Specific CNG (compressed natural gas) retrofit systems to be installed in motor vehicles for the use of CNG in their propulsion systems.
UN R115 — Supplement 10 to the 00 series of amendments
Supplement 9 → 10
- What changed
- New paragraph 2.5.1.6. makes the family relation valid for hybrid electric vehicles (HEVs), with conditions for OVC and NOVC vehicles.
- New paragraphs 6.1.2.4.1.6.4. and 6.2.2.4.1.6.4. give the type I test procedure for HEVs.
- For the CO2 emissions of HEVs, Annex 8 to UN Regulation No. 101 or Annex 8 to UN GTR No. 15 applies, as applicable.
- Why
- UN Regulation No. 115 already included HEVs implicitly, because its type I test refers to UN Regulation No. 83.
- The amendment makes clear which procedures apply to HEVs for the type I test and for CO2.
- The same provisions can also apply to CNG retrofit systems, not only to LPG retrofit kits.
Q1What changed9 changes
HEVs in the family relation (para. 2.5.1.6.)
The family relation is valid for HEVs, as paragraph 2.21.2. of UN Regulation No. 83 defines them, with the following conditions. One tested OVC parent vehicle can make the family relation valid for all OVC-HEV vehicles that comply with paragraphs 2.5.1.1. to 2.5.1.5. The same rule applies to NOVC vehicles and NOVC-HEV vehicles. Paragraph 2.5.1.6. and its items (a) and (b) are new.
Type I test of HEVs (paras. 6.1.2.4.1.6.4. and 6.2.2.4.1.6.4.)
For HEVs with LPG retrofit systems, the type I test must apply the procedure of Annex 14 to UN Regulation No. 83 (para. 6.1.2.4.1.6.4.). For HEVs with CNG retrofit systems, paragraph 6.2.2.4.1.6.4. gives two procedures for the type I test. They are Annex 14 to UN Regulation No. 83 or Annex 8 to UN GTR No. 15, as applicable. Both paragraphs are new.
CO2 emissions of HEVs (paras. 6.1.2.4.3.1. and 6.2.2.4.3.1.)
For HEVs, the CO2 calculation must apply Annex 8 to UN Regulation No. 101 or Annex 8 to UN GTR No. 15, as applicable. Paragraphs 6.1.2.4.3.1. and 6.2.2.4.3.1. both get this new sentence.

- Working party
- GRPE, 81st session (June 2020)
Reasons
UN Regulation No. 115 already included HEVs implicitly. Its type I test refers to UN Regulation No. 83, which has special provisions for HEVs.
Sources (2)
“Provisions for Hybrid Electric Vehicles (HEVs) are implicitly included in UN Regulation No. 115.”
“Indeed type I test refers to UN Regulation No. 83 which in turns defines special provisions for HEVs.”
The amendment makes clear that the type I test of HEVs uses Annex 14 to UN Regulation No. 83.
Source
“This amendment clarifies that, for HEVs, the correct procedure for type I test shall take into account Annex 14 to UN Regulation No. 83.”
For CO2, the Regulation already refers to UN Regulation No. 101 or to UN GTR No. 15. The amendment makes clear that HEVs need a special procedure from these texts.

“In addition, regarding CO2 measurement, Regulation No. 115 already refers to UN Regulation No. 101 or to UN GTR No. 15, as applicable.”
“This amendment clarifies that for HEVs, the correct procedure shall take into account Annex 8 to UN Regulation No. 101”
The provisions for LPG retrofit kits and hybrid vehicles can also apply to CNG retrofit systems.
