UN R14 Base text (09 series) · UNECE Regulation No. 14 (ECE R14) — Uniform provisions concerning the approval of vehicles with regard to safety-belt anchorages.
UN R14 — 09 series of amendments
Changes from 08 series of amendments
- What changed
- Paragraph 5.4.2.5. now gives the 240 mm minimum for M1 and N1 vehicles if there is only one central seating position in a rear row. It applies for that central seating position, provided that the centre rear seat cannot be exchanged with any of the other seats.
- New paragraphs 14.23. to 14.29. give transitional provisions for the 09 series of amendments, with the dates 1 September 2019 and 1 September 2025.
- Paragraph 9. now refers to the Agreement, Schedule 1 (E/ECE/TRANS/505/Rev.3). The approval mark texts in Annex 2 now refer to the 09 series of amendments.
- Why
- Opinions differed between Technical Services on which requirements apply to central seating positions in rear rows of vehicles of category M1 and N1.
- The proposed amendments clarify that a reduced minimum distance of 240 mm is only allowed where there is only one central seating position.
- Only very few large vehicles would be affected, so a longer lead-time seemed appropriate for the date as from which previous approvals may be refused.
Q1What changed13 changes
Minimum distance for central seating positions in rear rows (para. 5.4.2.5.)
The 240 mm rule of paragraph 5.4.2.5. is for rear rows of seats of vehicles of category M1 and N1. Now this 240 mm minimum applies if there is only one central seating position in a rear row, and for that central seating position. As before, it applies provided that it is not possible to exchange the centre rear seat with any of the other seats of the vehicle. Before, the 240 mm value applied “in the case of any central seating positions in rear rows of seats”. The 350 mm values and the 120 mm rule for the median longitudinal plane of the seat do not change.
Transitional provisions for the 09 series of amendments (paras. 14.23. to 14.29.)
From the official date of entry into force of the 09 series, no Contracting Party may refuse to grant or accept its approvals (para. 14.23.). From 1 September 2019, Contracting Parties are not obliged to accept approvals to the preceding series first issued after 1 September 2019 (para. 14.24.). Until 1 September 2025, Contracting Parties must accept approvals to the preceding series first issued before 1 September 2019 (para. 14.25.). From 1 September 2025, Contracting Parties are not obliged to accept type approvals issued to the preceding series (para. 14.26.). Notwithstanding paragraph 14.26., they must continue to accept such approvals for vehicles/vehicle systems not affected by the 09 series changes (para. 14.28.). Contracting Parties must not refuse to grant approvals according to any preceding series or extensions thereof (para. 14.29.).
Arrangements of the approval mark (Annex 2)
In Annex 2, the figures of the two approval marks change. One explanation now gives the approval number 092439, not 082439. Its first two digits now indicate that UN Regulation No. 14 already included the 09 series of amendments when the approval was given. The explanation of the mark for UN Regulations Nos. 14 and 24 now gives the 09 series of amendments for UN Regulation No. 14. Before, it gave the 08 series.
Conformity of production (para. 9.)
The conformity of production procedures must comply with those set out in the Agreement, Schedule 1 (E/ECE/TRANS/505/Rev.3). Before, the paragraph referred to Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev.2).

Reasons
Opinions differed between Technical Services on which requirements apply to central seating positions in rear rows of vehicles of category M1 and N1. This was about the minimum distance between the two effective lower belt anchorages L1 and L2.

“opinions differ between different Technical Services which requirements to apply in case of central seating positions in rear rows of vehicle of category M1 and N1”
“with regard to its minimum distance between the two effective lower belt anchorages L1 and L2”
The proposed amendments clarify that a reduced minimum distance of 240 mm is only allowed where there is only one central seating position. This is the case in a row of 3 seating positions. Rear seat rows with an even number of seats must always have a distance of at least 350 mm.

“The proposed amendments clarify that a reduced minimum distance of 240 mm is only allowed in the case where there is only one central seating position (i.e. in a row of 3 seating positions).”
“Rear seat rows with an even number of seats always shall have a distance of at least 350 mm.”
The proposal would entail new requirements. For this reason, it seemed appropriate to introduce these as a new series of requirements and not as a supplement.

Only very few large vehicles would be affected. For this reason, it seemed appropriate to foresee a longer lead-time for the date as from which previous approvals may be refused.
