UN R101 Supplement 13 (01 series) · UNECE Regulation No. 101 (ECE R101) — Uniform provisions concerning the approval of passenger cars powered by an internal combustion engine only, or powered by a hybrid electric power train with regard to the measurement of the emission of carbon dioxide and fuel consumption and/or the measurement of electric energy consumption and electric range, and of categories M1 and N1 vehicles powered by an electric power train only with regard to the measurement of electric energy consumption and electric range.

UN R101 — Supplement 13 to the 01 series of amendments

Supplement 12 → 13

Adopted at the WP.29 193rd sessionEntry into force 2025-01-10
What changed
  • Paragraph 9.4.3.1. now says that the vehicle must be prepared according to the procedure in paragraph 5.2.2. of Annex 7.
  • In Annex 8, normal charging is the transfer of electricity to an electrified vehicle with a power of less than or equal to 22 kW. New rules give the charging method and the AC charging power.
  • In Annex 8, Appendix 2, the manufacturer may use the on-board current measurement data as an alternative to external REESS current measurement.
Why
  • The old text of UN Regulation No. 101 could be interpreted to mean that a REESS discharge is necessary in the CoP vehicle preparation.
  • Supplement 11 introduced the UN GTR No. 15 requirements for a normal charge and for REESS current measurement only for PEV. This supplement introduces them for HEV.
  • Both changes align with procedures already included in the 02 series of amendments to UN Regulation No. 154.

Q1What changed24 changes

Vehicle preparation in conformity of production (para. 9.4.3.1.)

Paragraph 9.4.3.1. now starts with a new sentence: the vehicle must be prepared according to the procedure in paragraph 5.2.2. of Annex 7. The amended 9.4.3.1. in ECE/TRANS/WP.29/2024/53 keeps the text on the break-off criterion for the Type 1 test procedure after the new sentence.

The vehicle shall be prepared according to the procedure in paragraph 5.2.2. of Annex 7 to this Regulation.During the conformity of production procedure, the break-off criterion for the Type 1 test procedure according to paragraph 5.2.3.1. to Annex 7 to this Regulation (consecutive cycle procedure) and paragraph 5.2.3.2. to Annex 7 to this Regulation (Shortened Test Procedure) shall be replaced with the following:

Application of a normal charge (Annex 8, para. 3.2.2.5.)

The title of paragraph 3.2.2.5. is now “Application of a normal charge”, without the word “overnight”. Normal charging is the transfer of electricity to an electrified vehicle with a power of less than or equal to 22 kW. Where there are several possible methods to perform a normal AC charge, the charging procedure through cable must be used. Where there are several AC charging power levels available, the highest normal charging power must be used. A lower AC charging power may be selected if recommended by the manufacturer and by approval of the responsible authority. Before, the paragraph said that the electrical energy/power storage device must be charged according to the following procedure.

Application of a normal overnight charge
The electrical energy/power storage device shall be charged according to the following procedure.Normal charging is the transfer of electricity to an electrified vehicle with a power of less than or equal to 22 kW.

Charging procedure (Annex 8, para. 3.2.2.5.1.)

Paragraph 3.2.2.5.1. now has the title “Charging procedure” instead of “Normal overnight charge procedure”. The REESS must be charged at an ambient temperature between 20°C and 30°C with the on-board charger if fitted. In two cases, a charger recommended by the manufacturer and using the charging pattern prescribed for normal charging must be used. These cases are: (a) no on-board charger is fitted, or (b) the charging time exceeds the maximum time defined in paragraph 3.2.2.5.2. Before, charging was with the on-board charger if fitted, or an external charger recommended by the manufacturer using the charging pattern prescribed for normal charging.

REESS current measurement (Annex 8, Appendix 2)

Appendix 2 has a new paragraph 2. with the title “External REESS current measurement”. Paragraph 2. becomes 2.1., and paragraph 3. becomes 2.2. The subparagraphs of paragraph 2. have new numbers too. New paragraph 3. has the title “Vehicle on-board REESS current data”. As an alternative to paragraph 2. of this appendix, the manufacturer may use the on-board current measurement data. The accuracy of these data must be demonstrated to the approval authority.

Q2Why it changed

Proposed by
Experts from the International Organization of Motor Vehicle Manufacturers
Working party
GRPE, 90th session (January 2024)

Reasons

  • The old text of UN Regulation No. 101 could be interpreted to mean that a REESS discharge is necessary in the CoP vehicle preparation. For clarification, paragraph 9.4.3.1. is amended to align with the 02 series of amendments to UN Regulation No. 154. GRPE approved the working document for that series at its 89th session in May 2023. It amends the preparation of the vehicle in the CoP verification of electric energy consumption of PEV.

    Sources (2)
“The current UN Regulation No. 101 text can be interpreted that REESE discharge is necessary in COP vehicle preparation, paragraph 9.4.3.1. should be amended to align with the 02 series of amendments to UN Regulation No. 154 for clarification.”
“The working document for 02 series of amendments to UN Regulation No. 154. has been approved in the 89th session of GRPE in May 2023, amending the preparation of vehicle in verification of CoP on electric energy consumption of PEV.”
  • UN GTR No. 15 has introduced the same requirements between HEV and PEV for the application of a normal charge and for REESS current measurement. Supplement 11 to UN Regulation No. 101 introduced these requirements only for PEV. The amendment in Annex 8 introduces these requirements for HEV in the same way as for PEV.

    Sources (3)
“UN GTR No. 15 (WLTP) has introduced the same requirements for the application of a normal charge, and the measurement method of REESS current between HEV and PEV.”
“However, Supplement 11 in UN Regulation No. 101 has introduced these requirements only for PEV in UN GTR No. 15 (WLTP).”
“This amendment in Annex 8 introduces these requirements for HEV in the same way as for PEV.”
  • Both changes align with procedures already included in the 02 series of amendments to UN Regulation No. 154.
