UN R14 — Supplement 2 to the 09 series of amendments

Supplement 1 → 2

Adopted at the WP.29 185th sessionEntry into force 2022-06-22
What changed
  • Symbol 2 in the Annex 6 key to symbols now refers to UN Regulation No. 16, Annex 16, not to R.E.3.
  • The angle table in Annex 6, Appendix 1 no longer has a row for folding seats.
Why
  • The angle table is meant to give only the angle requirements for the lower anchorages.
  • The table was not updated when the 07 series was adopted, and this led to confusion.

Q1What changed2 changes

Reference in symbol 2, two lower anchorages (Annex 6)

Symbol 2 in the Annex 6 key to symbols now refers to UN Regulation No. 16, Annex 16. Before this supplement, it referred to the Consolidated Resolution on the Construction of Vehicles (R.E.3), Annex 13, Appendix 1. Symbol 3, two lower anchorages and one upper anchorage, refers to UN Regulation No. 16, Annex 16.

2: Two lower anchorages, which allow the installation of a safety-belt type B, or of safety‑belts types Br, Br3, Br4m or Br4Nm, where required by the Consolidated Resolution on the Construction of Vehicles (R.E.3), UN Regulation No. 16, Annex 13, Appendix 1.16

Folding seats row removed from the angle table (Annex 6, Appendix 1)

The angle table in Annex 6, Appendix 1 no longer has a row for folding seats. Before this supplement, this row said “No belt anchorage required” for folding seats. For a fitted anchorage, the row referred to the angle requirements for front and rear seats.

Folding No belt anchorage required. If anchorage fitted: see angle requirements Front and Rear.

Q2Why it changed

Proposed by
Experts from the Netherlands and Germany, with the change to symbol 2 by the Secretariat
Working party
GRSP, 69th session (May 2021)

Reasons

  • The table in Annex 6, Appendix 1 is meant to give only the angle requirements for the lower anchorages. It is not meant to give the number of mandatory anchorages.

    Source
“The table of Annex 6 – Appendix 1 is not meant to describe the requirements for the number of mandatory anchorages, but to define the angle requirements for the lower anchorages only.”
  • In the 06 series, paragraph 5.3.6. said that folding seats need no belt anchorages. The 07 series took folding seats out of this paragraph. Since then, there are no special provisions for folding seats, other than for seats used only when the vehicle is stationary.

    Sources (3)
“For all folding seats, or seating intended solely for use when the vehicle is stationary as well as for all the seats of any vehicle which are not covered by paragraphs 5.3.1. to 5.3.4., no belt anchorages are required.”
“For all seats, intended solely for use when the vehicle is stationary”
“There are no special provisions for folding seats anymore, other than for seats intended solely for use when the vehicle is stationary.”
  • The table was not updated when the 07 series was adopted, and this led to confusion. The proposal aims to correct this inconsistency.

    Sources (2)
“Unfortunately, this table did not get updated when UN Regulation No. 14, 07 series of amendments was adopted and has led to confusion.”
“This proposal aims to correct this inconsistency.”
