UN R115 — Supplement 8 to the 00 series of amendments

Supplement 7 → 8

Adopted at the WP.29 178th sessionEntry into force 2020-01-11
What changed
  • New paragraphs 2.8. and 2.9. define the NEDC and WLTC test cycles.
  • The test cycle (NEDC or WLTC) is chosen according to the initial type approval of the vehicle.
  • With WLTC, the tests are done two times and may be reduced to one test if each pollutant result is at most 0.90 G.
Why
  • The amendment adds provisions for retrofit systems on vehicles first tested with WLTC according to UN GTR No. 15.
  • The modified vehicle should fulfil the provisions under which it was first approved, so the test cycle follows that approval.
  • The dCO2 coefficient of UN GTR No. 15 does not suit LPG and CNG, so the number of WLTC tests has its own rule.

Number of WLTC tests

For the WLTC cycle, the tests are undertaken two times with reference petrol and two times with each reference LPG or CNG. With reference petrol, the tests may be reduced to one test if each pollutant result is less than or equal to 0.90 G. With each reference LPG or CNG, this reduction also applies to the combined emission of two pollutants. G is the limit value according to the type approval of the vehicle, divided by the deterioration factors.

Specific provision for WLTC test cycle.
Subject to the requirements of paragraph 6.1.2.4.1.5.1 below, the tests shall be undertaken two times using reference petrol.

Period of petrol use during each test

The 60-second limit on petrol use applies to vehicles that comply with up to 07 series of amendments to UN Regulation No. 83. It also applies to vehicles that comply with the 05 or following series of amendments to UN Regulation No. 49. The text no longer refers to later amending Directives or European Regulations. For vehicles approved with the WLTC cycle, this period is predetermined and the driver cannot change it.

If the parent vehicle complies with UN Regulation No. 83, 05 series of amendments, or with Directive 98/69/EC, or with UN Regulation No. 49, 04 series of amendments, or with Directive 1999/96/EC, the vehicle shall not use petrol for more than a maximum of 90 seconds during each test.

Q2Why it changed

Proposed by
Expert from Italy
Working party
GRPE, 78th session (January 2019)

Reasons

  • The amendment adds provisions for the type approval of retrofit systems for vehicles first tested with WLTC according to UN GTR No. 15.

    Source
“This proposal amends UN Regulation No. 115 introducing the provisions regarding the type approvals of retrofit systems for vehicles originally tested with WLTC according to UN GTR No. 15.”
  • The definitions of NEDC and WLTC make the text easier to read. The old provisions refer to NEDC vehicles, and the new provisions refer to WLTC vehicles.

    Sources (2)
“To improve the readability of the text, this proposal introduces the definitions of NEDC and WLTC test cycles”
“The provisions of Regulation 115 before the present amendment refer to vehicles approved according to NEDC test cycle, while the new provisions included in this amendment refer to vehicles approved according to WLTC test cycle.”
  • The modified vehicle should fulfil all provisions under which it was first approved. So the type I test paragraphs are duplicated for NEDC and WLTC, and the cycle follows the initial type approval.

    Sources (2)
“is that the modified vehicle should fulfil all the provisions of the Regulation for which the type approval has initially been granted.”
“Therefore this amendment simply duplicates the paragraphs related to type I test, including both NEDC and WLTC provisions.”
  • The WLTC test procedure follows UN GTR No. 15 with minimum adaptations for retrofit systems. So the text adds references to these texts, as applicable.

    Sources (2)
“This amendment refer to WLTC test procedure, as defined in UN GTR No. 15 with minimum adaptations due to the context of retrofit systems.”
“The text of amendment therefore introduces the references to the above mentioned Regulations, as applicable.”
  • The only WLTC adaptation is the number of tests. LPG and CNG give 8% to 20% less CO2 than petrol. So the dCO2 coefficient of UN GTR No. 15 is always satisfied and does not suit them.

    Sources (2)
“The only adaptation in the WLTC test procedure regards the number of repetitions.”
“This because LPG and CNG fuel CO2 figures are smaller than petrol CO2 from 8% to 20%, making the dCO2 coefficient specified in UN GTR No. 15 inappropriate, because always satisfied.”
