UN R106 — Supplement 21 to the 00 series of amendments
Supplement 20 → 21
- What changed
- Paragraph 1.2.1. now excludes tyres with speed category symbols higher than “E”, that is, speeds higher than 70 km/h. Before, the limit was “D” and 65 km/h.
- The Annex 9 load/speed test procedure now applies to new tyres marked with speed category symbols “D” or “E”.
- In Annex 7, the tables in Parts A, C and E have new columns for speed category symbols B or E.
- Why
- It was proposed to extend the scope to tyres of speed category symbol E, to address the technical evolution of agricultural and forestry vehicles.
- For tyres of speed category symbol E, it was proposed to set a test speed step of +5 km/h with respect to symbol D.
- The code “F-2M” is currently standardized by tyre industry and used as an alternative to F-2 for agricultural tyres with multiple rib tread.
Q1What changed63 changes
Speed category symbol E: exclusion limit and speed category table (paras. 1.2.1. and 2.32.)
Paragraph 1.2.1. now excludes from this UN Regulation the tyres with speed category symbols higher than “E”, that is, speeds higher than 70 km/h. Before, the limit was symbol “D” and 65 km/h. The table in paragraph 2.32. adds speed category symbol E with a reference speed of 70 km/h.
Load/speed tests for speed category symbol E and for supplementary service descriptions (paras. 6.5.3., 6.5.3.3., 6.5.3.3.1. and Annex 9)
Paragraph 6.5.3. and Annex 9 now give the load/speed test procedures for tyres with speed category symbol D or E. For symbol E, the test drum speed is 25 km/h and the trailer test speed is 20 km/h ± 1 km/h. New paragraph 6.5.3.3. applies to the approval of a tyre type with a supplementary service description. For such a type, an additional load/speed test must be carried out on a second tyre of the same type at the additional load/speed combination. New paragraph 6.5.3.3.1. covers tyres marked with a nominal speed category symbol D and a supplementary service description with symbol E. These tyres can be exempted from this test if their load capacity index is reduced by 3 points or more from the nominal one.
Variation of load capacity with speed: new columns in Annex 7, Parts A, C and E
In Part A (drive wheel tyres for agricultural tractors), the table adds symbols B and E for standard, IF and VF tyres. In Part C (implement tyres), the table adds symbol E for standard tyres, and symbols D and E for IF and VF tyres. In Part E (tyres for construction applications), the table adds symbol B, for constant load and for cyclic applications.
Classification code “F-2M” for tractor steering wheel tyres (para. 3.1.8., Annex 5, Annex 7 and Annex 10)
Paragraph 3.1.8. now adds the inscription “F-2M” to “F-1”, “F-2” and “F-3” for a tractor steering wheel tyre not already marked as per paragraph 2.18.6. In Annex 10, the classification code for agricultural tractor steering wheel tyres with multiple rib tread is now “F-2 or F-2M”. Before, it was “F-2”. Note 1 to table 1 of Annex 5 and Part B of Annex 7 also add “F-2M”.
Marking of implement tyres (para. 3.1.5.3. and Annex 3, Part C)
New paragraph 3.1.5.3. covers implement tyres for mixed applications where the service descriptions for “trailer” and “traction” applications are equal. In that case, the relevant application symbols may be omitted, and only one service description may be marked on the tyre sidewalls. In Annex 3, Part C, the tyre size designation now comprises the prefix (if any). A second example, “VF 650/55 R 26.5 IMP”, is added after “250/70 R 20 IMP”.
Measurement of the overall width (Annex 6, para. 4.)
Annex 6, paragraph 4. no longer says that the overall width is measured “by calliper”. The overall width is measured at six equally-spaced points, taking account of the thickness of the protective ribs or bands. The highest measurement is taken as the overall width. The text also changes “equally-paced” to “equally-spaced”.
Consistent terms and other editorial changes
Several paragraphs now use the terms “load capacity”, “load capacity index”, “speed category symbol”, “tractor drive wheel” and “millimetres”. Before, they used forms such as “load carrying capacity”, “Load-capacity index”, “speed symbol”, “tractor-drive wheel” and “millimeter”. The definition in paragraph 2.6.3. now names “Radial” or “radial-ply”. In Part E of Annex 7, “paragraph 2.25. and 2.18.12.1” now reads “paragraph 3.1.14. and 2.18.12.1.”. Paragraph 3.4.1. is renumbered as 3.3.1. A footnote with the text “See para. 2.24.” is deleted.

Reasons
It was proposed to extend the scope to tyres of speed category symbol E, to address the technical evolution of agricultural and forestry vehicles. For these tyres, it was proposed to set a test speed step of +5 km/h with respect to the test speed for symbol D.

“it is proposed to set a step of +5 km/h with respect to the test speed applied to the tyres of speed category symbol D.”
One proposal concerns tyres marked with a nominal speed category symbol D and a supplementary service description with symbol E. For them, it was proposed not to require the additional test if the load capacity index is 3 or more points below the nominal one. A load index reduced by 3 points corresponds to a reduction of the load capacity at 70 km/h for symbol D. This approximates, with negligible difference, the reduction of 9% given in Annex 7.

It was proposed to complete the tables in Annex 7, Parts A and E. The new values are for tyres type approved with speed category symbol B as part of the main service description. It was also proposed to complete the information on the new group of IF and VF implement tyres. Another proposal was to revise the possibility of marking the service description of implement tyres for mixed applications.

It was proposed to remove the words “by calliper” to explicitly allow other technical measurement solutions of the tyre overall width. The proposal says that removing this technical limitation would be advisable, following the principle of not stopping technical innovations.
