the manufacturer to vehicles in the group represented by the type approved type-approved vehicle. The manufacturer shall supply appropriate technical documentation to the Type Approval Authorities type-approval authorities in this respect.
The daytime running lamps as defined in paragraph 2. of Regulation No. 48 shall be switched ON during the test cycle.

Rear position lamps in tests (new para. 5.1.2.1.)

New paragraph 5.1.2.1. applies to tests according to this Regulation performed after a given date. In these tests, the rear position lamps must be set to the operating condition which is applied at ambient lighting conditions exceeding 7,000 lux. The text gives the vehicle's dynamometer operation mode as an example. The official text prints “[xx-xx-20xx]” for this date, with a footnote: “Date to be replaced by the date of entry into force of this proposal when known”. A RegVault Note gives 5 January 2024 as the date of entry into force of Supplement 12.

For tests according to this Regulation performed after 5 January 2024, the rear position lamps shall be set to the operating condition which is applied at ambient lighting conditions exceeding 7,000 lux (e.g. by the vehicle's dynamometer operation mode).
RegVault Note: The official text of Supplement 12 to the 01 series of amendments prints "[xx-xx-20xx]" here, with a footnote stating that the date is to be replaced by the date of entry into force of the proposal when known. RegVault shows that date, 5 January 2024, the date of entry into force of Supplement 12.

Discharge speed in Annex 8 (para. 4.2.2.1.)

In paragraph 4.2.2.1. of Annex 8, the electrical energy/power storage device is discharged while driving with the switch in pure electric position. The steady speed is now 70 per cent ± 5 per cent of the “maximum thirty minutes speed” of the vehicle in pure electric mode. Before, it was 70 per cent ± 5 per cent of the “maximum speed”. The reference to “Regulation No. 68” now reads “UN Regulation No. 68”. In case (a) for stopping the discharge, “30 minutes” is now written “thirty minutes”. In the sentence on stopping the fuel-consuming engine, “ten seconds” is now written “10 seconds”.

The electrical energy/power storage device of the vehicle is discharged while driving with the switch in pure electric position (on the test track, on a chassis dynamometer, etc.) at a steady speed of 70 per cent ± 5 per cent of the maximum thirty minutes speed of the vehicle in pure electric mode, which is to be determined according to the test procedure for electric vehicles defined in UN Regulation No. 68.
When the vehicle is not able to run at 65 per cent of the maximum 30 thirty minutes speed; or

Extensions of type approvals until 1 September 2024 (new para. 13.6.)

Until 1 September 2024, Contracting Parties applying this Regulation may continue to grant extensions of type approvals according to the 01 series of amendments. These extensions can be based on the Annex 8, paragraph 4.2.2.1. test procedures for the discharge, without taking into account the provisions of Supplement 12.

Until 1 September 2024, Contracting Parties applying this Regulation may continue to grant extensions of type approvals according to the 01 series of amendments to this Regulation, based on the test procedures for the discharge of electrical energy/power storage device of the vehicle described in paragraph 4.2.2.1. to Annex 8 of this Regulation, without taking into account the provisions of Supplement 12.

Assembly plant(s) in Annex 1 (new para. 1.7.)

New paragraph 1.7. of Annex 1 asks for the name(s) and address(es) of the assembly plant(s). Supplement 12 instructs to “insert new paragraph 1.6.” in Annex 1, but the text it quotes is numbered “1.7.”. A RegVault Note, not part of the official text, says that Annex 1 already contains a paragraph 1.6. RegVault applies the new text as paragraph 1.7., as quoted.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers
Working party
GRPE, 87th session (January 2023)

Reasons

  • The proposal aims to make type-approval test conditions consistent with the introduction of the 08 series of amendments to UN Regulation No. 48. That series is aiming to allow rear position lamps and other lamps to switch OFF when ambient light outside the vehicle is above 7,000 lux. This is to avoid unnecessary fuel consumption. The vehicle settings for the dynamometer operation must be independent of the light conditions in the laboratory.

  • For Condition A and B of OVC-HEV with an operating mode switch, the Annex 8 discharge speed did not fit one of its stop criteria. The discharge speed was 70 per cent ± 5 per cent of the maximum speed. The stop criterion was 65 per cent of the maximum thirty minutes speed. For condition A of OVC-HEV with an operating mode switch, the discharge speed and speed stop requirement in Annex 9 refers to the “maximum thirty minutes speed”. This is also the case in Annex 14 of UN Regulation No. 83, 06 and 07 series, for condition A and B.
